WMEREAS, A public hearing was held before the Planning Commission of the City of Fayetteville,

WHEREAS, a certain road within the present corporate limits of the City of Fayetteville was an
open, existing county road prior to its annexation into the city in 1966 and said road currently appears
to have no name and

Beginning at a point on the South side of State Highway 16 East, where the road herein described

The Cit-., Manager presented Administrative Memo No. 105 recommending a WARNING SIREN SYSTEM which was
spread onthe minutes and reads as follows:

WARNING SIREN SYSTEM
No. 105
Several months ago the City Board requested that the City investigate the possible installation of
warning sirens.in the City. Civil Defense and vendors of these items have now been checked and I
would make the.following report.,
The City of Fayetteville has no type of Civil Defense or disaster warning system sirens or other deviced.
For about twenty years we have had a single siren operating off the roof of t9e Cit•% Administration
Building. This siren has been primarily used to recall volunteers and off-duty firemen. It can be
used for weather alerts but not with much coverage.
There are 50% Federal Civil Defense matching funds available fora warning system project. This would
include both cost of equipment and installation costs. In discussion this program with engineers for
signal firms, it is believed that.electronic sirens mounted on poles with coverage of about 4,000 feet
in all directions would be the type to use if a program is initiated. Approximately seven (7) would
be: required to cover most all of the built up areas of the city. These units would be controlled by
a remot control to a central operating switch probably located in the Police Department.
The sirens and remote controls list at about $3,900 each with installation estimated at $1,100 each.
Each unit would then.cost abort $5,00 if list prices are used for a total installed cost for seven
(7) units of $35,000. It would be my.guess that the entire program could be carried out for about
$33,000. If Civil Defense funds would be made available for the program, the City's cost would be
about $16,500.
If the program is to be carried out, I would recommend that the Board authorize an application for
Federal Funds to be submitted to the Office of Civil Defense, Department of Commerce, in the amount
of $16,500 and that if this application is approved, the City proceed to install three (3) units
during 1968 at a cost to the city of about $7,500 and four (4) units in 1969 at a cost to the City
of about $9,000.
Director Kerlin moved to accept the recommendation as outlined in Memo. No. 105 above and authorize
the City Manager to make applications for Federal Funds through the Civil Defence Director and that the
the City's share be paidwt with the unappropriated surplus funds.
The Motion was seconded Director McFerran and upon roll call the following vote was recorded, "A,ye@

The City Manager presented Administrative Memo No. 106 recommendingn some Proposed.Budget Changes
which was spread' on the minutes and reads as follows:

PROPOSED BUDGET CHANGES
In the approved 1968 Budget for the General and Public Works Funds, Utility Service for Street Lights
zed ($25,660) and Utility Service for Traffic.Signals ($500), Maintenance of Traffic Signals ($''500) and
Traffic Signal Improvements ($5,500) were all transferred from General Fund Expenditures to Public
Works Fund Expenditures. Charges for all these items during 1968 have therefore been assessed against
the Public Works Fund.
We had estimated a beginning unappropriated surplus in the General Fund at January 1, 1968 for budget
purposes of $40,174. Audited figures placed the unappropriated surplus at $51,942. Further, we had
estimated an unappropriated surplus of $19,487 in the Public Works Fund. Audited figures placed this
surplus as of January 1, 1968 at $17,457, including inventory. Because of this improved picture in
the General Fund, I would recommend that most all items con2erning Traffic Signals be transferred
back to the General Fund for the 1968 fiscal year's expenditures. Some adjustments in other Public
Works Accounts are also recommended.

