• AUTHORITY OF THE CITY OF FAYETTEVILLE, ARK,
The Housing Authority of the City of Fayetteville, Arkansas
met in regular session on Wednesday May 14, 1969 at 10:00A.M.
at the Administration Building of the City of Fayetteville.
Members Present: Commissioners Whillock - Baxter - Douglas- Gould,
Members Absent: Commissioner Shelton
Others Present: Ora Belle Rollow-Wesley Howe- Ernest Jacks
Minutes of April 16, 1969 meeting were approved by motion by
Mr. Douglas,seconded by Mr. Baxter and carried kinanimously.
Financial report was approved by motion by Mr. Baxter, seconded
by Mr. Douglas and carried unanimously.
Resolution No. 31 - attached, "A RESOLUTION CONFIRMING THE EMPL-
OYMENT OF LEGAL COUNSEL FOR THE HOUSING AUTHORITY OF THE CITY OF
FAYETTEVILLE, ARKANSAS, AND SPECIFIC TERMS THEREOF."
The resolution was read in full and discussed and Mr. Douglas
moved that the Resolution be adopted, seconded by Mr. Baxter and
• the vote recorded:
Ayes: Commissioners Douglas, Whillock, Gould, Baxter
Hays: None
The Chairman declared the Resolution adopted.
Mr. Jacks reported on the Schematic Conference in Ft. Worth Office
of HAO. The drawings for the Hi -Rise were approved by HAO with
commendation. The 80 family units were not approved pending some
revision. This revision will be submitted to the Board for approval
before resubmission to HAO.
Delegates to the Regional Conference of NAHRO in New Orleans for
June 15 to 18th were discussed and Mr. Douglas recommended that the
Executive Director represent the Authority. Seconded by Mr. Gould
and carried unanimously. There will be no expense to the Authority
as NAHRO will reimburse Mrs. Rollow for her expenses as Chairman of
the Development Committee of the organization.
There being no further business the meetin adjourned.

RESOLUTION NO, 31
A RESOLUTION CONFIRMING THE EMPLOYMENT OF LEGAL COUNSEL FOR THE
HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS, AND
SPECIFYING THE TERMS THEREOF.
WHEREAS, the Housing Authority of the City of Fayette-
ville, Arkansas, has employed the firm of Kincaid & Horne,
attorneys at law, to represent the Housing Authority in all
legal matters.
NOW,
THEREFORE,
BE IT
RESOLVED BY THE COMMISSIONERS OF
THE HOUSING
AUTHORITY
OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
SECTION 1. That the employment of the firm of Kincaid &
Horne, attorneys at law, as legal counsel for the Housing Authority
is hereby approved, ratified and confirmed.
SECTION 2. That effective March 5th, 1969, the
compensation for said attorneys' services shall be as set forth
in the 1968 Schedule of Minimum Fees published by the Washington
County Bar Association;. that to the extent services to be rendered
by said law firm cannot reasonably be said to be covered by the
terms of said fee schedule, fees for such services shall be
approved on an item by item basis by the Housing Authority.
SECTION 3. That in addition to the compensation provided
for in Section 2 of this Resolution said law firm shall be:
a. Reimbursed for the cost of reproduction of
documents, telephone, telegraph and postage
expense, and other costs incurred by said
law firm on behalf of the Authority.
b. Reimbursed for travel expense which is re-
quired in the discharge of said firm's duties
on behalf of the Authority, in accordance
with the Travel Policy of the Authority.
Travel to the Regional Office of the Depart-
ment of Housing and Urban Development shall
be approved in advance by the Executive
Director, and all other travel shall be
approved by the Board of Commissioners of
the Authority.
