rep. present. The Mayor reported that the purpose of the meeting was::oTo discuss Industrial Park EDA Application and
Funding (as outlined in Administrative Memo # 122 which was spread on the minutes of the regular meeting
on Monday, October'14, 1968), Resolution Authorizing EDA Application, Amending Resolution for GNRP Urban
Renewal Project, and to authorize a contract with Consulting Engineer J. E. McClelland for professional
services in the Industrial Park Area, and that all Directors had been notified in person at the regular
meeting of the Board of Directors on Monday, October 14, 1068, and by U.S. Mail,

RESOLUTION AUTHORIZING FILING OF APPLICATION WITH THE ECONOMIC DEVELOPMENT ADMINISTRATION, U.S. DEPARTMEN'
OF COMMERCE, UNITED STATES OF AMERICA, FOR A GRANT AND/OR LOAD? UNDER THE TERMS OF PUBLIC LAW 89-136.
WHEREAS, under the terms of Public Law 89-136, the United States of America has authorized the makin,
of grants and/or loans to public bodies and private or public nonprofit organizations or associations to
aid in financing the construction of specific public projects:
NOW, THEREFORE, BE IT RESOLVED by the City Board of Directors of the Citv of Fayetteville, Arkansas:
SECTION 1. That Gerald G. Fox, City Manager, be and he is hereby authorized to execute and file an
application on behalf of the City of Fayetteville, Arkansas with the Economic Development Administration,
U.S. Department of Commerce, for a grant to aid in financing the construction and development of an Indus
rial District for the City of Fayetteville, to include extension of water and sewer lines, streets and ro;
and railroad spur to a four hundred eighty (480) acre industrial site under option to the City of Fayette+
SECTION 2. That Gerald G. Fox, City Manager, be and he is hereby authorized and directed to furnish
such information as the Economic Development Administration, U.S. Department of -Commerce, may reasonably
request in connection with the application which is herein authorized to be filed.

RESOLUTION APPROVING UNDERTAKING OF GENERAL NEIGHBORHOOD RENEPIAL PLAN AND FILING OF APPLICATION FOR
DERAL ADVANCE OF FUNDS, AND RESCINDING RESOLUTIONS NOS, 27-66, 3-67, AND 28-68.
WHEREAS, under Title I of the Housing Act of 1949, as amended, the Secretary of Housing and Urban
Development may make advances of funds to local public agencies for the preparation of General Neighbor-
hood Renewal Plans for areas defined in Section 102 (d) of such Title where the interest of sound commu-
nity planning makes it desirable that the urban renewal activities proposed for the areas be planned in
their entirety; and
WHEREAS, Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race,
color or national origin under any program or activity receiving Federal financial assistance and Executi�
Order 11063 prohibits discrimination on the basis of race, color, creed or national origin in sale, lease
or other disposition of residential property (including land intended for residential use) or in the use
or occupancy thereof; and
WHEREAS, it is desirable and in the public interest that the Housing Authority of the City of Fay-
etteville, Arkansas, prepare a General Neighborhood Renewal Plan, presently estimated to cost $94,215.00,
in that certain area, herein designated a General Neighborhood Renewal Area, located in the City of Fay-
etteville, County of Washington, and State of Arkansas, and described as follows:
Part of the West 1/2 of Section 22, part of the West 1/2 of Section 15, part of the East 1/2 of
Section 16 and nart of the East 1/2 of Section 21, all being in Township 16 North, Range 30
West, more particularly described as follows, to -wit: Beginning at the SE corner of the NE
1/4 of the NW 1/4 of Section 22, T -16-N, R -30-W, thence North to the NE corner of the SE i/4

lished by the Department of Housing and Urban Development by this Resolution and,
WHEREAS, this Resolution is in conflict
with and should
supersede
certain Resolutions previously
approved; accordingly Resolutions No, 27-66
dated October 17,
1966; No.
3-67 dated February 6, 1967; and
No. 28-68 dated September 25, 1968 should be
rescinded.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF FA.YETTEVILLE, ARKANSAS:
1. That the proposed General Neighborhood Renewal Area described above is an area consisting of an
urban renewal area or areas which is of such size that the urban renewal activities in the urban renewal
area or areas may have to be initiated in stages, consistent with the capacity and resources of the Hous-
ing Authority of the City of Fayetteville, Arkansas, over an estimated period. of not more than 8 years.
2. That the undertaking by the Housing Authority of the City of Fayetteville, Arkansas of the prep-
aration of a General Neighborhood Renewal Plan for the General Neighborhood Renewal Area described above
is hereby approved.
3. That it is cognizant of the intention of the Housing Authority of the City of Fayetteville,
Arkansas, to undertake an urban renewal project promptly upon completion of the General Neighborhood
Renewal Plan and the preparation of an urban renewal plan for such project, which project shall embrace
at least 10 percent of the urban renewal area or areas within the General Neighborhood Renewal Area and
shall be of the character contemplated by Section 110 (c) of Title I.
4. That it is cognizant of the conditions that are imposed in the undertaking and carrying out of
f urban renewal projects with Federal financial assistance under Title I, including those relating to (a)
a feasible method of relocation, (b) the provision of necessary local grants-in-aid, and (c) the prohibi-
tion of discrimination because of race, color, creed, or national origin; as well as the requirement of
Section 102 (d) of Title I that a General Neighborhood Renewal Plan conform to the locality's general pla
and Workable Program for Community Improvement.

lution 5. That it is the intention of this body that the General Neighborhood Renewal Plan will be used to
8 (Cont,) the fullest extent feasible as a guide for the provision of public improvements in the General Neighborho
Renewal Area and that the Plan will be considered in formulating codes and other regulatory measures of
affecting property in such Area and in undertaking other local governmental activities pertaining to the
development, redevelopment, and rehabilitation of the Area.
6. That the filing of an application of the Housing Authority of the City of Fayetteville, Arkansas
for an advance of funds from the United States to enable it to defrav the cost of preparing a General
Neighborhood Renewal Plan for the proposed General Neighborhood Renewal Area described above is hereby
7. That Resolutions No. 27-66 of October 17, 1966; No. 3-67 of February 6, 1967; and No. 28-68 of

The City Manager presented the petition of John A."Jack° Roberts to rezone certain property located at thi
Southwest Corner of Leverett Avenue and Eagle Street from R-3, Multi -Family District to C-2 Thoroughfare
Commercial District, which had been approved by the Planning Commission.
After a brief discussion, the City Manager introduced and, at the request of the Acting Mayor, read a
proposed ordinance in its entirety for the first time entitled, "AN ORDINANCE AMENDING ZONING ORDINANCE
N0, 1239, AIdD REVISED ZONING DISTRICT MAP OF FAYETTEVILLE, ARKANSAS, APPROVED MAY 282 19623 AS AMENDED TO
REZONE CERTAIN REAL ESTATE FROM R-3, MULTI -FAMILY RESIDENTIAL DISTRICT TO C-21 THOROUGHFARE COMMERCIAL
DISTRICT".
Director Christie moved that the rule be suspended and that the Ordinance be placed on the second reading
