Minutes of lastmeeting read and approved. Present: Roy Nix acting for J.W.McGehee,Fire cheif Burl Skelton, Mbmbers Arthur Caselman,Ellis Poore,Bill Morris,Doyle Morrison, and chairman Mayor Roy A.Scott. Firemans Pension checks were ordered paid for the month of March by Bill Morris and Seconded by Ellis Poore. Under the order of business; Fire Cheif Burl Skelton made a report of one of his drivers namely (Lee Skelton) from an accident last year 1955. The Cheif thinks its quite3obvious working under his disabilty,hehas a reconized and responsible duty to perform,so under this report he recognizes his own re-sponsibility and asked: the Mayor aid each member of the Board to observe and investigate the situation,which would be presented at a later date for the possibility 6frphysical retirement of the Driver. No further business it was moved and seconed to adjurn,..., Attest ' FAYETTEVILLE FIRE DEPARTMENT MINUTES OF BUSINESS MEETING April 5, 1956 Meeting was called to order at 8 O'clock by Chief Burl Skelton. The roll call showed thirty-one (31) members present. The minutes of the March meetings were read and approved as read. The treasurers report showed expenses of 65.35 and receifts of 625.00 leaving a balance of 138.45 on hand. The Chief gave us a brief report of the introductory Trainang School just completed and stressed the value of these schools in maintaining the departments efficiency. There followed a discussion of Lee Skelton accident last year and its effect on his ability to fulfill all the duties of his work as a driver. • A motion was made by Bill Morris and seconded by Maurice Southern that the department go on record as feeling that Lee Skelton is entitled to be placed on pension under the terms and conditions of the Firemens Pension Laws.' The motion carried unanimously. Vote was by secret ballot. It was pointed out that the authority to grant the pension rests with the pension board. Fayetteville, Arkansas Re: Lee Skelton Dear Mr. Skelton: I have recently examined Mr. Lee Skelton, an employee of the City of Fayetteville Fire Department and find that as the result 'of the injury which he sustained in an accident while on duty April 24, 1955 that he has resulting disability of 25 percent to the right lower extremity. The amount of dis- ability prevents him from adequately performing his duties as an able bodied fireman should do. He cannot climb ladders, climb stairs or do other duties assigned to him with the co-ordination an agility demanded of one in his type of work. Scott, a meeting of the Board of Trustees of the Fireman's Relief & Pension Fund was held in the office of the President, Mayor Roy A. Scott, Tuesday, April 17, 1956, for the purpose of considering the retirement of Captain Lee Skelton of the Fayetteville Fire Department for a service connected physical disability. Fire Chief Burl Skelton presented the reports of Preston L. Hathcock, M.D., Coy C. Kaylor, M.D., and record of the minutes of the business meeting of the Fayetteville Fire Department dated April 5, 1956, which were read in full and duly filed. A motion was made by Ellis Poore, seconded by Arthur Caselman, that said instruments be received and spread upon the record. The motion carried unanimously and said instruments are set forth herein in words and figures as follows: "I saw Mr. Lee Skelton of Fayetteville, Arkansas, on 4-11-56. That driver and/or Captain Lee Skelton of the Fayetteville Fire Department be retired for service connected physical disability in accordance with Arkansas Act 76 of 1955, and that he be paid a monthly pension of $129.77 per month, • • • -3- retroactive as of April 8, 1956, the said sum of $129.77 being determined and computed as follows, to -wit: $115.00 - one-half base salary 2.46 - one-half telephone bill '17.50 - one-half uniform allowance 4. 81 - one-half of 13 holidays (Ark. Presents Chairman, Mayor Roy A. Scott, Secretary, Albert J. Jones, Fire Chief Burl Skelton, and Board Members, Doyle Morrison, Bill Morris, and Ellis Poore. Absent: Arthur Caselman. Minutes of the June 4, 1956 meeting were read and approved. Bill Morris, moved to approve the payment of pension checks for the month of June. Motion was seconded by Ellis Poore, and passed unamiously. • Under the order of new business: Fire Chief Burl Skelton, requested the Secretary to furnish the Board at the next meeting, a list of the U. S. Government Bonds owned by the Fund, and a list of the beneficiaries of the Fund. A brief discussion of the procedure now being followed in the payment of pensions was held, and it was decided to change the present method so as to more clearly conform to the State Statutes governing disbursal of funds. There being no further business, Fire Chief Burl Skelton moved to adjourn. Motion was seconded by Bill Morris,and the Chairman declared the meeting adjourned. Scott, Cha an • - 100- FIREMEN'S 00- FIREMEN'S RELIEF AND PENSION FUND BOARD OF TRUSTEES The regular meeting of the Board of Trustees of the Firemen's Relief and Pension Fund was held in the Mayor's Office, Monday August 6, 1956. Present: Chairman, Mayor Roy A. Scott, Secretary, Albert J. Jones, Treasurer, Roy Nix, Fire Chief Burl Skelton, and Board Members: Doyle Morrison, Ellis Poore, Bill Morris, and Arthur Caselman. Minutes of the July 9, 1956 meeting were read and approved. Fire Chief Burl Skelton moved that the Board commend the Secretary for the financial report he had prepared for the Board Members. The motion was seconded by Doyle Morrison and passed unanimously. Mayor Roy A. Scott then presented the letter he had from Doctor Stoker stating that Fireman John E. Lewis would be sufficiently recovered to resume his duties August 7, 1956. The letter was referred to the Secretary to be filed in Fireman Lewis's personnel folder. Treasurer, Roy Nix presented to the meeting the authorization form to pay the July pensions and to purchase $2000.00 in U. S. Government Series "K" Bonds. Bill Morris moved that the disbursements be allowed. The motion was seconded by Arthur Caselman and upon roll call by the Secretary the following vote was recorded: "Yeas", Morrison, Poore, Morris, Caselman, and Skelton. "Nays", none. Whereupon the Chairman declared the motion passed as there were five !'Yeas" and no "Nays." Mayor Roy A. Scott requested Fire Chief Burl Skelton to file a claim with the City for the use of his private car during the period the City owned vehicle was being repaired. Chief Skelton declined stating that he had received his gas, le, and a grease job at the City Shop during the time he had used his automobile. The Secretary then outlined to the meeting whereby it would be to the Firemen's Relief and Pension Fund's Advantage if $500.00 was placed in a savings account. Chief Skelton moved that $500.00 be placed in a savings account in the First National. Bank. The motion was seconded by Ellis Poore and passed unanimously. There being no further business, Fire Chief Burl Skelton moved to ad- journ. Motion was seconded by Ellis Poore and the Chairman declared the meeting adjourned. Chief Skelton reported that at the recent convention , the Firemen went on record as favoring the passage of the proposed Constitutional Amendment Number 44. Whereupon the motion was declared passed by the Chairman as there were four "Ayes" and no "Nays".
