HomeMy WebLinkAbout1966-06-15 - Minutes - Archive10 r74 MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY OF FAYETTEVILLE) ARKANSAS A regular meeting of the Housing Authority of Fayetteville, Arkansas, was held at 2:30 p.m., Wednesday, June 15, 1966, in the Board of Directors' Room in the City Administration Building in Fayetteville, Arkansas. Members present: L. L. Baxter, Bill Gould, Hal Douglas, Ellis Shelton and J. E. Pomfret. (All members were present.) Others present: Planning Consultant J. A. Vizzier and City Manager Gerald Fox. The meeting was called to order by Chairman L. L. Baxter. The Chairman turned the meeting over to the Planning Consultant, Planning Consultant J. A. Vizzier said Mr. Clifton Giles would be in Fayetteville Friday, June 24. Mr. Giles will drive up Thursday night and will be here at the convenience of the Housing Authority. Mr. George Wildgen will come with him. Mr. Wildgen will talk to the committees of the Chamber of Commerce and will tell of Little Rock's experience with urban renewal. • Mr. Vizzier remarked that Clifton Giles would like to live in Fayetteville and felt he would be interested in Fayetteville's program. Question is whether or not Fayetteville could pay a salary comparable to Little Rock. 140 The members of the Housing Authority expressed their preference of a morning meeting on Friday, June 24. The meeting, therefore, was scheduled to be held at 10:00 a.m., Friday, June 24, Planning Consultant J. A. Vizzier submitted to the members a typewritten report on the steps to obtain low -rent housing. The Planning Consultant said Fayetteville has submitted its Workable Program and the Housing Authority has been established and organized. The Housing Authority now needs to enter into a Cooperation Agreement with the City of Fayetteville. Upon entering into a Cooperation Agreement with the City of Fayetteville, the Housing Authority will be ready to prepare and submit an application for a Program Reservation and Preliminary Loan for public housing. Mr. Vizzier said most of the steps had been completed so the Housing Authority was ready to select an architect so he could begin working on the development program. Mr. Vizzier pointed out that an architect familiar with low -rent public housing projects could save all concerned time and delay; however experience was not necessary. Members of the Housing Authority decided to interview Mr. Stanley Brown of Little Rock, Arkansas (main office is in Dallas, Texas) and Mr. E. E. Butler of Springfield, Missouri, at a special meeting on Wednesday, June 22. The local architects, Warren Segraves and Ernest Jacks, could be interviewed later. 1'0 June 15, 1966 Page 13 Mr. Vizzier briefly reviewed the progress made on the application he was preparing to fill out for low -rent housing. A typed sheet showing the income in 1959 of families in Fayetteville was given to each member. Mr. Vizzier said his information was obtained from the latest population census which was made in 1960. The income sheet and the application were discussed. The Housing Authority further discussed the special meetings which would be held next week. On Wednesday, June 22, at 10:00 a.m., they would interview the two out of town architects, Mr. Stanley Brown and Mr. E. E. Butler and would take the necessary action to enter into a Cooperation Agreement with the City of Fayetteville, Arkansas, and to file an Application for Public Housing. On Friday, June 24, at 10:00 a.m., they would interview the two local architects, Warren Segraves and Ernest Jacks, and listen to Clifton Giles, Director of Urban Renewal, and George Wildgen, Executive Director of the Urban Progress Association, Inc. Before the meeting adjourned, Mr. Vizzier said early in July an urban renewal project should be selected by the Housing Authority. Bill Gould moved to adjourn.
