MINUTES OF A SPECIAL MEETING OF THE BOARD OF DIRECTORS
September 9, 1971
The Board of Directors of the City of Fayetteville, Arkansas, met in special
session on Thursday, September 9, 1971, in the Directors Room in the City
Administration Building at 7:30 p.m.
Present: City Manager Wesley M. Howe, City Clerk LoVetta Moore, City Attorney
David Malone, and Directors Orton, Purdy, McFerran, Starr and Lancaster.
Absent: Directors Utley and Stanton.
Ep McClelland of McClelland Consulting Engineers, Inc., was also present.
The Mayor reported that the purpose of the meeting was tc authorize the
contract for the construction of improvements to the Fayetteville Municipal
Airport and authorize the borrowing of money to finance the loan for the
project.
Director Utley and Director Stanton were unable to attend but have waived
notice of the Special Meeting.

1-258 City Manager Howe discussed the bids that had been received and tabulated for
the cost of the construction of improvements to the Airport. Copies of the
tabulation were distributed to those present. Mr. Howe stated bids were
received from Anchor Construction Co. of Fayetteville, Arkansas, and Ben M.
Hogan Co. of Little Rock, Arkansas, and recommended the bid be awarded to
Anchor Construction Company, the low bidder.
There was considerable discussion concerning putting the turn-arounds at
the North and South ends of the runway and whether or not to approve laying
a heavier surface of 1-1/2" to 2" on the runway to accommodate heavier air-
craft. These items were set out in the bid as Alternates 1 and 2.
Mr. Howe stated he had received a letter from the Board of Directors of the
Chamger of Commerce stating that they have adopted a Resolution urging that
the City Board overlay the runway to the thickness necessary to accommodate
heavier aircraft.
2-258 The City Attorney read, at the Mayor's request, a proposed Resolution authoriz-
ing the improvements to the Fayetteville Municipal Airport and authorizing the
Mayor and City Clerk to execute the loan obligation in the principal amount of
$145,000.00 for the purpose of financing the cost of the improvements.
Director Lancaster moved that the Resolution be adopted.

The motion was seconded by Director Purdy, and upon roll call the following
vote was recorded:
"Aye", Orton, Purdy, McFerran, Starr and Lancaster. "Nay", None.
There being five "Ayes" and no "Nays", the Mayor declared the Resolution passed.

Director McFerran moved that the City Manager's recommendation be approved and 1-259
the Bid for the construction of the improvements be awarded to Anchor Con-
struction Co., the low bidder, in the amount of $231,237.75, said bid including
Alternates 1 and 2.
The motion was seconded by Director Lancaster, and upon roll call the following
vote was recorded:
"Aye", Orton, Purdy, McFerran, Starr and Lancaster. "Nay", None.
There being five "Ayes" and no "Nays", the Mayor declared the motion passed.
Director McFerran moved that the City Manager be authorized to obtain FAA 2-259
assistance to construct the overlay on the runway to a higher standard to
accommodate heavier aircraft, at a total estimated extra additional cost
of $32,000.00, 50% to be paid from City Funds and 50% to be expended by FAA.
The motion was seconded by Director Purdy, and upon roll call the following
vote was recorded:
"Aye", Orton, Purdy, McFerran, Starr and Lancaster. "Nay", None.
There being five "Ayes" and no "Nays", the Mayor declared the motion passed.
