HomeMy WebLinkAbout1993-03-04 MinutesMINUTES OF A MEETING OF THE CITY COUNCIL A special meeting of the Fayetteville City Council was held on Thursday, March 4, 1993, at 5:00 p.m. in the Council Room of the City Administration Building, 113 W. Mountain, Fayetteville, Arkansas. PRESENT: Mayor Fred Hanna; Aldermen Woody Bassett, Fred Vorsanger, Len Edens, Joan Chapman, Heather Daniel, Stephen Miller, Kit Williams, and Conrad Odom; City Attorney Jerry Rose; City Clerk Sherry Thomas; City Treasurer Glyndon Bunton; Administrative Services Director Ben Mayes; Public Works Director Kevin .Crosson; Planning Management Director Alett Little; members of Staff, press, and audience. CALL TO ORDER s Mayor Hanna called• the meeting to -order with eight aldermen present. MORATORIUM ON ANNEXATION AND REZONING - Mayor Hanna stated' the reason for this special meeting is to discuss the moratorium that was passed -on Tuesday. He has been requested by several aldermen -to call the meeting to discuss the moratorium and answer questions. • Mayor Hanna apologized for allowing procedure to be violated at the Tuesday night meeting. He stated he should not have allowed the moratorium to be voted on at that meeting. He stated the City has proper parliamentary procedures, and he will try and follow them from now on. A new item should be discussed at an agenda session or be placed under other business. He stated the procedures need to be followed rather than voting on something on the spur of the moment. • Mayor Hanna stated the City does have a 20 year plan in place. In 1989, the A.L. Raby Plan Group had almost completed the update on the 20 year plan. ,In May of 1989 a draft copy of the plan was ready, and he understands there were copies of a further revised plan in September or October of 1989, but he does not have a copy of that release. The plan tells about what the City will be doing the next 10 years. There is no actual zoning details, rather the plan outlines what type of growth can be expected for particular areas. The Unified Development Ordinance was being prepared simultaneously with the master plan. Version two of the unified development ordinance was presented September 21, 1989. There was a Dallas law firm working with Raby on these projects. Mayor Hanna stated it seems that some of us do not understand that we have been using these• plans even though they have not been officially adopted. There are maps on the wall (in the Council Room this evening) showing the zonings and the general plan that was revised and adopted by the Board of Directors in 1983. He
