OF A!CITY COUNCIL MEETING
Fayetteville. City Council was held
,:at 8:30 a.m. in Room 326 of the City
West Mountain, Fayetteville, Arkansas.

PRESENT: Mayor Fred "Hanna; Aldermen' Stephen Williams, Kit
Williams, Woody Bassett, Fred Vorsanger, and Len Edens;
Assistant City Attorney LaGayle McCarty; City Clerk
Sherry Thomas; Administrative Services Director Ben
Mayes; Public' Works Director'Kevin Crosson; Planning
Management! Director Alett'. Little; members of press,
staff, and audience.
ABSENT: Aldermen Conrad Odom, Joan Chapman, and Heather Faddoul.
CALL TO ORDER
Mayor Hanna called the meeting to order with five Aldermen present.
DRUG. ENFORCEMENT GRANT
Mayor Hanna introduced consideration of a resolution approving the
City's participation in the Fourth Judicial District Drug Task
Force for the 1993-94 federal grant term. Funding for the Drug
Task Force continues to be provided by a federal grant for 75% of
the expenses and 25% local matching funds.
Alderman Williams asked about the $7,000 requested for trading
vehicles. He asked if seized vehicles were used by the task force.
Chief of Police Richard Watson stated seized vehicles were
sometimes used if possible. However, it takes quite awhile to get
the paperwork processed regarding ownership of these vehicles. The
vehicles used by the drug task force have to be changed out quite
often because the old vehicle becomes familiar which keeps the task
force from performing their jobs effectively: The used car market
is used for these vehicles, and the local dealers have been very
cooperative in trading vehicles with the task force.
Alderman Vorsanger stated Fayetteville was one of the leaders in
this program, and he was glad Chief Watson is assuming the
responsibility of leadership in this program. He asked if there
was any way to obtain additional funding for the program.
Chief Watson stated funding was restricted based on federal
guidelines. During the past year, the task force lost two
investigators due to funding cuts.
Alderman Edens asked if additional funding cuts were expected.
Chief Watson stated he had no way of knowing.
Mayor Hanna stated this task force is a credit to the local law
enforcement agencies. .He feels Chief Watson is to be commended for
November 25, 1992
taking the role he is assuming in the county and state to fight
drugs.
Alderman Miller asked if $5,600 was sufficient "buy money"? Chief
Watson stated these funds are recycled. In addition, the task
force has access to additional DEA funds when necessary.
Vorsanger, seconded by Edens, made a motion to approve
participation in the Fourth Judicial Drug Task Force for the third
year.
Upon roll call, the motion passed by a vote of 5 to 0.
