SPECIAL
MINUTES OF A SPECIAL MEETING OF THE BOARD OF DIRECTORS
November 109 1969
The Board of Directors of the City of Fayetteville, Arkansas, met in special
session on Monday, November 10, 1969, in the Directors Room in the City Admini-
stration Building at 7:30 P.M.
Present: City Manager Wesley M. Howe, City Clerk Marilyn•Moore, City Attorney
Richard Wells, and Directors Jones, McFerran, Melton, Lancaster, Starr, and
Dunn.
Absent: Director Swartz.
Representatives of the press were present.
The minutes of the regular meeting on Monday, November 3, 1969s a copy of which
had previously been mailed to each of the Directors, were approved as written.
The Mayor reported that the purpose of the meeting was to discuss the 1970 141
proposed budget for the General Government; the Parks and Recreation Advisory
Board report; and the transaction of such other business as may properly come
before the Board of Directors.
The Mayor reported that all Directors had been notified of the Special Meeting
in person at the last regular meeting of the Directors on November 3, 1969, and
by U. S. Mail,
Director Swartz was unable to attend bat has waived notice of the Special

FAYETTEVILLE CITr BOARD OF DIRECTORS
Comes now the undersigned, being a duly elected, qualified, and acting member
of the Board of Directors of the City of Fayetteville, Arkaneas, and speci-
fically waives notice of a special meeting of the Fayetteville Board of Directors
to be held in the Directors Room of the City Administration Building, Fayette-
ville, Arkansan, at 7:30 o'clock P.M., on November 10, 1969.
DIRECTOR SWARTZ
Construction of a Federal Building to house a Federal Court and 16-20 offices 341
has been authorised for Fayetteville. The U. S. General Services Administration
will seek appropriation of finds for the construction this year. The GSA has
proposed to locate the Federal Building on Woolsey Avenue behind the VA Hospital.
The Planning Commission of the City of Fayetteville recommended that a site other
than that on Woolsey Avenue be found. The Planning Comnission declared that
the site conflicts with the City's comprehensive land use and transportation plan.
Director Duren moved that the Planning Commission recommendation to find a site
other than Woolsey Avenue for the proposed Federal Building be sustained.
The motion was seconded by Director Lancaster, and upon roll call the following
vote was recorded: "Aye" Jones, McFerran, Melton, Lancaster, Starr, and Duren.
"Nay" none. There being six "Ayes" and no "Nays", the Mayor declared the motion
' passed.
Members of the Parks and Recreation Advisory Board presented to the Board of 441
Directors a report of past accomplishments and a detailed program for the future,
including a capital improvements program for City Parke covering the next fifteen
years.

The Parke and Recreation Advisory Board reported that imnediate needs are drese-
ing rooms at the Wilson Park pool, resurfacing of Wilson Park tennis courts,
an adult and city recreation gymnasium, and a continuation of the $59000.00 I contribution to the Youth Center.
142 The Board of Directors approved an increase in the proposed budget for the
General Government for 1970 as follows:
Resurface Wilson Park tennis courts $119000
New dressing rooms at the Wilson Park pool 159000
Additional contribution to Youth Center 5,000
Director Starr left the meeting at this time
242 The City Manager presented the petition of Charles C. Shepherd and Harvey D.
Luttrell to rezone a 1.66 acre tract of land located on the EastIside of Oak-
land at the intersection of Holly and Oakland.
The City Attorney introduced, and at the request of the Mayor read a proposed
ordinance entitled, "AN ORDINANCE AMENDING ZONING ORDINANCE ND. 1239, AND
REVISED ZONING DISTRICT MAP OF FAYETTEVILLE, ARKANSAS, APPROVED MAY 280 1962,
AS AMENDED, TO REZONE CERTAIN REAL ESTATE FROM R-2, TWO FAMILY RESIDENTIAL
DISTRICT TO R-3, MULTI.FAMILY RESIDENTIAL DISTRICT", which had been placed on
second reading at the last regular meeting of the Board of Directors.
Director Dunn moved that the rules be suspended and that the Ordinance be placed
on third and final reading.
The motion was seconded by Director Jones and passed unanimously. The Ordinance
was then read for the third and last time. The Mayor then declared the Ordi- '
nonce open for discussion. After a discission, the Mayor asked the question,
"Shall the Ordinance pass?" Upon roll call the following vote was recorded:
"Ave" Jonea, McFerran, Melton, Lancaster, and Dunn.
"Nay" none, There being five "Ayes" and no "Nays", the Mayor declared the
Ordinance passed.

342 The City Manager recommended that $239420 for traffic improvements as suggested
by the Traffic Consultant be added to the proposed budget for the General
Government for 1970.
No action was taken on this recommendation.
There being no further business, Director McFerran moved to adjourn. The
motion was seconded by Director Lancaster and passed unanimousl~v, whereupon
the Mayor declared the meeting adjourned.
