MINUTES OF A SPECIAL CITY BOARD MEETING
A special meeting of the Fayetteville City Board of Directors was
held on Monday, August 10, 1987 at 12:00 noon in Room 326 of City
Hall, 113 West Mountain Street, Fayetteville, Arkansas.

Marinoni, Hess and Bumpass;
members of the press

255.1 The meeting was called to order at 12:10 p.m. with six Directors
present.
255.2 Director Marinoni made a motion that the Board meet in executive
session for the purpose of selecting a City Manager. The motion
was seconded by Director Bumpass and, upon roll call, passed by a
vote of 6-0, Director Martin being absent.
255.3 The Board met in executive session from about 12:10 p.m. to about
12:15 p.m. at which time the meeting was reconvened.
255.4 Director Bumpass made a motion to offer the position of City
Manager to Jim Pennington. The motion was seconded by Director
Lancaster and, upon roll call, passed by a vote of 6-0.
255.5 The Mayor left the meeting to call Pennington and returned to
announce that he had accepted the position and would try to begin
work on September 14.
255.6 In answer to a question from a reporter regarding what qualities
Pennington had which caused them to select him, the Mayor said
she thought he had dealt with similar issues Fayetteville has had
to deal with, that he was a person who could meld well with the
Board and would have a good rapport with the staff. She said he
had experience with long-term goal setting, land use planning,
comprehensive planning, dealing with task forces and coordinating
efforts with the community, Chambers of Commerce, and working
with economic development.
255.7 Johnson said, in answer to a question from the press, that
Pennington was not guaranteed a job and served at the pleasure of
the Board. She said that Pennington's salary would be $52,000,
the same salary as former City Manager Don Grimes had been
earning.
255.8 Bumpass said he was comfortable with Pennington being the new
City Manager because he had recently undergone a management audit
process as City Manager of Delray Beach, Florida and based upon
the very high recommendation of the auditing firm, Bumpass
thought he was eminently qualified and would be able to take the

current reorganization and carry it through the evolution

Director Kelly said Pennington was very personable and his past
experience definitely qualified him for the job, and he was
looking forward to Pennington giving the City the leadership it
has been looking for.

Mayor Johnson said she spoke to Director Martin who indicated he
supported offering the position to Pennington.
In answer to questions from reporters, Johnson said Pennington
had a wife, Dee, and a 12 -year old daughter, Amy.
The meeting was adjourned at 12:35 p.m.
