HomeMy WebLinkAbout1992-03-04 - Minutes• M!CROFILMEb MINUTES OF THE MEETING OF THE BOARD OF CONSTRUCTION APPEALS A meeting of the 1992 at the City AR. MEMBERS PRESENT: Sherman. Board of Construction Appeals was held on March 4, Administration Building, Room 111, Fayetteville, Tommie Perkins, Neal Albright, and Fred OTHERS PRESENT: Odell Graves, Jerry Allred, and Richard Vatdboth, representing G & W Construction; Chief Mickey Jackson, from the fire department; Freeman Wood, inspection superintendent; Alett Little, Planning Management Director; and Rosilee Mugley, senior inspection clerk. The meeting was called to order at 4:08 p.m. by Tommie Perkins. G & W Construction plan to build a motel of three buildings consisting of twenty-four units. The variance request was for an individual attic wall separation to be modified; which the contractor feels is not compatible with their type of structure. The contractor feels that a one-hour fire wall from slab to ceiling and 3000 sq. ft attic fire wall would be sufficient. Freeman Wood explained the code and agreed that the contractor should be granted some variance but not all of what they are asking for. Tommie asked if the code called for this to be to the roof line between each and every unit. Freeman said it did. Along in line with ten separation walls. Each unit will be a tenant space. Tommie stated that would be a lot of fire walls. Freeman responded that it would be for that size building and I can understand why they don't want to put all the draft stops in. My suggestion is that we require them to go all the way across every set of units or every other set of units which would be every 12 to 24 feet apart. • Mickey stated there were three types of partitions and what is mainly being discussed here is the draftstopping partition. Most • • draftstops are rated but even if they are not rated, the draftstops are a very valuable help to the firemen in a fire. Mickey stated he agreed with Freeman in this particular proposal because of the uniqueness of the building and how small the units are, a draftstop in the attic will probably not be needed between every unit, it might cause more problems than it could solve. Odell stated they have a two hour separation between the living quarters and the rooms in the back. The plans were brought out and discussion followed on ways to place draftstops they would be beneficial to both the contractor and still be in code. Neal Albright made the motion that three fire walls be placed in building one; two firewalls in building two; and one fire wall in building three. Fred Sherman seconded the motion. Tommie called for a vote and the variance with the stipulation stated above passed unanimously. MN% F 7-"17 (PC'6115 5. In concealed spaces created by an assembly of floor Joists, firestop- ping shall be provided for the full depth of the joists at the ends and over the supports. Except as provided in subsection 4, firestopping shall consist of two (2) inch nominal lumber, or two (2) thicknesses of one (1) inch nominal lumber with broken lap Joints, or one (1) thickness of three-fourths (3/) inch plywood, with joints backed by three-fourths (34) inch plywood,or other approved materials. 1703.2—DRAFTSTOPPI NG Draftstopping shall be provided in wood frame construction in the fol- lowing locations: (a) Floor -Ceiling Assemblies 1. Single Family Dwellings. In floor -ceiling assemblies separating use- able spaces into two or more approximate areas with no area greater than 500 sq. ft. Draftstopping shall be provided parallel to the main framing members. 2. Multi -Family (two or more) Dwellings, Motels, Hotels. In the floor -ceiling assemblies above and in line with the tenant separation, when tenant separation walls do not extend to the floor sheathing above. 3. Other Buildings. In floor -ceiling assemblies so that horizontal areas do not exceed 1000 sq. ft. (b) Attics 1. Single Family Dwellings. None required. 2. Multi -Family (two or more) Dwellings, Motels, Hotels. In the attic, mansard, overhang, or other concealed roof space above and in line with the tenant separation when tenant separation walls do not extend to the roof sheathing above. Exception (i)—Where corridor walls provide a tenant separation, draft - stopping shall only be required above one of the corridor walls. Exception (ii)—Where flat roofs with solid joist construction are used, draftstopping over tenant separation walls is not required. Exception (iii)—Where approved sprinklers are provided, draftstopping shall be required for over 9000 square feet. 17-8 3. Other Buildings. In attic spaces so that horizontal areas do not exceed 3000 sq. ft. Exception (i)—Where flat roofs with solid Joist construction are used draftstopping over tenant separation walls is not required. Exception (ii)—Where approved sprinklers are provided, the area may be tripled. Ventilation of concealed roof spaces shall be maintained in accordance with Section 1707.8. Draftstopping materials shall be not less than one-half (h) inch plywood or other approved materials adequately supported. The integrity of all draftstops shall be maintained. 1703.3—FIRE RESISTANCE RATINGS When fire resistance ratings are specified by this Code, it shall be pro- vided in conformance with the requirements of Chapter X, and Appendix B, Fire Resistance Ratings. 1703.4—FIRE CUTS Where Joists, beams, or girders enter and teminate in a masonry wall, they shall be provided with a fire cut of three (3) inches or provided with wall plate boxes of self -releasing type or approved hangers, and if located in a required fire resistive wall shall be separated from the opposite side of the wall by at least four (4) inches of solid masonry.
