HomeMy WebLinkAbout1969-10-15 - Minutes - ArchiveCI • u MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met in regular session in the City Administration Building at 10:06 a•..m. Wednesday, October 15, 1969. Present: Commissioners Whillock, Shelton, Gould Absetn: Commissioners Baxter, Douglas Others: Hugh Kincaid, James Vizzier, Albert Jones, Ora Belle Rollow There being a quorum the following business was transacted: The minutes of the Special meetings of September 24th and October 13th, 1969 were approved by motion of Mr. Gould, Seconded by Mr. Shelton and motion carried unanimously. The Financial report was approved by motion of Mr. Gould, seconded by Mr. Shelton and motion carried unanimously. The Chairman informed those present that the Board had voted to enter into a. contract with the City of Fayetteville and Urban Programming Corporation for the preparation of a Survey and Plann- ing application. He invited Mr. Vizzier to make any comments he chose to. Mr. Vizzier pointed out that, in the preparation of the General Neighborhood Renewal Plan application he had incurred appro-:- xi.mately $3,000 expenses for which he had not been paid. The Chair- man suggested that he prepare an itemized account of such expenses and the Board would do whatever they could to arrange for reimburse- ment for such expenses. The .following Resolution was presented for action: RESOLUTION # 35:"A RESOLUTION AUTHORIZING ENTERING INTO A CONTRACT WITH THE CITY OF FAYETTEVILLE AND URBAN PROGRAMMING CORPORATION FOR PREPARATION OF A SURVEY AND PLANNING APPLICATION FOR URBAN RENEWAL." After discussion, Commissioner Gould moved that the Resolution be adopted as introduced and read. The motion was seconded by Commiss- ioner Shelton and the following vote was recorded: Ayes: Whillock, Shelton, Gould Nayes: None The Chairman thereupon declared the motion carried and the Resolution adopted. There being no further business the meeting was adjourned. APPROVED: ATTEST: & &� CHAIRMAN SECRETARY RESOLUTION NO. 35 • RESOLUTION AUTHORIZING ENTERING INTO CONTRACT WITH THE CITY OF FAYETTEVILLE AND URBAN PROGRAMMING CORPORATION FOR SURVEY & PLANNING SERVECES'; WHEREAS, an application for General Neighborhood Renewal Planning has beenfiled with the Housing & Urban Development Administration requesting $8 million dollars for preparing the Survey & Planning application for the first project, and WHEREAS, the Housing Authority has been advised by HUD that it is unlikely that the application -for that -amount can be approved in the near future,'and _'_, WHEREAS, the Housing Authority has been advised by both the Regional Office and Central Office of HUD that it is desirable to revise the General Neighborhood Renewal Plan by reducing the sq.ft area and estimated planning cost of &the first Survey s� Planning application to a point which might be expected to receive approval for funding, and WHEREAS, the Housing Authority has concurred with the City Administration that it is desirable to employ a Planning firm of wide experience in this field and which maintained sufficient staff to render quick and effective service at a reasonable cost. • NOW, THEREFORE, BE IT RESOLVED BY THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS, AS FOLLOWS: 1, The Housing Authority shall enter into a joint contract with the City and Urban Programming Corporation to prepare an Survey & Planning application. 2. The Survey & Planning application shall be prepared accord- ing to the agreements set forth in the contract which is hereby approved subject to approval by the City Board of Directors. 3. A certified copy of this contract shall be filed for record in the administration office of the Housing Authority. 4, The Chairman and Secretary are hereby authorized and direc- ted to execute the contract in behalf of the Authority.
