OF THE CIVIL SERVICE COMMISSION
October 27, 2004
A meeting of the Civil Service Commission was held on October 27 at 9:OOAM in Room 326
of the City Administration Building at 113 W Mountain St., Fayetteville, AR to finalize the
changes to the Rules and Regulations of the Civil Service Commission.
PRESENT: Commissioners Bittle, Adelman, Coppinger, Brown and Ledford
ABSENT* Commissioners Augustine and Tune
The session was called to order by Commission Chairman Bittle
The Commission then entered into discussion regarding the proposed changes to the Rules
and Regulations.
Chairman Bittle proposed that we review the Human Resources request to change all
references to Personnel office to read Human Resources Department. Commissioner
Coppinger made a motion to approve the request. Commissioner Adelman seconded and
the changes passed.
Section 1:01 — subsection G:
The fire department requested that changes be made to add the requirement of the EMT
certification as a prerequisite to application for employment with the fire department.
Commissioner Coppinger made a motion to approve. Commissioner Brown seconded and
the motion carried.
Section 1:03:
Human Resources submitted a request to amend section C and delete section D. Section C
should read "A physical fitness assessment established by the department prior to the
interview portion of the testing process." Commissioner Coppinger made a motion to make
the changes as requested. Commissioner Adelman seconded and the motion carried.
Section 1 06:
Commissioner Brown made a motion to strike the wording "request the Civil Service
Commission" from the last sentence of this section. This will amend the section to allow the
department chief to remove an individual from the certification list subject to the provisions
listed. Commissioner Coppinger seconded and the motion carried.
Section 1 07:
Commissioner Adelman made a motion to approve the request to add "Police Candidates
Only" to section D. Commissioner Coppinger seconded and the motion carried.
Human Resources requested that current section E was deleted and F be amended to
remove the language "A physical exam including" Deleting section e would necessitate
changing the lettering to the following sections. Commissioner Coppinger made a motion to
approve the changes, Commissioner Ledford seconded and the motion carried.
Section 1:08:
The police department made a request to change the wording regarding the probationary
period for new officers. Commissioner Ledford made a motion to table this issue until the
City Attorney could research the matter further. Commissioner Adelman seconded and the
motion carried.
Section 2:01
Fire Department - The Fire Chief requested that a new rank be approved by the Civil Service
Commission. This rank would be called Division Commander and would supervise the
Battalion Chiefs. Commissioner Ledford made a motion to approve as requested and worded
in the Fire Department memo. Commissioner Coppinger seconded and the motion carried.
Human Resources requested that the second paragraph in section 2:01 be deleted as it was
no longer relevant. Commissioner Adelman made the motion to approve the request.
Commissioner Brown seconded and the motion carried.
Section 2:02 (d) -
Police Department — The Police Department requested that the Commission amend this
section to read "Only Captains shall be eligible for examination for advancement to Deputy
Police Chief' Commissioner Ledford made a motion to approve the request. Commissioner
Coppinger seconded the motion. Commissioner Adelman requested that once a few years
passed, we correct the time requirement in rank to make this consistent with the lower ranks.
The motion carried.
Section 2:05 (a):
A request was made by HR to eliminate the sentence "in addition, the reviewing officers shall
in writing provide the Commission with a consensus summary of the strengths and
weaknesses of each applicant" Commissioner Coppinger made a motion to approve and
Commissioner Ledford seconded. The motion carried.
Section 3:02:
A request was made by HR to change the wording of this section to allow the necessity of
examination dates to be determined by the department chief Commissioner Brown made a
motion to approve and it was seconded by Commissioner Adelman. The motion carried.
Section 3:04
The police department made a request to amend this section by adding a final sentence as
follows: "If an applicant is on a current civil service certification list he/she is not eligible to
take the entry level examination, unless that applicant's certification expires within 30 days of
the written test date." Commissioner Ledford made a motion to approve and Commissioner
Brown seconded. The motion carried
Section 5:01:
HR made a request to eliminate the word "his" from section e and add a section s that reads
"Use position with the department or departmental resources to endorse a product or service
without prior approval of the Department Chief:"
Commissioner Ledford made a motion to approve the request and it was seconded by
Commissioner Adelman. The motion carried.
Section 5:05 and 5:07:
HR requested that "The Commission shall have 15 calendar days to respond to any request
for a hearing" be added to 5:05 and 5:07 be changed to 10 calendar days instead of 15.
Commissioner Coppinger made the motion to approve. Commissioner Ledford seconded and
the motion carried.
Section 6:02:
HR requested that the language "for reasons other than medical leave" be removed from the
first sentence Commissioner Brown made a motion to approve. Commissioner Coppinger
seconded and the motion carried.
Commissioner Ledford made a motion to adjourn, seconded by Commissioner Brown and the
motion carried.
