HomeMy WebLinkAbout1983-02-08 - Minutesi i MICROFILMED MINUTES OF MEETING OF BUILDING CONSTRUCTION BOARD OF ADJUSTMENTS AND APPEALS February 8, 1983 A meeting of Building Board of Adjustments and Appeals was held at the Southside Building at 21 West Mountain, Fayette- ville, Arkansas on February 8, 1983. Members present: Dale Cress, Tommi Ackley, and Neal Albright. Others present: Don Hunnicutt, Gregg Spencer, and Roy Clinton. Meeting was called to order by Chairman Neal Albright at 4:12 p.m. Albright read the first variance request submitted by Superior - Federal Savings of Fayetteville, Arkansas, for their newly leased location at Westgate Shopping Center on Sixth Street (Hiway 62 West). The requested variance is for permission to build a frame building in an area designated for masonery construction. This is in a fire zone area. Gregg Spencer explained that the building was already designed and everything ready to go if the variance is approved. He said the building would be set apart from the other buildings in the shopping center and would be located on the southwest corner of the parking lot. The building is designed for drive - around facilities. The size of the property is 71' x 89'. Spencer then showed the architect's sketch and the signed lease which contains a statement the Superior Federal cannot build any closer to the other structures. He also explained that they have an option to build another structure which would replace the building they are asking the variance for. Wood explained the requested variance is for a building that is designed to be portable and set on a spread footing. This building could eventually be moved if Superior Federal decided to build the other building. Albright asked Wood if the Fire Dept. had any problems with this building. 411 Wood said he had not talked to them about this particular • • • { Page 2 structure, but it would have 30' open space around the struc- ture, so the Fire Dept. would have access to the building. Cress moved to grant the variance. Ackley asked if they could build onto this building. Wood said they could not build onto the frame building. Cress “ked about moving this building to another location Wood said a Moving Permit would be required and if they wanted to locate the building in another fire zone the Board would have to grant them a variance to move to a fire zone. Albright asked if anyone wanted to second the motion. Ackley seconded the motion to grant the variance. Albright called for any discussion; then called for the vote. The vote was unanimious in favor of granting the variance. Albright then read the request for the second variance being submitted to the Board. The Clip Joint requests a ceiling height of 6'11" in part of their leased space at 21 West Mountain, instead of the 7'6" required by the Building Code. The reason for the request is because the existing structural' wood framing of the mezzanine and roof structure does not allow space above the celing for duct work and light fixtures. Don Hunnicutt, representing the contractor, explained that the variance request was for a leased space at 21 West Mountain. This space is located at the southwest corner on the street level floor. This space is where Penney's Shoe Department was located on the street level and where Penney's Gift Wrap- ping and Office area was on the mezzanine. Using the existing mezzanine and roof structures, those areaswould have to have 6'11" ceilings to cover the duct work and lights. They cannot run all this above unless parts of it were exposed. Parts of the Clrip Joint will have a vaulted tin ceiling. Hunnicutt then showed the mechancial plans. Roy Clinton, manger of the Southside Building, said there would be 280" under the mezzanine, containing the supply shop, laundry room, hair dryer areas and the stylist stations. Up - Stairs on the mezzanine area would be the 10 manicure stations and the office. Most of the things that would be happening in these two areas would involve the customer in a sitting position. He also stated the Clip Joint would be spending $60,000 on their shop. Hunnicutt said part of the rooms could have furred ceilings, but it would look better for those areas to all have the • Page 3 same ceiling height. Ackley asked what the required ceiling height should be and what is a furred ceiling. Wood explained that a furred ceiling is a dropped ceiling and the required height is set at 7'6", also that it would weaken the structure to cut into the existing structure. Clinton said there would be a sweeping stairway with a bal- cony overhang. Ackley asked why the required ceiling height is set at 7'6". Wood said because of light, ventilation and health. Ackley asked about noxious oders from the beauty shop. Clinton said the Clip Joint would be on their own ventilation system. They would be completely separate from the rest of the building. They would have a 2 ton unit for balcony and a 7; ton unit for the balance of the;!area. Clinton mentioned the building was build in 1882-83. Workers 20 had found tin cans from several local canning factories from the Fayetteville and Prairie Grove areas in between the floor ,joist. Albright asked the Board if they wanted to go down and look at theiarea;:the:Clip Joint:had'Nleased. Downstairs, Clinton and Hunnicutt explained the layout. Showed the existing dropped vent that had run through Penney's Shoe Dept. and said the ceiling height requested in the variance would be a couple of inches higher than what that vent is now. Ackley asked what were the reasons the Board may grant a variance. Wood said they can grant a variance because the regulations cause a hardship. Clinton said they were improving existing conditions. Cress asked Wood if he had any problems with this variance request. Wood said no. After the Board resumed the meeting in Southside's Manager's Office, Albright asked if anyone wanted to make a motion.
