MINUTES OF A REGULAR MEETING OF THE BOARD OF DIRECTORS
June 2, 1969
The Board of Directors of the City of Fayetteville, Arkansas, met in regular
session on Monday, June 2, 1969, in the Directors Room in the City Administra-
tion Building at 7:30 P.M.
Present: City Manager Wesley M. Howe, City Clerk Marilyn Moore, Citir Attorney
Richard Wells, and Directors Jones, Melton, Lancaster, and Starr.
Absent at Roll Call: Director Dale Dunn.
Absent: Director Swartz and Director McFerran.
Representatives of the press were present.
The minutes of the regular meeting on Monday, May 19, 1969, a copir of which
had previousl*.r been mailed to each of the Directors., were approved as written.
The City Manager reported that bids had been received and tabulated for the 1-19
purchase of tires for a 12 month period, and he recommended they be purchased
from the low bidders, Goodyear Service Store and Central Tire Company.
Director Starr moved to accept the recommendation and authorize the purchase
of tires and tubes for a 12 month period from the low bidders, Goodyear
Service Store and Central Tire Company.
The motion was seconded by Director Jones, and upon roll call the following
vote was recorded: "Ave" Jones, Melton, Lancaster, and Starr.
"Nay" none. There being four "Ayes" and no "Nays", the Mayor declared the
motion passed.
' The City Manager reported that bids had been received and tabulated for the 2-19
purchase of a Rotary Tractor -Mower, and he recommended it be purchased from
the low bidder, Bell International of Springdale.
Director Starr moved to accept the recommendation and authorize the purchase
of a Rotary Tractor -Mower from Bell International of Springdale, the low bidder.
The motion was seconded by Director Lancaster, and upon roll call the follow-
ing vote was recorded: "Aye" Jones, Melton, Lancaster, and Starr.
"Nay" none. There being four "Ayes" and no "Nays", the Mawr declared the
motion passed.
Director Dunn entered at this time.
The City Manager reported that bids had been received and tabulated for the 3-19
purchase of an 8-10 cubic yard dump truck for the Pollution Control Plant,
and he recommended it be purchased from the low kidder, Bell International
of 'Springdale.
Director Dunn moved to accept the recommendation and authorize the purchase
of an 8-10 cubic vard dump truck from the low bidder, Bell International.
The motion was seconded by Director Lancaster, and upon roll call the follow-
ing vote was recorded: "Ave" Melton, Lancaster, Starr, and Dunn.
"Nay" Jones. There being four "Aye's" and only one "Nay", the Mayor declared
the motion passed.
Director Starr moved to appoint Albert J. Jones Acting City Manager while 4-19
City Manager Howe is out of town.
The motion was seconded by Director Jones, and upon roll call the following
vote was recorded: "Aye" Jones, Melton, Lancaster, Starr, and Dunn.
"Nay" none. There being five "Ayes" and no "Nays", the Mayor declared the
motion passed.

1-20 The Citv Manager Presented the petition of the Red Arrow Land Companv and Mrs.
Delorah Pilcher to rezone certain property located south of 18th Street west
of Custer Lane from R-2, Two-Famihr Residential District to C-1, Neiphborhood '
Commercial District. The Planning Commission recommended the rezoning of
property to a depth of 300 feet south of 18th Street.
The Cite Attornel- introduced and, at the recuest, of the Mayor, read a nronosed
ordinance in its entiretir for the first time entitled, "AN ORDIF.PNCE AMENDING
ZONING OPPINANCE NO. 1239, AND REVISED ZCNING DISTRICT I"AT rF F4Yz"'TEVILT,E,
ARKANSAS, APPROVED MAY 28, 1962, AS AMENDED, TO REZONE CERTAIN RVtT ESTATE
FROM R-23 TWO-FAMILY RESIDENTIAL DISTRICT TO C-1, NEIGHBORHOOD COMMERCIAL
DISTRICT."
Director Starr moved that the rule be sus_nended and that the Ordinance be Placed
on second re?ding.
The motion was seconded by Director Dunn and passed unanimousl••. The Ordinance
was then read for the second time.
Director Lancaster moved that the rule be fl:rther sysnended and that the Ordi-
nance be nlaced on third and final reading.
The motion was seconded by Director Starr and Passed unanimously. The Ordi-
nance was then read for the third and Last time. The Mavor then declared the
Ordinance open for discussion. After a disc*nssion, the A"avor asked the
question, "Shall the Ordinance Pass"' Unon roll call the following vote was
recorded: "Ave" Jones, Melton, Lanca=ter, Starr, and Dunn.
"Nav" none. There being five "Ayes" and no "Nays", the Mavor declared the
Ordinance Passed.

