HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARK.
46 FEBRUARY 21, '1968
Ther-egula.. meeting of the Housing Authority of Fayetteville,
Arkansas, was held at 10:00 a.m. Wednesday, February 21, 1968,
in the Director's Room, City Administration Building, Fayetteville.
Members present: Ellis Shelton, Hal Douglas, J.W.Gould
Members absent: L.,*L.Baxter, Carl Whillock
Others present: Hugh Kincaid, James Vizzier, Haskell Utley,
Ernest Jacks, Warren Segraves, Gerald Fox,
Ora Belle Rollow
The meeting was called to order by Ellis Shelton and the following
business was transacted:
Minutes of the January 17th meeting were approved by motion of
Mr. Gould, seconded by Mr. Douglas, and motion was carried.
The
financial
report was
accepted by motion of Mr.
Douglas, seconded
by
Mr. Gould
and motion
was carried.
. On a motion by Mr. Gould, seconded by Mr. Douglas election of
officers was postponed until all members were present.
The following resolution was presented for approval:
RESOLUTION NO.'17
A RESOLUTION APPROVING AMENDMENT TO ARCHITECT'S CONTRACT BETWEEN THE
HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS AND ERNEST E.
JACKS AND WARREN D.SEGRAVES, ASSOC. ARCHITECT'S
_WHEREAS, the Housing Authority of the City of Fayetteville,
Arkansas and Ernest E. Jacks and Warren D. Segraves, Associated
Architect's did on December 16, 1966, enter into a contract for architect
professional services in connection with Project No. 97-1 in the
City of Fayetteville, and
WHEREAS, it is now desirable to amend said contract and a certain
amendment to said contract -,;dated February 21,1968 (a true and correct
copy of which is annexed to this resolution and fully made a part hereof)
has been read in full and examined by the Authority.
NOW,THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE
HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS:
SECTION 1. That said amendment to the Architect's contract for
. Low -Rent Public Housing (Bid Method) between the Housing Authority of
the City of Fayetteville, Arkansas and Ernest E. Jacks and Warren D.
Segraves, Associated Architect's, Project Ark.97-1, be and the same is
hereby in all respects approved.

SECTION 2. That the Chairman and Secretary (Executive Director)
be authorized and directed to execute said amendment in behalf of the
Housing Authority of the City of Fayetteville, Arkansas.

Mr. Douglas moved that the resolution be approved, seconded by Mr.
Gould and the following vote was recorded:
Ayes: Shelton, Gould, Douglas
Nayes: NONE
Motion was carried unanimously
Mr. Ernest Jacks presented preliminary drawings for the Architect's
showing how the dwellings would fit on thesites 68"and "B".General
site plans were discussed. The planning was satisfactory at this point
and the Board commended the Architects for the presentation.
Mr. Utley, negotiator for the Authority was asked to report on his
success in securing options since the last meeting in January. He
reported only one option secured whereupon Mr. Douglas moved that the
Authority consider another site for the elderly and that Mr. Utley be
instructed to inform those owners with whom he had been dealing that
such action had been taken. Mr. Gould seconded and the vote was recorded:
Ayes: Shelton, Gould, Douglas
Nayes: NONE

between Rebecca and Davidson and an area between Spring and Center near

Mr. Douglas moved that the Director be permitted to attend a workshop
in the Ft.Worth Regional Office of HUD on February 26 -27 -28th. Mr.Gould
seconded and motion was carried unanimously.
The Executive Director recommended that the Agency become a member of
National Association of Housing Officials, Mr. Gould moved that such be
• approved, seconded by Mr. Douglas and motion carried unanimously.

Arkansas and Ernest E. Jacks and Warren D. Seagraves, Associated Archi-
