HOUSING AUTHORITY OF FAYETTEVILLE, ARKANSAS
A regular meeting of the Housing Authority of Fayetteville,
Arkansas, was held at 10:00 a.m., in the Directors' Room of
the City Administration Building, Fayetteville, Arkansas, on
January 18, 1967,
Members Present: L. L. Baxter, Ellis Shelton, J. W. Gould,
Hal Douglas and J. E. Pomfret.
Others Present: City Manager Gerald Fox, Ernest E. Jacks,
Warren Segraves and J. A. Vizzier.
The meeting was called to order by Chairman L. L. Baxter.
A report was made on the three preferred sites and three
alternate sites for public housing which have been selected by
the architects and the Director of the Housing Authority.
One site is for 120 elderly units and two sites are for regular
units of 40 each. The first site for regular housing is the
Lincoln School property which covers about six acres. The
second site for regular housing is four and one-half acres between
• Lewis, Mitchell and Stone Streets. The third site is for elderly
units and it is located on the old junior high school site,
plus one-half block west of the junior high site, one-half block
east of the junior high site, and one full block north of the
junior high site. This area is about eight acres.
The three alternate sites selected are: about four and one-half
acres bounded by Main, Lewis, Nettleship and Cross Streets for
regular housing; five acres at the intersection of Gregg and
Spruce Streets for regular housing; and about eight acres bounded
by Block, Stone, Rock and Locust Streets for elderly housing.
These sites will have to be submitted to the Public Housing
Administration along with utilities information, a map of public
facilities and other site data.

After the architects discussed the various sites with the Housing
Authority, a motion was made by J. E. Pomfret and seconded by
Ellis Shelton that the preferred sites and the three alternate
sites by approved and submitted to the Public Housing Adminis-
tration. The motion was passed unanimously.
J. A. Vizzier pointed out that the Public Housing Administra-
tion would allow payment for a director, clerical help, and

• and a bookkeeper at a maximum of $800 per month (or $4 per unit)
until the development program is completed. Hal Douglas made
a motion that the Housing Authority vote to retain J. A. Vizzier
for this work at this salary until notified otherwise. The
motion was seconded by J. E. Pomfret and was passed unanimously.
J. A. Vizzier explained that the urban renewal law has been
changed to allow credit for certain facilities such as city
halls, court houses and auditoriums. He suggested that the
application for the General Neighborhood Renewal Plan Funds
and the Survey and Planning Funds for the downtown urban renewal
project be changed to take advantage of these amendments in
the law. After some discussion, the boundaries of the General
Neighborhood Renewal Plan application were set as the railroad
spur on the west, approximately one-half block north of Dickson
Street on the north, approximately one-half block of Fletcher
Street on the east, and approximately one-half block south of
Seventh Street on the south. The area was changed from approxi-
mately 70 acres to almost 700 acres. Mr. Vizzier also suggested
that the boundaries of the urban renewal project be changed from
six blocks covering 15 acres to 16 blocks covering about 70
acres. The change in area also requires a change in the amount y_
of money to be applied for. The estimated cost of the General1.4,"� �8
Neighborhood Renewal Plan was changed from $55,836 to $94,815.
The application for Survey and Planning Funds was changed from
• $110,704 to $182,844.
Proposed credits for the local share of matching money in the
urban renewal project are a county courthouse and jail, a new
city hall, an auditorium, two parking garages, and a number of
minor improvements. A resolution was introduced making these
changes in the application for General Neighborhood Renewal
Plan Funds. Hal Douglas moved that the resolution be adopted
and J. E. Pomfret seconded the motion. The motion to adopt
Resolution 1-67 was passed unanimously.

A RESOLUTION AMENDING RESOLUTION N0, 9-66 OF SEPTEMBER 21, 1966,
CHANGING THE AREA TO BE INCLUDED IN THE GENERAL NEIGHBORHOOD
RENEWAL PLAN AND CHANGING THE ESTIMATED COST OF THE GENERAL
NEIGHBORHOOD RENEWAL PLAN.
WHEREAS, by Resolution No. 9-66, dated September 21, 1966,
the Commissioners of the Housing Authority of the City of
Fayetteville, Arkansas, approved the undertaking of a General
Neighborhood Renewal Plan and filing of an application for Fed-
eral advance of funds, specifying therein the estimated cost
of the plan and describing the area to be included in the General
Neighborhood Renewal Area, and

WHEREAS, prior to the filing of said application, Public
Law 89-754, The Demonstration Cities and Metropolitan Develop-
ment Act of 1966, was adopted and contains a number of signifi-
cant amendments to the basic urban renewal laws; and
WHEREAS, it is deemed to be advantageous to the City of
Fayetteville, Arkansas, to change the area and estimated cost
in the application for General Neighborhood Renewal Planning
Funds in order to benefit from the amendments adopted by
Public Law 89-754.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE
HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS:
SECTION 1. That the area described in Resolution No. 9-66,
of September 21, 1966, as the General Neighborhood Renewal Area,
be amended to read as follows:
Part of the West 1/2 of Section 22, part of the West
1/2 of Section 1S, part of the East 1/2 of Section 16
and part of the East 1/2 of Section 21, all being in
Township 16 North, Range 30 West, more particularly
described as follows, to -wit: Beginning at the SE

A RESOLUTION AMENDING RESOLUTION NO. 10-66 OF SEPTEMBER 21, 1966,
CHANGING THE PROPOSED URBAN RENEWAL AREA, AND CHANGING THE ESTIMA-
TED COST TO PREPARE SURVEYS AND PLANS FOR AN URBAN RENEWAL PROJECT.
WHEREAS, by Resolution No. 10-66 of September 21, 1966, the
Housing Authority of the City of Fayetteville, Arkansas, approved
the undertaking of surveys and plans for an urban renewal project
and the filing of an application for advance of Federal funds,
and
WHEREAS, prior to the filing of said application, Public
Law 89-754, The Demonstration Cities and Metropolitan Develop-
ment Act of 1966, was adopted, containing a number of significant
amendments to the basic urban renewal laws; and
WHEREAS, it is deemed to be advantageous to the City of
Fayetteville, Arkansas, to change the area and the estimated
cost of preparing said surveys and plans in order to benefit
from the amendments contained in Public Law 89-754.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE

SECTION 3. That all other provisions of Resolution No.
10-66 shall remain in full force and effect.
