MINUTES OF REGULAR MEETING OF THE
HOUSING AUTHORITY OF FAYETTEVILLE, ARKANSAS
A regular meeting of the Housing Authority of Fayetteville,
Arkansas, was held at 10 a.m., Wednesday, March 1S, 1967,
in the Directors' Room in the City Administration Building,
Fayetteville, Arkansas.
Members present: L. L. Baxter, Ellis Shelton and J. W. Gould.
Members absent: Hal Douglas and J. E. Pomfret.
Others present: City Manager Gerald Fox, Hugh Kincaid, Warren
Segraves, Ernest E. Jacks and J. A. Vizzier.
The meeting was called to order by Chairman L. L. Baxter.
The minutes of meetings of November 21, 1966, December 14, 1966,
December 16, 1966, January 18, 1967, and February 15, 1967, were
read and corrected. Mr. Gould moved that the minutes be approved
as amended. The motion was seconded by Mr. Shelton and passed
unanimously.
• Mr. Vizzier reported on the public housing program. He indica-
ted that the Project Planner from the Regional Office has approved
three sites for public housing - one (site G) is different from
those approved by the Housing Authority. Mr. Gould asked Mr.
Vizzier to explain which sites have been discussed and which
have been approved. Mr. Vizzier indicated that five sites had
been selected before members of the Housing Authority attended
the Pre -Development Conference in Fort Worth. After considering
what had been learned at the Pre -Development Conference, selec-
tion was made of three preferred sites and three alternate sites.
Of the three preferred sites, two were approved by the planner.
He suggested that still another site be considered for the
elderly housing. Mr. Fox asked if site G had been approved,
and Mr. Vizzier answered that it had not.
Mr. Kincaid suggested that maps of the approved sites be mailed
to the members of the Housing Authority. Mr. Vizzier indicated
that minutes of past meetings reflect the modifications to site
selections.
Mr. Shelton moved that sites A, B and G be approved by the Housing
Authority. The motion was seconded by Mr. Gould and passed
unanimously.
Mr. Vizzier stated that Mr. Stewart, of the Land Section of the
• Housing Assistance Administration, would be in Fayetteville on

March 22 to inspect the sites and give. final approval. He .
suggested that the Housing Authority. contact an appraiser,
negotiator and abstractor .before Mr. Stewart arrived so that
he could talk to them while he was here.. After some discussion,
the Housing Authority.sugges.ted that Mr. Vizzier contact either
Mr. Utley or Mr. Shamblin about doing the appraisal work.
Mr. Vizzier then gave a report on the workshop on Housing
Authority accounting procedures which was held in Fayetteville
on March 10,

Mr. Gould moved that the bills be approved for payment.. The
motion was .seconded by Mr. Shelton and passed unanimously.
After a discussion of the hiring of a permanent director for the
Housing Authority, Mr. Baxter directed Mr. Vizzier to contact
Mr. Warren Cook, of Fort Worth, and invite him to come to
Fayetteville for an interview.
Mr. Gould moved that the meeting be adjourned, and Mr. Shelton
seconded the motion. The motion was passed unanimously, and the
Chairman declared the meeting adjourned.
