Final Agenda For City Council Meeting October 7, 2003 A meeting of the Fayetteville City Council will be held on October 7, 2003 at 6:00 p.m. in Room 219 of the City Administration Building located at 113 West Mountain Street, Fayetteville, Arkansas. A. CONSENT: 1 . Approval Of The Minutes: Approval of the September 2, 2003 meeting minutes. 2. Crossland Contractors Bid 03-31 : A resolution awarding a construction contract in the amount of $693,662.00 to Crossland Heavy Contractors, Inc. for Gregg Avenue waterline improvements — Phase 1; approving a project contingency in the amount of $80,000.00; and approving a budget adjustment in the amount of $53,394.00 for same. 3. RJN Amendment #2, Wastewater Collection : A resolution approving contract amendment #2 in the amount of $36,780.00 with RJN Group, Inc. to update the Wastewater Collection System Model; and approving a contingency in the amount of $3,220.00 for same. 4. Zion Vantage Apartments Money in lieu of Land for Park Land Dedication: A resolution accepting the Parks and Recreation Advisory Board's recommendation to accept $ 108,468.00 cash in lieu of the required park land dedication for Zion Vantage Apartments. 5. Lazenby Apartments Money in lieu of land for Park Land Dedication: A resolution accepting the Parks and Recreation Advisory Board's recommendation to accept $40,016.00 cash in lieu of the required park land dedication for Lazenby Apartments. 6. Cruzen Equipment Company, Inc. Contract Aviation Fuel Self-Serve Facility: A resolution awarding Bid #03-52 and approving a construction contract with Cruzen Equipment Company, Inc. in the amount of $32,534.83 for the construction of an aviation fuel self-serve facility at the Fayetteville Municipal Airport. 7. Arkansas Dept. of Aeronautics Grant Aviation Fuel Self-Serve Facility: A resolution authorizing the Fayetteville Municipal Airport staff to apply for and accept a grant in the amount of $ 17,966.00 from the Arkansas Department of Aeronautics for the construction of an aviation fuel self-serve facility; and approving a budget adjustment for same. 8. Multicraft Contract Repair Filtering System Bid Waiver: A resolution awarding a contract in the amount of $95,000.00 to Multi-Craft contractors, Inc. for repairs to the effluent filtering system at the Noland Wastewater Treatment Plant; and approving a project contingency in the amount of $5,000.00 for same. 9. ADM 03-18.00 (Legacy Pointe Subdivision): A resolution affirming the Planning Commission's approval of a variance from the requirements of § 167.04, Tree Preservation Protection, Unified Development Code to allow on-site mitigation in the Legacy Pointe Residential Subdivision. 10. Arkansas State Highway & Transportation Dept. Arkansas Recreational Trails Grant: A resolution authorizing the Fayetteville Parks and Recreation Division to accept a grant in the amount of $51 ,247.00 from the Arkansas Highway and Transportation Department for Arkansas Recreational Trails Funds to continue development of trails at Lake Fayetteville North Shore Park; and approving a budget adjustment for same. B. OLD BUSINESS: 1 . Public Hearing Raze and Removal 226 North School Avenue: A resolution ordering the razing and removal of a dilapidated and unsafe structure owned by Timothy C. and Christine Klinger located at 226 N . School Avenue in the City of Fayetteville, Arkansas. This Resolution was tabled at the August 19, 2003 City Council meeting. 2. Public Hearing Raze and Removal 323 N. West Avenue: A resolution ordering the razing and removal of a dilapidated and unsafe structure owned by the Bank of Fayetteville, N .A. located at 323 N. West Avenue in the City of Fayetteville, Arkansas. This Resolution was tabled at the August 19, 2003 City Council meeting. 3. Police and Fire Pension LOPFI Agreement: An ordinance electing coverage for eligible members of the Police Pension and Relief Fund and Firefighter Pension and Relief Fund under LOPFI and authorizing Mayor Coody to enter into an agreement with LOPFI. This Resolution was tabled at the August 19, 2003 City Council meeting. 4. Sale of Library Building at 217 E. Dickson: An ordinance to amend Ordinance No. 4358 in order to exempt the City Library Complex on Dickson Street. This Ordinance was left on the first reading at the September 16, 2003 City Council meeting. 0 0 5. Mountain Street Fayetteville, AR 72701 Dear Mayor Coody and Council Members: I understand you are considering a consultant to develop a City Master Plan that would encompass downtown Fayetteville and the nearby neighborhood, the cultural district, and the University campus. The University's experience with a consultant resulted in the adoption of a Campus Master Plan that has served the campus well. Having a Campus Master Plan has focused decisions around a set of principles that has undoubtedly resulted in better decisions by the campus. I cannot help but believe that a City Master Plan guided by professionals with input from citizens and those directly affected will be a most valuable tool for the city. We have visited Fayetteville several times this year to explore opportunities for our involvement with your community, and have discussed several potential development projects with you and your City staff. Based on our analysis and these meetings, we believe that the downtown university area of Fayetteville exhibits great potential for mixed-use development. Fayetteville is endowed with a wealth of assets that are the envy of many other cities. Over 150 years of history provides a strong foundation for future growth . The following information is provided to supplement materials for the proposed annexation of 23 .35 acres on the north side of Mt. Comfort Rd. west of Rupple Rd. (three companion requests). Hamestring Lift Station Planning staff provided the Water & Wastewater Director an update to the development information (unit count) that was conducted in March 2003 to account for development approvals which have occurred since the assessment of the lift station by RJN Group, Inc. That assessment resulted in a project to upgrade the lift station. Mr. Boettcher has prepared an interim progress report for presentation to the Council for the regular meeting of October 7, 2003 . Traffic Counts The Transportation Division assisted in generating traffic count data for Mt. Comfort Rd. west of Rupple Rd. Counts were taken for a 24 hour period from Tuesday, September 23, 2003 to Wednesday, September 24, 2003 . These counts (data sheets attached) show that approximately 4,200 vehicle trips are currently generated in the area on an average day. A review of the proposed development of the subject property indicates that approximately 831 new vehicle trips will be generated by maximum development of the 23 .35 acres. According to the Highway Capacity Manua! 2000 as referenced in the study, a two lane street with a service volume of 10,000 vehicles per day will result in a level of service rating of C. "Level of service C or better is desirable. In urban locations, level of service D is considered les than desirable, but still acceptable." According to this information, the amount of traffic located in the study area could be increased significantly and still result in an acceptable level of service rating. The arterial streets in Fayetteville have been assigned a daily capacity to carry traffic as derived from the HCM service volumes. Figures 3-8 and 3-9 depict the arterial streets based on their daily traffic capacity along with the year 2000 daily traffic volumes and the year 2023 daily traffic volume. This comparison of traffic volumes to street capacity has provided the basis for major street widening recommendations. The expected average daily service volumes based on the number of through lanes has been correlated with level of service in �] Table 3-6. Level of service E is generally considered the full capacity of a street or intersection, I� and consequently represents severe congestion. Level of service C or better is desirable. In urban locations, level of service D is considered less than desirable, but still acceptable. In addition to those arterials, other major streets have been identified as key to completing system continuity or providing infrastructure for Priority Growth Areas. The results of the intersection capacity analysis served as the basis for identifying intersections that will benefit from improvements now. Other intersections were identified by City Staff as having potential safety concerns or non conventional intersection geometry that 1 needed to be addressed. These short range improvement locations are identified in Figures 3- 10 and 3- 11 . 1 Those improvements that will be needed within the course of the next 20 years are identified in Figures 3- 12 and 3- 13 as long range improvements.
