HomeMy WebLinkAbout1987-04-24 Minutes1 • 119 MINUTES OF A SPECIAL MEETING OF THE CITY BOARD OF DIRECTORS A special meeting of the Fayetteville City Board of Directors was held on Friday, April 24, 1987 at 8:30 a.m. in Room 326 of City Hall,'113 West Mountain Street. PRESENT: Mayor Johnson; Directors Bumpass, Lancaster, Martin, Kelley, Marinoni, and Hess; City Manager Grimes, Administrative Services Director Linebaugh, City Clerk Kennedy, members of the press and audience. CALL TO ORDER The meeting was called to order by Mayor Johnson, with seven 119.1 Directors being present. EXECUTIVE SESSION Mayor Johnson moved the Board go into executive session to talk 119.2 about City Manager Don Grimes' resignation and other things related to his employment. The motion was._seconded,by..Director Bumpass.and, upon roll call, passed by a vote of 7-0. The Board went into executive session at about 8:40 a.m. and 119.3 reconvened at about 9:20 a.m. --Director Bumpass moved that the City Board accept Don Grimes' 119.4 -resignation, effective July 20, 1987, and that he be relieved -of his day-to-day responsibility of managing the City today, that he be available for consultation, information and attendance at certain meetings as requested during this interim period. The motion was seconded by Director Martin and, upon roll call, passed by a vote of 7-0. Director Bumpass moved that the Board meet in executive session to consider Scott Linebaugh as Acting City Manager. The motion was seconded by Russ Kelley and, upon roll call, passed by a _vote -of 6-1, Director Hess voting in the minority. The Board met in executive session from about 9:25 a.m. until about 9:45 a.m., when .Scott Linebaugh was invited into the meeting. The meeting was reconvened at about 9:50 a.m. 119.5 119.6 1 April 24, 1987 120.1 Director Martin moved the Board appoint Scott Linebaugh as Acting City Manager, to remain in that capacity until the Board has appointed a new City Manager, with the full powers and authority of the office. The motion was seconded by Director Kelley and, upon roll call, passed by a vote of 7-0. RESOLUTION NO.32-167. APPEARS ON PAGE /14 OF ORDINANCE AND RESOLUTION BOOK A;(01) SELECTION PROCESS 120.2 The Board decided that a search committee consisting of the entire Board would evaluate applications for the position of City Manager. 120.3 The Board decided to advertise the position in the ICMA Newsletter and the Nation's Weekly, and that advertisement in newspapers would not be done. City Manager Grimes concurred, commenting that he thought these two publications would provide ample coverage. 120.4 The Mayor explained that the ICMA Newsletter is published every other week and the Nation's Weekly is published weekly. The Board decided to place an advertisement at least four times in the Nation's Weekly and four times in the ICMA Newsletter. It was suggested by the Mayor that the ad could appear in the ICMA Newsletter on May 11 and 25, and on June 9 and 23. 120.5 The Board agreed to set July 1 as the deadline date for submitting applications. 120.6 The Mayor suggested a list of items to be included in the ad. The Board and City Manager discussed these and the following major points were agreed upon for the ad: - University community; Council-manager form of government; - Appointed by 7 -member Board of Directors elected on a non-partisan basis for 4 -year staggered terms; Administer $ operating budget Approximately 350 employees Responsible for management for all municipal services MA in Public Administration or related degree preferred 1 1 401"P • v Bio- i'• April 24, 1987 At least 5 years manager experience required (or 5 years assistant manager experience for a city w/population over 50,000) - Salary range $46,000 to $60,000 Resume with ICMA standard form and two reference letters - Deadline for applications: July 1, 1987 3 persons holding position since ICMA recognized in 1965 Priorities: strategic management skills with emphasis on -management by objective; and budgeting/finance, economic development experience required or preferred. - population 40,000 and trade area 220,000, with a broad tax base J The Board decided applications should be addressed to "Search Committee; c/o City Clerk". It was decided applications should be held, unopened, by the City Clerk, until such time as the Board decides to evaluate the applications.. It was decided that a form letter should be used to send to the return addresses indicated on the envelopes, to let applicants know their resumes have been received. 121.1 It was moved by Director Lancaster, seconded by Hess, and 121.2 unanimous to adjourn the meeting. In answer to a question from a reporter, Mayor Johnson said she 121.3 thought August 1 would be the target date for filling the position. The meeting was adjourned at about 10:15 a.m. 121.4
