A meeting of the Fayetteville City Council was held on November 28, 2006 at 4:30 PM in
Room 326 of the City Administration Building located at 113 West Mountain Street,
Fayetteville, Arkansas.
Vice Mayor Jordan called the meeting to order.

UNFINISHED BUSINESS:
RJN Group, Inc: A resolution approving Contract Amendment #4 to the agreement for
Professional Engineering Services with RJN Group, Inc. in the amount of $953,049.00 to
provide design and construction phase services pertaining to technical design, engineering, Corps
of Engineers and stormwater permit issues for the West Side and Farmington area Wastewater
System Improvements Project (subprojects WL -10, WL -ll and WL -12); and approving a
contingency in the amount of $40,000.00. This item was tabled at the November 21, 2006 City
Council Meeting.
Alderman Cook: I appreciate you considering this today. The main component of this is the 15
year agreement with Farmington. The City of Farmington approved these two items last night.
This is a timely agreement.
David Jurgens, Water and Wastewater Director gave a brief description of the contracts. He
stated they appreciate Farmington's effort trying to get this done and signed as quickly as they
did.

Alderman Reynolds: Has this been through our City Attorney and approved by him?
City Attorney Kit Williams: Yes, I looked at this before we sent it to Farmington. This is only
a payment contract. It says they will pay $480,000 and we will pay $615,000. I am glad to see
this because this will get the project under way.
Alderman Cook moved to approve the resolution. Alderman Reynolds seconded the
motion. Upon roll call the resolution passed unanimously.
Resolution 199-06 as Recorded in the Office of the City Clerk.
Robinson, Stafford and Rude, Inc: A resolution approving a contract for Professional
Engineering Services with Robinson, Stafford and Rude, Inc. (RSR) in the amount of $39,844.00
(to be wholly reimbursed by the City of Farmington) to provide value engineering services for
the Farmington and West Fayetteville Area Wastewater System Improvement Project
engineering design. This item was tabled at the November 21, 2006 City Council Meeting.
Alderman Cook moved to approve the resolution. Alderman Reynolds seconded the
motion. Upon roll call the resolution passed unanimously.

NEW BUSINESS: %
Fayetteville/Farmington Inter -Local Agreement: A resolution approving an Inter -Local
Agreement between the City of Fayetteville, Arkansas and the City of Farmington, Arkansas to
establish terms of payment for Wastewater Engineering Services related to the Wastewater
System Improvement Project in the West Fayetteville — Farmington area.
Alderman Cook moved to approve the resolution. Alderman Reynolds seconded the
motion. Upon roll call the resolution passed unanimously.
