MINUTES OF SPECIAL MEETING OF THE
HOUSING AUTHORITY OF FAYETTEVILLE, ARKANSAS
A special meeting of the Housing Authority of Fayetteville, Arkansas, was
held at 10:00 a.m., Friday, June 24, 1966, in the Chamber of Commerce's
Decision Room in the City Administration Building, Fayetteville, Arkansas.
Members present: Bill Gould, Ellis Shelton, L. L. Baxter and Hal Douglas.
(Hal Douglas arrived later in the meeting.)
Members absent: J. E. Pomfret.
Others present: Architects Ernest Jacks and Warren Segraves; City
Manager Gerald Fox; Clifton Giles, George Wildgen; and
Planning Consultant J. A. Vizzier.
The meeting was called to order by Chairman L. L. Baxter. The Chairman
suggested the two local architects, Warren Segraves and Ernest Jacks, be
interviewed before the two gentlemen from Little Rock were heard.
Mr. Warren Segraves and Mr. Ernest Jacks appeared before the Housing
Authority. Mr. Segraves told the members of the Housing Authority that he
• and Ernest Jacks would like to associate and work on the public housing
project for Fayetteville. He admitted he was limited on knowledge of
paper work which would be involved on such a project. Mr. Segraves pointed
out that Ernest Jacks had had the experience and is familiar with the
paper work required by Federal projects.
Mr. Segraves stated that Alma had engaged him to do a public housing
project. He felt he would acquire some experience on this project which
would be helpful to Fayetteville's project. In reply to a Housing
Authority member's question, Mr. Segraves said the anticipated size of
Alma's project is 60'units. He said.he was pleased to do Alma's project
for the experience. He felt generally a small project would have problems
similar to a large project.
The Chairman asked if the two would be willing to associate with a firm
that has had more experience in public housing. Mr. Segraves said in his
opinion both he and Mr. Jacks were qualified to do all the work involved in
the program. If they were to associate with another firm he and Mr. Jacks
would do the "leg work" and be responsible for the construction of the
project while the other firm would do the designing. He felt a better job
could be done if he and Mr. Jacks were to do all the project. He pointed
out that both he and Mr. Jacks lived in Fayetteville for quite some time
and were familiar with the building problems of the area and the planning
programs.
After discussion the Chairman thanked Mr. Jacks and Mr. Segraves for their

The Chairman reported Mr. Clifton Giles and Mr. George Wildgen from Little
Rock would talk to the Housing Authority about urban renewal and its
problems.
Mr. J. A. Vizzier gave a brief history of Mr. Giles' and Mr. Wildgen's
duties in Little Rock. Mr. Giles in the director for Urban Renewal and
Mr. Wildgen is executive director of Urban Progress Association, Inc.
Mr. Vizzier said Mr. Giles had been shown some of Fayetteville's areas
which are desirable for urban renewal. He said he had hoped Mr. Giles
might find enough to interest him in coming to Fayetteville as a director
or to help Fayetteville find a director.
Mr. Clifton Giles spoke to the Housing Authority. He began by giving his
educational background and experience as a director. Ms. Giles said
Fayetteville had a great deal of potential. He stressed the importance of
a good director and of properly educating the people. Mr. Giles said
regardless of the qualifications of the director, the urban renewal program
will not succeed without the support of the leaders of the com++n ty and
the community.
Both Mr. Giles and Mr. Wildgen cited problems which had confronted Little
Rock. They related how the Urban Progress Association, Inc., a private
organization, had furthered the urban renewal cause.
. Before leaving Mr. Giles said he was very interested in Fayetteville's
program and would like to visit more with the City Manager before he left.
Mr. Wildgen invited the Housing Authority members to a luncheon to talk
about the businessmen's role in urban renewal.
The Chairman asked the Housing Authority members to remain.
Chairman Baxter inquired if the members were ready to make a choice of
architects so the architectural firm chosen could begin work on the public
housing project.
Hal Douglas moved that the Housing Authority engage an association of
Warren Segraves and Ernest Jacks to design Fayetteville's public housing
project. The motion was seconded by Bill Gould and passed unanimously.

Bill Could moved to adjourn. The motion was seconded by Hal Douglas and
passed unanimously. The Chairman declared the meeting adjourned.