tubble-field, and Mr. and Airs. Ellis C. Bogan to rezone certain nroperty located east
of Old Missouri Road and south of Paradise Golf Club:
Tract A from A-1, Annexed Territory District to R-lA, Single Famil^
Residential District.
Tract h from A-1, Annexed Territory District to R-3, Multi -Family
Residential District
Tract C from A-1, Annexed Territorlr District to R -1A, Single Familv
Residential District
which had been recommended by the Planning Commission.
The City Attorney introduced and, at the recuest, of the Ala-ror, read a ProPosed
ordinance in its entirety for the first time entitled, "AN ORDINANCE AMENDING
ZONING ORDINANCE NO. 1239, AND REVISED ZO1';ING DISTRICT MAP OF F�YF'TTFVi LE,
ARKANSAS, APT -ROVED MAY 26, 1962, AS AMENDED, TO REZONE CERTAIN REIT, ESTATE FROM
A-1, AVITEXED TERRITORY DISTRICT, In R -IA, SINGT.E FAA:ILY RESIPERTI�L FISTRICT
AND R-33 MULTI -FAMILY RESIDENTIAL DISTRICT."
Director Jones moved that the, rule be suspended and that the Ordinance he Placed
on second reading.
The motion was seconded by Director Lancaster and passed unanimously. The Prdi-
nance was then read for the second time.
Director Lancaster moved that the rule he Pirther suspended and that the Ordi-
nance be placed on third and final reading.
The motion was seconded by Director Jones and Passed unarimousl7r. The Ordinance
was then read for the third and last time. The Mal -or then declared the Ordi-
nance open for disciission. There being no discussion, the Mavor asked the
question, "Shall the Ordinance Pass'" l'pon roll call the following vote c. -as ,
recorded: "Ave" Jones, Melton, Lancaster, Starr, and Dunn.
"Nay" none. There being five "Ayes" and no "Na7s", the Malror declared the
Ordinance passed.

The City Manager presented the petition of Charles aC. Cox for the rezoning of 1-21
an approximate five acre tract on the south side,of Old Wire Road approxi-
mately 1/4 mile beyond the intersection of Old Wire Road and Old Missouri Road
from A-1, Annexed Territory District to R-lA, Single Family Residential Dis-
trict, which had been recommended by the Planning Commission.
The City Attorney introduced and, at the request of the Mayor, read a proposed
ordinance in its entirety for the first time entitled, "AN ORDINANCE AMENDING
ZONING ORDINANCE NO, 1239, AND REVISED ZONING DISTRICT MAP OF FAYETTEVILLE,
ARKANSAS, APPROVED MAY 28, 1962, AS AMENDED, TO REZONE CERTAIN REAL ESTATE
FROM A-1, ANNEXED TERRITORY DISTRICT TO R-lA, SINGLE FAMILY RESIDENTIAL
DISTRICT."
Director Starr moved that the rule be suspended and that the Ordinance be placed
on second reading,
The motion was seconded by Director Dunn and passed unanimously. The Ordinance
was then read for the second time.
Director Starr moved that the rule he further suspended and that the Ordinance
be placed on third and final reading.
The motion was seconded by Director Lancaster and passed unanimously. The
Ordinance was then read for the third and last time. The Mayor then declared
the Ordinance open for discussion. There being no discussion, the Mayor
asked the question, "Shall the Ordinance pass" Upon roll call the.following
vote was recorded: "Aye" Jones, Melton, Lancaster, Starr, and Dunn.
"Nay" none. There being five "Ayes" and no "Nays", the Mayor declared the
Ordinance passed.

