A special meeting of the Fayetteville City Board of Directors was
held on Wednesday, December 12, 1990, at 10:11 a.a. in Room 326 of
the City Administration Building, 113 West Mountain Street,
Fayetteville, Arkansas.
PRESENT: Mayor William V. Martin, Directors Michael Green,
Ernest Lancaster, Paul Marinoni, Jr., Shell Spivey,
Fred Vorsanger, and Russ Kelley; City Manager Scott
Linebaugh, City Attorney Jerry Rose, City Clerk
Sherry Thomas; members of the staff, press, and
audience.
CALL TO ORDER
Mayor Martin called the meeting to order and stated the purpose of
the meeting was to consider the job evaluation of City Manager
Scott Linebaugh. He declared that a quorum was present and that
this would be the only -item to be considered.
Director Marinoni made a motion that the Board go into Executive
Session to discuss the City Manager's evaluation.
Martin stated that at the' request of a board member, the Board
could go into executive session The continued employment of the
City Manager would be discussed and any actions that were taken
would be reported and ratified in a public meeting.
The Board retired to executive session at'10:14 a.m.

The Board came out of executive session at 10:27 a.m.
Mayor Martin stated some of the directors did not have their
evaluation materials, soithere had been no action taken. The Board
does feel that it is the primary function of the Board of Directors
to evaluate the city manager's job performance, and they will try
to call another meeting and provide the city manager and the public
with feedback before the end of the year.
ADJOURNMENT
The meeting adjourned at 10:29 a.m.
