OF THE CIVIL SERVICE COMMISSION
JULY 8, 2002
A meeting of the Civil Service Commission was held on July 8, 2002 at 9:00 AM
in Room 111 of the City Administration Building at 113 W Mountain St.,
Fayetteville, AR.
PRESENT: Commissioners Tune, Ledford, Middleton, Bittle, Coppinger
ABSENT. Commissioner Augustine
The purpose of the meeting was to consider requests for waivers submitted to
the Commission in relation to the promotional tests for the Police Department
scheduled in August 2002.
A request to waive Rule 2.02 g for the Assistant Chief of Police test was
submitted by Chief Rick Hoyt. Commissioner Bittle made a motion to approve
the request and Commissioner Coppinger seconded the motion The motion was
unanimously approved.
Chief Hoyt addressed the Commission and explained that the testing and
evaluation process for the Assistant Chief and Captain candidates would be
exactly the same, but that we would request the Commission to certify two
separate lists from this one exam process.
The Commission considered requests for waiver from four employees. Copies of
these requests are attached The results of the Commission's votes are
summarized below.
Request from Cpl. Preston Oswalt — Commissioner Tune made a motion to
approve the request and Commissioner Ledford seconded the motion The
motion was unanimously approved.
Request from Lt. Kenneth Yates — Commissioner Bittle made a motion to
approve the request and Commissioner Ledford seconded the motion. The
motion was unanimously approved.
Request from Sgt. Matt Partain — Commissioner Tune made a motion to approve
the request and Commissioner Bittle seconded the motion The motion was
unanimously approved.
Request from Officer Jason Eddie — Commissioner Middleton made a motion to
deny the request and Commissioner Ledford seconded the motion. The motion
to deny the request was unanimously approved.
Commissioner Tune made a motion for the Chiefs of both the Police and Fire
Departments to review the current Civil Service Rules & Regulations and prepare
any changes or additions they would like the Commission to consider at its
annual Rules & Regulations meeting. Commissioner Middleton seconded the
motion. The Commission requested that Michele Bechhold of the Human
Resources Division set up a meeting in September or October to review these
submissions.
Commissioner Middleton adjourned the meeting.
