MINUTES OF A SPECIAL MEETING OF THE BOARD OF DIRECTORS
November 30, 1970
The Board of Directors of the City of Fayetteville, Arkansas, met in special
session on Monday, November 30, 1970, in the Directors Room in the City Admini-
stration Building at 7:30 P.M.
Present: City Manager Wesley M. Howe, City Clerk LoVetta Moore, City Attorney
David Malone, and Directors Swartz, McFerran, Melton, Lancaster, Starr and Dunn.
Absent: None.
Others present: Board Members Elect Purdy, Stanton and Utley; Representatives
of the City Administration, and Representatives of the Press.
Director McFerran nominated Mrs. Marion Orton as a member of the Board of 1-165
Directors to fill the vacancy caused by Director Gerald Jones' resignation
effective November 15, 1970. The nomination was seconded by Director
Swartz, and upon roll call the following vote was recorded: "Aye" Swartz,
McFerran, Melton, Lancaster, Starr and Dunn.
"Nay" None. There being six "Ayes" and no "Nays" the Mayor declared Mrs. Orton
elected. Mrs. Orton was sworn in by Judge Richard Wells, The Mayor requested
her to be seated with the Board.
City Manager Howe made a preliminary presentation of the proposed Annual Budget
and Work Program for the year 1971. Using visual graphs he presented a picture
of Revenues and Expenditures for each fund. The City Manager also suggested
ways for increasing Revenues and discussed Public Relations ideas which might
better inform City residents of their local government, its problems and
projects.
' Mayor Melton stated that the alternatives for balancing the 1971 budget would
be to cut the General Fund Budget, Increase Revenues, and if Revenues are
increased set up a modest capital improvements budget. The Mayor asked
each Board Member to express his opinion of these alternatives. Then the
Mayor asked for discussion and questions from the audience.
The Board agreed to split the $14,000 fee to the Northwest Arkansas Regional 2-165
Planning Commission three ways: General, Water 6 Sewer and Street.

Mr. Bill Brandon, Manager of SWEPCO, was assigned by the Mayor to find out if 4-165
Fayetteville's street lighting costs are comparable to other cities of its size.
Mayor Melton suggested the Board Members and Members elect exchange ideas and
continue consideration of the proposed budget and take further action at the
next regular meeting, December 7. City Manager Howe stated he would be avail-
able to answer any questions regarding the budget.
There being no further business, Director Swartz moved to adjourn. The motion
was seconded by Director Orton and passed unanimously, whereupon the Mayor
declared the meeting adjourned.