The City Manager reported that, the term of Mrs. H. J. Meenan on the Hospital Board expired on May 1,1968
Mrs. Meenan is presently serving as secretary to the board and as the only woman on the Board. Mr.
Kenneth Sanders, Hospital Administrator, strongli• recommends the reappointment of Mrs. Meenan. I would
concur in the recommendation to reappoint Mrs. H. J. Meenan to the City Hospital Board for a term to
expire on May 1, 1978.
Director McFerran moved to accept the recommendation of the City Manager and reappoint Mrs. Meenan to
the City Hospital Board for a term to expire on May.11,1978.
The motion was seconded by Director Swartz and passed unanimously.
The City Manager reported that bids had been received and tabulated for the purchase of a Traffic
Line Striping Machine, and he recommend the purchase of the one by VePed Traffic Controls, Inc.
for the total cost of $13736.50.
Director Melton moved to accept the recommendation of the City Manager and authorize the purchase of a
Traffic Line Striping Machine from VePed Traffic Controls, Inc. for the sum of $1,736.50.
The motion was seconded by Director Kerlin and passed unanimously.

AN ORDINANCE AMENDING ORDINANCE NO. 1572 of OCTOBER 16, 1967 TO CORRECT THE LEGAL DESCRIPTION CONTAINED
THEREIN.
WHEREAS, the first "Whereas" clause of Ordinance No. 1572 of October 16, 1967, ommitted the phrase
"of the Southwest Quarter (SW 1/4)" from the description of Tract B contained therein, and
WHEREAS, the correct description of Tract B should be as follows:
TRACT B: A part of the Northeast Quarter of the Southwest Quarter of Section Nine (9), in
Township Sixteen (16) North, of Range Thirty•(30) West of the 5th Principal Meridian, more
particularly described as follows, to -wit: Beginning at a point which is seven hundred forty
(740) feet South of the Northwest corner of the said forty acre tract, and running thence South
sixty (60) feet; thence East one hundred sixty (160) feet; thence North sixty (60) feet; thence
West one hundred sixty (160) feet to the place of beginning, and being situated in the City
of Fayetteville, Arkansas.
NOW, THEPXFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS:

A RESOLUTION COMMENDING THE BOARD OF DIRECTORS OF THE FAYETTEVILLE SCHOOL DISTRICT FOR THEIR DEVELOPMENT
AND OPERATION OF THE SEO,UOYAH VOCATIONAL TECHNICAL SCHOOL AND THE PLANNED EXPANSION OF SAID SCHOOL
BY APPLICATION FOR FEDERAL GRANT THROUGH THE ECONOMIC DEVELOPMENT ADMINISTRATION OF THE U.S. DEPARTMENT
OF COMMERCE.
WHEREAS, the Board of Directors of the Fayetteville School District through development and operati
of the Sequoyah Vocational Technical School have contributed immeasurably to the task of better educatin
more people for better jobs, providing skilled employees for industry and reducing unemployment in
Fayetteville and the surrounding areas; and
WHEREAS, said Board of Directors have further demonstrated vision and sound planning by
application for a Federal grant through the Economic Development Administration of the U. S. Department
of Commerce, in order to permit needed expansion of said school which will enable the school to
provide even wider educational opportunities for skilled and semi -skilled workers, and
WHEREAS, said application has been undertaken as a part of the Growth Center Activities of the City
of Fayetteville within the Economic Development District of which it is a part, thereby helping
to discharge the responsibilities of the City of such Growth Center,
NOW, THEREFORE, -BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS:
That the Board of Directors of the Fayetteville School District be and they are hereby heartedly
commended for their sound vision, planning and ability in the development and operation of the Sequoyah
Vocational Technical School, and for their sound judgment in seeking to expand said school through
application for a Federal Grant from the Economic Development Administration of the U. S. Department
of Commerce, as a part of the Growth Center Activities of the City of F^yetteville within the
Economic Development District of which it is a part.

close the following described street in Elmwood Addition to the City of Fayetteville, Arkansas, to -wit:
' An unnamed street commencing at the North edge of Overcrest Street running thence
North between Block 3 and Lot 1, Block 4, Elmwood Addition, Fayetteville, Arkansas,
to the North edge.of said subdivision.
