Lancaster, Mayor N co LO MINUTES OF AN ADJOURNED SESSION OF THE BOARD OF DIRECTORS Q The Board of Directors met in adjourned session on October 20, 1977, at 5:00 109.2 p.m., in the Directors Room of the City Administration Building. PRESENT: City Manager Don Grimes, City Attorney Jim McCord, City Clerk Darlene Westbrook; and Directors Ernest E. Lancaster, Paul Noland, Al Hughes, David Malone, Philip Colwell, and Ann Henry. r ABSENT: Director John Todd CALL TO ORDER Mayor Lancaster reconvened the adjourned meeting of October 18, 1977, for 109.3 the purpose of finalizing an ordinance to authorize issuance of bonds. ORDINANCE AUTHORIZING ISSUANCE OF BONDS AND CALLING SPECIAL ELECTION The City Attorney read an ordinance the first time to authorize issuance of $800,000 of bonds for library expansion and parks and recreation improvements. The ordinance also provided for a special election to be held November 29, 1977. Director Noland, seconded by Malone, moved rules be suspended and the ordi- nance placed on second reading. The recorded vote was: Ayes: Noland, Hughes, Malone, Lancaster, Colwell, Henry Nays: None Absent: Todd The motion was declared passed and the ordinance was read the second time. Director Malone, seconded by Noland, moved further suspension of the rules 109.5 to allow third and final reading of the ordinance. The recorded vote was: Ayes: Noland, Hughes, Malone, Lancaster, Colwell, Henry Nays: None Absent: Todd The motion was declared passed and the ordinance was read the third and final time. There being no discussion, the Mayor asked if the ordinance should pass. The 109.6 recorded vote was: Ayes: Noland, Hughes, Malone, Lancaster, Colwell, Henry Nays: None Absent: Todd The Mayor declared the ordinance passed. 109.41 ORDINANCE NO. 2388 APPEARS ON PAGE 326 OF ORDINANCE & RESOLUTION BOOK V 109 110 ADJOURNMENT 110.1 There being no further business, Director Malone moved the meeting be adjourned.
