We, the undersigned, do hereby accept notice of this
Special meeting, waiving any and all irregularities
in the service.of notice and do hereby consent and
agree that the Commissioners of the Housing Authority
of Fayetteville, Arkansas, shall meet at their regular
meeting place at 10:00 o'clock a.m., on the 5th day of
March, 1969, for the following purposes:
To consider and vote on all the items of the Agenda set
for the regular meeting of February 19th, 1969 which
could not be voted upon because of a lack of a quorum.
Such items were:
Approval of January Meeting
Approval of Financial Report
Review Schematic Design Drawings and other documents
and approve if satisfactory.
To transact any other business that may come before
the meeting.

The Housing Authority of the'City of Fayetteville,met in Special
Session on Wednesday, March 5, 1969, at the Administration Building
of the City of Fayetteville.

approved
by motion
of
Mr.
Douglas,
by Mr.
seconded
by
Mr.
Shelton
and motion
carried
unanimously.
The
Financial
report of
January and
February
were
approved
by
motion
of
Mr.
Gould,
seconded
by Mr.
Douglas.
Motion
carried
unanimously.
Executive Director reported:that all land had been acquired and e
Certificate of Rossession signed by the attorney has been submitted
to the Housing Assistance Office fo HUD. A petition to quiet the
title of Site B has been filed in Chancery Court; and that petitions
have been filed with the Planning Commission as follows:
a.Site A.- Appeal to rezone from R-P,two-family to R-3,Multi Family
b.Site B - Appeal from R-3 requirements to Group Housing Project
not subdivided.
c.Site J - Appeal for lowering lot area size for Multi -Family.
Appeal was also made requesting variance in order to allow "off-street"
parking between buildings and the streets. and for public assembly.
All houses on Sites A andB,'scheduled for sale and demolition are sold.
The Board discussed entering into a permanent agreement with Hugh
Kincaid for legal services. Mr. Douglas moved that the Executive Dir-
ector secure a proposal from Mr. Kincaid to be presented at the next
meeting of the Board. Mr. Gould seconded and motion carried uananimously.
Ernest Jacks and Warren Segraves, Architects, presented drawings and
financial estimates for Board consideration. After extensive discussion
Mr. Douglas moved to accept the drawings and estimates,by'b6dopt.ion.:of

DESIGN DRAWINGS AS PRESENTED BY THE ARCHITECTS ERNEST JACKS AND WARREN
SEGRAVES. Motion seconded by Mr. Shelton and following vote recorded:
Ayes Messrs: Baxter, Shelton, Gould, Douglas
Nayes NONE
Motion carried.
Travel for the Executive Director to Little Rock and Ft. Worth, Texas
to appear on programs of NAHRO was approved by motion of Mr. Douglas,
'seconded by Mr. Gould and motion carried uanaimously.

RESOLUTION NQ. 30
APPROVING THE SCHEMATIC DESIGN DRAWINGS
BY THE ARCHITECTS ERNEST JACKS AND WARREN
BE IT RESOLVED BY THE HOUSING AUTHORITY OF THE CITY OF
FAYETTEVILLE, ARKANSAS, AS FOLLOWS:
SECTION 1. The Schematic Design Drawings for the develop-
ment of 200 dwelling units of low -rent housing by the
Housing Authority of the City of Fayetteville, Arkansas
as presented by the Architects Ernest Jacks and Warren
Segraves are hereby approved.
SECTION 2. The Architects and Secretary of the Housing
Authority are hereby authorized to present the drawings
to the Housing Assistance Office, REgione V.Housing and
Urban Development Administration for review and approval.
PASSED AND APPROVED this 5th day of March, 1969.

After discussion, Commissioner Douglas moved that the
Rep&)ution be adopted as introduced and read. The motion was
seconded by Commissioner Gould and the following vote was
redorded:
AYES: DOUGLAS, SHELTON, BAXTER, GOULD
NAYS: NONE
The Chairman thereupon declared the motion carried and the
Resolution adopted.
There being no further business to come before the meeting,
Commissioner Gould moved that the meeting adjourn, which
motion was duly seconded by Commissioner Douglas and carried
unanimously.
The Chairman thereupon declared the meeting adjourned.
