HomeMy WebLinkAbout1975-02-03 MinutesMINUTES OF A MEETING OF THE FIREMEN'S PENSION AND RELIEF FUND February 3, 1975 The regular monthly meeting of the Firemen's Pension and Relief Board was held February 3, 1975 at 4:30 p.m. in the City Manager's Office. Present: Pat Tobin, Treasurer, Darlene Westbrook, Secretary; Charles McWhorter, Fire Chief; and Board Members Larry Poage, Donald Miller, Ronald McArthur, and N. D. McChristian. Absent: Donald'L. Grimes, Chairman In the absence of the Chairman, Fire Chief Charles McWhorter called the meeting to order and asked if there be any amendments to the minutes of the January 6, 1975 regular meeting and the minutes of the January 16, 1975 reconvened meeting. There being no amendments necessary, Larry Poage, seconded by Ronald McArthur, motioned that the minutes be approved as submitted. In voice vote of the Board, the motion passed unanimously. Larry Poage then motioned that the February pension list be approved and Donald Miller seconded the motion. The motion carried unanimously in voice vote of the Board. Chief McWhorter then presented a twenty-year certificate of service for part -paid fireman Paul Blackard which all members of the Board signed. Chief McWhorter reminded the members that firemenrd had voted in 1969 to accept three years of service that Mr. Blackard had accumulated in Mansfield, Arkansas and that the certificate would entitle Mr. Blackard to retire when he chose to do so. (NOTE: See attachment to these minutes) The resignation of William Gary Burson was announced by Chief McWhorter effective February 13, 1975. He stated that Mr Burson would like to withdraw his donations to the pension fund. Larry Poage :motioned that Mr. Burson's contributions be refunded and Ronald McArthur seconded the motion. In voice vote of the Board the motion passed unanimously. The Board then discussed the status of Captain Orville Stout..; Chief McWhorter announced that he had received a statement signed by Dr. Preston Hathcock that Mr. Stout was totally disabled for his present job. Mr. Stout had not formally decided to resign from the force and Chief McWhorter asked the Board if it would favor taking action to place Mr. Stout on disability. During discussion, Chief McWhorter stated that, since a doctor's statement had been received, the city would be assuming liability for Mr. Stout if he was allowed to remain on the force. Larry Poage motioned to place Mr. Stout on disability and felt the action would be in the best interest of the city and Mr. Stout. The Board members stated that they did not want to force Mr. Stout off of the • • • • Page 2 force and that any action they took should be to Mr. Stout's benefit. They also discussed the fact that, if Mr. Stout were retained on the force, his physical condition could hamper his performance on the job and would place liability upon the city. Chief McWhorter stated that Mr. Stout would be able to return to the force upon written statement from his doctor stating that he was physically capable.. ' t h.: c 1C y -'7e: to d .. There being no further business for the Board's consideration, Don Miller, seconded by N. D. McChristian, motioned that the meeting be adjourned.
