MINUTES OF A BOARD OF DIRECTORS SPECIAL MEETING
A special meeting of the Fayetteville Board of Directors was held
April 10, 1991 at 8:50 a.m.. in Room 326 of the City Administration
Building.
PRESENT: Mayor Fred Vorsanger; Assistant Mayor Michael
Green; Directors Bob Blackston, Dan Coody, Ann
Henry, Julie Nash, and Shell Spivey; City Manager
Scott Linebaugh; Administrative Services Director
Kevin Crosson; City Attorney Jerry Rose; and City
Clerk Sherry Thomas.
CALL TO ORDER
The meeting was called to order by City Mayor Fred Vorsanger, with
seven Directors present.
REVIEW OF CITY MANAGER SCOTT LINEBAUGH
The. Mayor stated that the purpose of this special meeting was to go
into executive session. He stated that this Board has only one
employee, City Manager Scott Linebaugh. He stated that City
Manager .Scott Linebaugh .was asked to join: the Board in their
executive session. The Board is meeting to•determine if Linebaugh
his perfo&mance has met the expectations of the Board in relation
to a report that was issued regarding a City Director and a traffic
stop. Following the executive session, the -Board will make public
their decision regarding Linebaugh's performance.

Nash, seconded by Blackston, made a motion to go into executive
session. Upon roll call, the motion was passed by a unanimous
vote. -

The Board went into executive session at 9:00 a.m..
The Board came out of,executive session at•10:18 a.m.
JULIE NASH TRAFFIC STOP
The Mayor reported that the majority of the Board feels the City
Manager has acted properly and has performed his duties in
accordance with the expectations of the Board in relation to the
investigation conducted by the Fayetteville Police Department and
the City.
Mayor Vorsanger stated that .their were some questions about the
report regarding the relationship of the Board to the City Manager,
the City Manager to the Board, and more importantly, input from
citizens to Directors. Along this line, he, reminded everyone that
any citizen, including city employees, have the right to contact a
City Director, and their problems or comments will be relayed to
the City Manager.

Julie Nash stated that a third party investigation would be
welcomed in order to corroborate this report or to see if they can
find anything -other than what is in the report.
Director Henry, seconded by Blackston, made a motion to find an
independent third party not associated with the City to conduct an
investigation of this incident.
Director Green stated he felt like the Board as a whole has a
responsibility to "go the extra mile" to assure the citizens of
Fayetteville that the Board is diligent and tries to look into any
matter which concerns the integrity of City staff and employees.
Director Spivey stated that he was not questioning the integrity of
the police department or Director Nash, but he would like a
qualified, impartial third party to pursue the matter further.
Upon roll call, the motion was approved by a vote of 7 to 0.
Police Chief Richard Watson asked Mayor Vorsanger what would happen
after the report was substantiated.
The Mayor responded by saying that they would deal with that issue
when the time comes.

Joe Robson, a member of the audience, asked if there was no written
report made at the time, then how would another independent study
be beneficial if there is not documentation.
The Mayor responded by saying that the Board was concerned about
the perception of the report was made by the Police Department.
The Board wants an independent party to conduct a report.

The meeting was adjourned at 10:30 a.m.
