January 19, 1970 '
The Board of Lirectors of the City of Fayetteville, Arkansas, met in regular
session on eonday, January 19, 1976, in the Directors Room in the City Admini-
stration building at 7:30 P.A.
Present: City 1•iarager Wesley i`i. Howe, City Clerkearilvn Moore, City Attorney
David i•,alone, and Directors Jones, Swartz, McFerran, hieltor., Lancaster, and Starr.
Absent: Director Dunn.
Representatives of the press were present.
The minutes of the regular meeting on Thursday, January 8, 1970, a copy of which
had previously been mailed to each of the Directors, were approved as written.
1-78 The City Attorney introduced, and at the request of the Ivawr, read a proposed
ordinance in its entirety for the first time entitled, "AN ORDIINANCE TO ACCEPT
AND CONFIRM A FINAL FLAT OF A REFLAT OF LOTS 41 AND 42 OF FART ¥1 OF SH WdOOD
FOREST ESTATES, AN AD%ITION TO THE CITY OF FAYETTEVILLE, ARKANSAS, AND TO ACCEPT
AND CONFIRM THE DEDICATION OF THE STREETS AND UTILITY EASEMENTS THEREIN."
Director McFerran moved that the rule be suspended and that the Ordinance be
placed on second reading.
The motion was seconded by Director Swartz and passed unanimously. The Ordinance
was then read for the second time.
Director Jones moved that the rule be further suspended and that the Ordinance
be placed on third and final reading.
The motion was seconded by Director Lancaster and passed unanimously. The Ordi-
nance was then read for the third and last time. Theriayor then declared the '
Ordinance open for discussion. After a discussion, the Mayor asked the question,
"Shall the Ordinance pass"' Upon roll tail the following vote was recorded:
"Aye" Jones, Swartz, I•:cFerran, rielton, Lancaster, and Starr.
"Nay" none. There being six "Ayes" and no "Nays", the Mayor declared the
Ordinance passed.

2-78 The City Manager recommended that purchasing regulations be waived in order to
purchase an IBM electric typewriter for the City Clerk. Funds were budgeted
for the purchase in the 1970 Budget.
Director Starr moved that purchasing regulations be waived and that the City
Manager be, and he is hereby,authorized to purchase an IBM electric typewriter
for a net amount of $458.00 for the City Clerk.
The motion was seconded by Director RcFerran, and upon roll call the following
vote was recorded: "Aye" Jones, Swartz, McFerran, Melton, Lancaster, and Starr.
"Nay" none. There being six "Ayes" and no "Nays", the Mayor declared the motion
passed.
3-78 The City Manager recommended that Carl Whillock be reappointed to the Housing
Authority.
Director Swartz moved that Mr. Carl nnillock be reappointed to the housing
Authority for a five year term ending December 29, 1974.
The motion was seconded by Director Jones, and upon roll call the following
vote was recorded: "Aye" Jones, Swartz, McFerran, Melton, Lancaster, and Starr.
"Nay" none. There being six "Ayes" and no "Lays", the Mayor declared the motion '
passed.
4-78 The City Attorney introduced, and at the request of the Mayor, read a proposed
ordinance in its entirety for the first time Entitled, "AN ORDINANCE TO LESIGNATE

AN AREA WHERE PARKING IS PROHIBITED."
' Director Swartz moved that the rule be suspended and that the Ordinance be
placed on second reading.
The motion was seconded by Director Lancaster and passed unanimouslit. The
Ordinance was then read for the second time.
Director Jones moved that the rule be further suspended and that the Ordinance
be placed on third and final reading.
The motion was seconded by Director NiicFerran and passed unanimously. The
Ordinance was then read for the third and last time. The Mayor then declared
the Ordinance open for discussion. After a discussion, the Mayor asked the
question, "Shall the Ordinance pass? Upon roll call the following vote was
recorded: "Aire" Jones, Swartz, McFerran, Melton, Lancaster, and Starr.
"Nay" none. There being six "Ayes" and no "Nays", the Ma.ror declared the
Ordinance passed.

The City Attorney introduced, and at the request of the Mayor, read a proposed 1-79
ordinance in its entirety for the first time entitled, "AN ORDINANCE TO AMEND
CHAPTER 190 ARTICLE 5, DIVISION 2, OF THE CODE OF ORDINANCES, CITY OF FAYETTE-
VILLE, ARKANSAS."
Director XcFerran moved that the rule be suspended and that the Ordinance be
placed on second reading.
The motion was seconded by Director Jones and passed unanimously. The Ordi-
nance was then read for the second time.
Director Starr moved that the rule be further suspended and that the Ordi-
nance he placed on third and final reading.

Ordinance was then read for the third and last time. The Malror then declared
the Ordinance open for discussion. After a discussion, the ,Mavor asked the
question, "Shall the Ordinance pass?" Upon roll call the following vote was
recorded: "Ave" Jones, Swartz, McFerran, I.elton, Lancaster, and Starr.
"Nay" none. There being six "Ayes" and no "Nays", the Mayor declared the
Ordinance passed.

The City Manager recommended that the present Frontier Airline Agreement 2-79
concerning landing fees he extended through February unless replaced by a
subsequent Agreement.
Director Starr moved that the present Frontier Airline Agreement concerning
landing fees be extended through February unless replaced hY a subsequent
Agreement.
The motion was seconded by Director Swartz, and upon roll call the following
vote was recorded: "Ave" Jones, Swartz, 1dcFerran, Melton, Lancaster, and
Starr.
"Nay" none. There being six "Ayes" and no "Nays", the Mayor declared the
motion passed.
There being no further business, Director 14cFerran moved to adjourn. The
motion was seconded by Director Jones and passed unanimously, whereupon the
Mayor declared the meeting adjourned.