The City Manager presented the Final Plat of Parkwood Subdivision submitted by 2-21
Leo P. Peel, which had been recommended by the Planning Commission.
The City Attorney introduced and, at the request of the Mayor, read a proposed
ordinance in its entirety for the first time entitled, "AN ORDINANCE TO ACCEPT
AND CONFIRM THE FINAL SUBDIVISION PLAT KNOWN AS PARKWOOD SUBDIVISION TO THE
CITY OF FAYETTEVILLE, ARKANSAS, AND TO ACCEPT AND CONFIRM THE DEDICATION OF
THE STREETS ANP UTILITY EASEMENTS THEREIN."
Director Starr moved that the rule be suspended and that the Ordinance he
placed on second reading.
The motion was seconded by Director Lancaster and passed unanimously. The
Ordinance was then read for the second time.
Director Starr moved that the rule be further suspended and that the Ordi-
nance be placed on third and final reading.
The motion was seconded by Director Lancaster and passed unanimously. The
Ordinance was then read for the third and last time. The Mayor then declared
the Ordinance open for discussion. There being no discussion, the Mayor asked
the question, "Shall the Ordinance pass?" Upon roll call the following vote
was recorded: "Aye" Jones, Melton, Lancaster, Starr, and Dunn.
"Nay" none. There being five "Ayes" and no "Nays", the Mayor declared the
Ordinance passed.

Director Jones moved that the -Mayor and City Clerk be, and they are hereby, 3-21
authorized to execute the subdivider's contract with Leo P. Peel for Parkwood
Subdivision.
The motion was seconded by Director Dunn, and upon roll call the following
vote was recorded: "Aye" Jones, Melton, Lancaster, Starr, and Dunn.
"Nay" none. There being five "Ayes" and no "Nays", the Mayor declared the
motion passed.

1-22 The City Manager presented the Final Flat for Phase Two of the Winwood Estates
Subdivision, which had been reco-mended bI- the Planning Commission. '
The Cite Attorne*r introduced and, at the recuest of the Mayor, read a proposed
ordinance in its entirety for the first time entitled, "All ORrINANCE TO ACCEPT
AND CONFIRM rHASE TWO OF THE FINAL SUBDIVISION TLAT OF WINdOOD ESTATES SUB-
DIVISION TO THE CITY nF FAYETTF.VILLE, ARKANSAS, tNP TO ACCEPT AND CO�JFIRM THE
DEDICATION OF THE STREET APIP UTILITY EA ED 'TS THEREIN."
Director Lancaster moved that the rule he susnended and that the Ordinance be
placed on second reading.
The motior was seconded by Director Starr and passed unarimouslir. The Ordinance
was then. read for the second time.
Director Starr moved that the rule he further susnended and that the Ordinance
be placed on third and final reading.
The motion was seconded by Director Dunn and passed unanimouslir. The Ordinance
was then read for the third and last time. The Navor then declared the Ordi-
nance open for discussion. There being no discunsien, the Mavor asked the
question, "°hall the Ordinance naso" Upon roll call the following vote was
recorded: °Ave" Jones, Melton, Lancaster, Starr, and Dunn.
"Nay" none. There being five "Apes" and no "Nairn", the Mavor declared the
Ordinance passed.
"Ordinance No. 1678 is on page 21 of Ordinance and Resolution Book 1.
2-22 Dir. Tor- Haseloff presented to the Board of Directors his request to lease City
property between Highway 71 and Lake Fayetteville. After a long discussion,
Yapor Melton suggested, and the Board Members unanimously agreed, that City
Manager Hcwe be given the latitude to explore all alternatives to Mr. Haseloff's
request. '
3-22 The Citv Manager presented an application from the Fairetteville Country Club,
Inc. for the sale of alcoholic beverages as authorized under Ordinance 1671
of the Citir of Fairetteville and requesting a license be issued to the Fayette-
ville Country Club, Inc.
Director Starr moved to approve the application of the Falrett.eville Country
Club, Inc. and authorize the issuance of a license for the sale of alcoholic
beverages.
The motion was seconded by Director Dunn, and unon roll call the following
vote was recorded: "P.ve" Bones, Melton, Lancaster, Starr, and Dunn.
"Nair" none. There teeing five "Aires" and no "Nairs", the Mavor declared the
mot -or. nassed.
There being no further business, Director Jones moved to adjourn. The motion
wan seconded b.r Director Lancaster and passed unanimousli-, whereupon the Mavor
declared the meeting adjourned.
