A special meeting of the Housing Authority of Fayetteville,
Arkansas, was held at 1:00 p.m., Friday, December 16, in the
Directors' Room in the City Administration Building, Fayetteville,
Arkansas.
Members present: Hal Douglas, J. W. Gould, J. E. Pomfret and
Ellis Shelton.
Members absent: L. L. Baxter.
Others present: City Manager Gerald Fox, Hugh Kincaid, Ernest
E. Jacks, Warren D. Segraves and J. A. Vizzier.
The meeting was called to order by Ellis Shelton.
The minutes of the meeting of November 16, 1.966, were approved
as written and mailed to the members.
J. W. Gould moved that L. L. Baxter be.recommended`for reappoint-
ment to a five-year term on the Housing Authority-�to fill his
own vacancy. This reappointment4ds subject to;approval by the
. Board of Directors. Mr. Douglas seconded t'he;.motion;;'and it
was passed unanimously.
Hal Douglas moved to approve and authorize submission of the
expenses incurred prior to the signing of the preliminary loan
contract. J. W. Gould seconded the motion, and it was passed
unanimously. After some discussion the Housing Authority set
per diem expenses at $2S and mileage at 10 cents per mile.
The architect's contract was submitted for approval. It was a
standard contract developed by the Public Housing Administration.
J. W. Gould moved that the Chairman be authorized to sign this
contract, and J. E. Pomfret seconded the motion. It was passed
unanimously.
J. A. Vizzier reviewed the pre -development conference in Fort
Worth. He said that it will be about four months before the
development program is finished. Very few checks will be written
during this period. The Public Housing Administration approved
the suggestion that the City be allowed to handle the bookkeeping,
hire a temporary director, secure secretarial help and purchase
a minimum amount of equipment until after the development program
is finished. -)� They also indicated that they would prefer that
the attorney be employed on a case work basis rather than on 7
a retainer basis and that he be paid by the hour. A Fidelity
P
Bond for the signer and co-signer of checks is required, insurance
is required for Workman's Compensation, and vacant land liability
policies are required after the sites are acquired. (The Fidelity
Bond and the insurance are being handled through the Fayetteville
Exchange.) Auto insurance will be required later. A planner
will come to Fayetteville to check the sites, and following his
visit, a specialist in land acquisition will come to Fayettevile
to help work out the details for acquiring sites. Title work
and appraisals will be necessary. Community facilities should
be included in the budget for the elderly and for regular housing,
but it will be possible to delay construction of the community
facilities for regular housing until more units are approved.
The Public Housing Administration gave the Fayetteville Housing
Authority members materials such as newspaper and radio releases
and question and answer sheets which would be helpful in answering
questions of the public.
On a motion by J. E. Pomfret and seconded by Hal Douglas, the
meeting was adjourned.
