School Street Improvements City Council Agenda Item Page t of To: Mayor and City Council From: Gary Dumas Date: July 2, 2004 Subject: Resolution Approving Improvement Schedule for Archibald Yell/School Intersection, School/Mountain Intersection and School Street Improvement and Budget Adjustment Recommendation : Staff recommends approval of the attached resolution regarding the schedule of improvements and budget adjustment for the Archibald Yell/School Intersection, School/Mountain Intersection and School Strut Improvements. Background: The community has invested over $23,000,000 in the creation of a new icon representing Fayetteville, the Blair Library, Fayetteville Public Library. Discussions prior to 2002 concerning the library's cost and budget revealed that some off-site improvements were to be undertaken and funded by Departments other than the Library. In June 2002, the Council's Street Committee gave their unanimous endorsement to the need for an analysis of the School Street/Archibald Yell Blvd. intersection and recommended that the Mayor authorize the activity at a cost of $ 13,600 through contract with Garver Engineers. The purpose of the study was an evaluation of alternative improved layouts of the intersection. Subsequently in the fall of 2003 the City Council included in the 2004 Capital Improvement Program the School and Archibald Yell Intersection Improvement at a Project cost of $ 100,000. Early this year the City's Engineering Division finalized plans for this intersection improvement and forwarded them o the Arkansas Highway and Transportation Department. That approval was received April 13, 2004. In order to accomplish the basic improvement within the budget the city's Transportation Division scheduled the project within their work program and within the time constraints of the Water and Sewer Division improvements in the area and the construction schedule of the various Library contractors. Intersection improvements are scheduled to be complete by the end of July. Somewhat coincident and overlapping the Library construction, the Dickson Street Improvement Project, and the Library opening, the Dover/Kohl Downtown Plan occurred. It enumerated many ideas for consideration and refinement. One of those involved the School/Archibald Yell intersection and a reconfiguration of Archibald Yell Blvd. These two potential improvements are very substantial and will require years if not decades to gain approval, design, fund and build. The purpose of the immediate project is to complete the entry to the new library in a contextual manner that ties three special places together, the new Library, Dickson Street and the Square. Discussion : In order to take advantage of and to begin a process which will showcase the community's investments made in the new Library and in the Dickson Street enhancements, improvements beyond the basic intersection design are necessary. These additional improvements include the use of material and lighting consistent with the Library and Dickson Street and the creation of a linkage or pathway between these destinations and the Square. School Street Improvements City Council Agenda Item Page 2 of 6 appropriate signage, lighting, and intersection enhancements that will continue the theme created by Dickson Street. Please refer to the attached slides for the options available to create this contextual linkage. The street lights should be purchased from the manufacturer of the Dickson St. lights. There are two different light standards, the shorter street lights and the taller intersection lights. A bid waiver for these manufacturers will be forwarded to city council at a later date. The recommended improvement options: • Complete enhancements at School and Archibald Yell $ 19,000 • Improve School and Mountain With asphalt intersection and brick crosswalks with pedestrian bump outs $ 35,530 • School and Mountain traffic control (4-way stop) $ 0 • Complete repair and overlay of School $ 32,089 • Purchase and install street lights along School $165,953 Budget Impact: Funding for the project will be derived from the existing School/Archibald Yell CIP ($100,000), programmed School St. overlay ($34,778), and the remainder from unencumbered funds from Old Missouri Road Improvements - Rolling Hills to Old Wire and the portion from Mud Creek to Joyce Boulevard.
