HomeMy WebLinkAbout1968-10-16 - Minutes - ArchiveMINUTES OF THE MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARK, HELD ON THE 16TH DAY OF OCTOBER,1968 On the 16th day of October, 1968, at 10;00 a.m. the Housing Authority of the City of Fayetteville, Arkansas, met in regular session lin the Director's Room, City Administration Building. The meeting was called,:to order and on roll call the following members were present: Present: Whillock - Gould - Absent: L.L.Baxter Others: Kincaid - Vizzier Shelton - Douglas Fox - Segraves - Rollow There being a quorum present the following business was transacted. The minutes of the September meeting were approved by motion of • by Mr. Douglas, seconded by Mr. Shelton and motion carried unanimously. The Financial Report was approved by motion of Mr. Gould,seconded • by Mr. Douglas and motion carried unanimously. General discussion followed on property settlements, preparation for demolition of school buildings and progress of architectural drawings. Mr. Segraves reported that design documents should be ready in about three weeks from this date. Mr. Vizzier discussed the possibility of conversion of the GNRP when approved, to "Neighborhood Development Plan", a new method of approaching renewal with speedier results. Resolution #27 was introduced by the Chairman for approval. This Resolution, attached hereto, was discussed and adopted by motion of Mr. Douglas,seconded by Mr. Gould and the following vote Was recorded; Ayes: Whillock - Douglas - Shelton - Gould Nayes; None The Chairman declared the Resolution carried unanimously and adopted. Mr. Kincaid suggested that additional Liability Insurance be acquired to assure coverage for personal injury on recently acquired property. The Executive Director will consult the Insurance Company now carrying OL&T for the Authority and extend the converage. There being no further business the meeting was adjourned by motion of Mr. Gould, seconded by Mr. Shelton and motion carried unanimously. 9101 .� SIN My1 APPROVED: UHAIKMAR • RESOLUTION N0, 27 RESOLUTION OF. APPLICANT APPROVING UNDERTAKING OF GENERAL NEIGHBORHOOD RENEWAL PLAN AND FILING OF APPLICATION FOR FEDERAL ADVANCE OF FUNDS AND RESCINDING RESOLUTIONS NOS. 9-663 1-67, AND 26. WHEREAS, under Title I of the Housing. Act of 1949, as amended, the Secretary of Housing and Urban Development may make advances of funds to local public agencies. for the preparation of General Neighborhood Renewal Plans for areas defined in Section 102(d) of such Title where the interest of sound community planning makes it desirable that the urban renewal activities proposed,for the areas be planned in their entirety; and WHEREAS Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color or national origin under any program or activity receiving Federal financial assistance and Executive Order 11063 prohibits discrimination on the basis of race, color, creed or nat and origin in sale, lease or other disposition of residential property (including land intended. for residential use) or in the use or occupancy thereof; and WHEREAS it is desirable and in the public interest that the Housing Authority of the City of Fayetteville, Arkansas, prepare • a General Neighborhood Renewal Plan, presently. estimated to cost $ 94,215.00, in that certain area, herein designated a General Neighborhood Renewal Area, located in the City of Fayetteville, County of Washington, and State of. WHEREAS, it is required that .the Housing Authority of the City of Fayetteville, Arkansas, in its undertaking of a General Neighborhood Renewal Plan, conform more precisely to current criteria as established by the Department of Housing and Urban Development by this Resolution and, WHEREAS, this resolution is in conflict with and should supersede certain Resolutions previously approved; accordingly • Resolutions No. 9-66 dated September 21, 1966; No. 1-67 dated January 18, 1967; and No. 26 dated September 19, 1968 should be rescinded. -3- NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS; 1. That the proposed General Neighborhood Renewal Area des- cribed above is an area consisting of an urban renewal area or areas, which is of such size that the urban .renewal activities in the urban renewal area or areas may have to be initiated in stages,. consistent with the capacity and resources of the Housing Authority of the City of Fayetteville, Arkansas, .over an estimated period of not more :than 8 years. 2. That the undertaking of the preparation of the General Neighborhood Renewal.Plan for the proposed General Neighborhood Renewal Area described above is hereby approved. 3. That it is the intention of this body to undertake an urban renewal project promptly upon completion of the General Neighborhood Renewal Plan and the preparation of an urban renewal plan for.such project, which project shall embrace at least 10 percent of the urban renewal area or areas within the General Neighborhood Renewal Area and shall be of the character contem- plated by Section 110(c) of Title I. 4. That it is cognizant of the conditions that are imposed in the undertaking and carrying out of such urban renewal projects • with Federal financial assistance under Title I, including those relating to a feasible method of relocation and the provision of necessary local grants-in-aid, as well as the requirement of Sec- tion 102(d) of Title I that a General Neighborhood Renewal Plan conform to the locality's general plan and workable program for community improvement. S. That the United States of America and the Secretary of Housing and Urban Development be, and they hereby are, assured of full compliance by the Housing Authority of the City of Fayette- ville, Arkansas with regulations of the Department of Housing and Urban Development effectuating Title VI of the Civil Rights Act of 1964 and applicable Executive Orders. 6. That the filing of an application by the Housing Author- ity of the City of. Fayetteville, Arkansas, for an advance of funds from the United States in an amount not to exceed $94,215.00, for the preparation of a General Neighborhood Renewal Plan for the General Neighborhood Renewal Area described above is hereby approved and that the Chairman of said Housing Authority is here- by authorized and directed to execute and file such application with the Secretary of Housing and Urban Development, to provide such additional information and to furnish such documents as may be required by the Secretary, and to act as the authorized repre- sentative of the Housing Authority of the City of Fayetteville, Arkansas. • 0 -4- 7.
