• THE FIREMEN'S RELIEF & PENSION FUND
BOARD OF TRUSTEES
The regular meeting of the Board of Trustees of the Firemen's Relief & Pension
Fund of Fayetteville, Arkansas, was held in the City Clerk's Office on Tuesday,
September 8, 1959, at 4:45 P. M.
Present: Fire Chief Burl Skelton, Secretary George J. Davis, and Board Members:
Doyle Morrison, Ellis Poore, Arthur Caselman, and Bill Morris.
Absent: Chairman Mayor J. Austin Parish, and Treasurer Roy Nix.
In the absence of Mayor Parish, Fire Chief Burl Skelton acted as Chairman.
The minutes of the regular meeting on Monday, August 3, 1959, were read and
approved.
The Secretary presented the authorization form to pay the August pensions.
Mr. Morris moved that the disbursements be allowed. The motion was seconded-7by-
Mr. Poore and upon roll call the following vote was recorded: "Aye" Skelton,
Morrison, Poore, Caselman, and Morris. "Nay" None. There being five "Ayes" and
no "Nays", the acting Chairman declared the motion passed.
The Secretary presented the application for a pension of Mr. Frank M. Brown,
Fireman Retired, together with supporting evidence of his reti

Five 035.00) Dollars each month out of the Firemen s Relief & Pension Fund.
The motion was seconded by Mr. Morris and upon roll call the following vote was
• recorded: "Aye" Skelton, Morrison, Poore, Caselman, and Morris. "Nay" None.
There being five "Ayes" and No "Nays", the acting Chairman declared the motion
passed.
Mr. Morrison moved to authorize the Secretary to present a certified letter to
the Mayor and City Council requesting the appropriation of z mill tax levy as was
allowed in the 1959 budget.
The motion was seconded by Mt;cPoore and passed unanimously.
Mr. Skelton reported on an opinion from the City Attorney which Mr. Morrison
moved be inserted in the minutes.
The motion was seconded by Mr. Morris and passed unanimously.
The repottn reads as follows:
City Attorney A. D. McAllister Jr., requested that I (Burl Skelton) report to the
Board of Trustees of the Firemen's Relief & Pension Fund of Fayetteville, Arkansas,
that he was unable to give a written opinion on the Board's request as to whether
we could legally build a surplus fund with money to be accumulated from tax millage
stating that the issue might involve most all city employees and he didn't wish
to give a written opinion which might be wrong.
He also indicated that he might contact the Attorney General's Office Bor an
opinion but instructed that we go ahead as we had in the past as our request was so
near to our liabilities that he didn't think thetsmall amount we had left over
would make any difference afte$ it had been made a part of the Pension Fund and used
according to the law -as has been done in the past.

The Secretary reported that there was a little over $700.00 accumulated in the
treasury of interest on investments and Firemen's contributions.
Mr. Morris moved that the Secretary be and he is hereby authorised to invest $700.00
in First Federal Savings & Loan Stock.
The motion was seconded by Mr. Caselman and upon roll call the following vote was
recorded: "Aye" Skelton, Morison, Poore, Caselman, and Morris. "Nay" None
There being five "Ayes" and o "Nays", the acting Chairman declared the motion
passed.
There being no further business, Mr. Morris moved to adjourn. The motion was
seconded by Mr. Caselman and passed unanimously, whereupon the Acting Chairman
declared the meeting adjourned.
