HomeMy WebLinkAbout1990-05-09 MinutesMINUTES OF A MEETING OF.THE CITY BOARD OF DIRECTORS • h A special meeting of the Fayetteville City Board of Directors was held on Wednesday, May 9, 1990 at 10:00 a.m. in Room 326 of the City Administration Building at 113 West Mountain'Street, Fayetteville, Arkansas. PRESENT: Mayor William V. Martin, DirectorsMichael Green, Rues Kelley, Paul Marinoni, Jr. Shell Spivey, and Fred Vorsanger, City Attorney Jerry Rose, City Clerk Sherry Thomas; members of the staff, press and audience. ABSENT: Director Ernest Lancaster - CITY MANAGER SELECTION Mayor Martin called the meeting to order and stated the Board would be going into Executive Session to further consider the candidates for the City Manager position. The Board went into Executive Session at 10:07 a.m. The Board -reconvened at 11:15 a.m. Mayor Martin"stated that the Board has been in Executive Session and reviewed the qualifications of all the applicants for the City Manager position. They have made a decision and would remake the decisions in this public session. Director Kelley made a motion to appoint Scott C. Linebaugh as City Manager effective immediately at a salary of $65,000 annually. Director Marinoni seconded the motion. Upon roll call, the motion passed by a vote of 6 to 0. The mayor -expressed congratulations to Linebaugh. He stated the Board had conducted a thoroughly open nationwide search for a city manager and had interviewed candidates with outstanding qualifications. The Board had conferred by phone with Director Lancaster, and he concurs with the Board's actions. Martin stated the Board felt Linebaugh was the strongest candidate available to the City of Fayetteville. Scott Linebaugh accepted the position as City Manager of Fayetteville and stated he looked forward to working on the many matters the City is involved with. He feels Fayetteville is coming into an age when a lot of things will be accomplished. He stated Fayetteville does have some problems, but they are all solvable, and he will concentrate on getting the citizens together and getting things accomplished. Martin thanked all of the candidates that applied for the position as well as the members of the community and press who have assisted the Board in coming to their decision. Martin stated that Linebaugh has the strongest qualifications and enjoys widespread support in the community and understands the opportunities May 9, 1990 that exist to make Fayetteville a more livable place. He stated Linebaugh has been working as the acting city manager in an interim capacity since the city manager resigned in November. He stated Linebaugh should have been reviewed for a salary increase in February and was not. In view of his outstanding performance during this interim period, Martin made a motion, seconded by Vorsanger, to award Linebaugh a $10,000 performance bonus. Upon roll call, the motion passed by a vote of 6 to 0. Jim Newsom, of the Northwest Arkansas Times, asked if Linebaugh's appointment had been a foregone conclusion from the beginning of the selection process. Martin stated that it was not. The Board has conducted a totally open interview process with wide open minds and no preconceived notions. All candidates were considered for this position. The Board felt the citizens of Fayetteville deserved a nationwide search process to ensure that the best qualified candidate available to us was selected. All members of the Board have hired many people in the past and have the ability to assess qualifications and are convinced that Linebaugh is the most qualified candidate, who was chosen for his strengths. Ron Wood, of the Morning News, asked when the appointment of an assistant city manager would take place. Martin stated that the Board was considering whether or not to name an assistant. It was felt that it might be more streamlined if the City did not have an assistant city manager. The naming of this position would be Linebaugh's decision. 2►DJOORNMENT There being no further discussion, the meeting adjourned at 11:24 a.m.
