OF THE CIVIL SERVICE COMMISSION
5/1/06
A meeting of the Civil Service Commission was held on May 1, 2006 at 8:30 AM in
Room 111 of the City Administration Building at 113 W Mountain St., Fayetteville, AR.
Present: Commissioners Adelman, Bittle, Brown, Coppinger, Ferguson and Hart
Absent Commissioner Augustine
The purpose of the meeting was to Elect a Chairman, Vice- Chairman and Secretary for
the coming year and to review a request from the Fire Chief to interpret section 2:07 of
the Civil Service Rules and Regulations.
The first order of business was to elect a Chairman, Vice -Chairman and Secretary as
required by the Arkansas State Code. Commissioner Bittle made a motion to elect Stan
Adelman as Chairman. Commissioner Adelman respectfully declined the position.
Commissioner Hart made a motion to re-elect Commissioner Coppinger as Chair and
Commissioner Adelman as Vice -chair. Bittle seconded and the motion carried.
Commissioner Adelman nominated Commissioner Hart for the position of Secretary.
Commissioner Ferguson seconded and•the motion passed.
The final order of business was to review a request from the Fire Chief to interpret
Section 2:07 of the Civil Service Rules and Regulations. Section 2:07 reads:
When a position becomes vacant and subject to being filled by promotion, the head of
the respective Department shall select for appointment on of the three persons ranked
highest on the promotional eligibility list for such rank of service. If such member of the
Department fails to accept such appointment within ten (10) calendar days, the Chief
may choose from the three highest names remaining on the promotional eligibility list.
The Fire Chief asked the Commission to provide guidance as to whether an individual
who fails to accept the appointment remains on the eligibility list.
After some discussion, Commissioner Adelman made a motion to provide the following
guidance:
The regulation as written does not require the Chief to remove the candidate
from the promotional list for future consideration.
Commissioner Brown seconded the motion and the motion carried with a request to
review this section during the Rules and Regulations meeting in October 2006.
Commissioner Bittle made a motion to adjourn the meeting and Commissioner Adelman
seconded.
