Director McFerran moved to approve the General Fund Budget with the changes in the preliminary budget
as recommended by the City Manager. .
The motion was seconded by Director Kerlin and passed unanimously.
Director Kerlin moved to postpone the regular meeting of the Board of Directors to January 2, 1968, due
to the Regular meeting night being on a holiday.
The motion was seconded by Ddrector Melton and passed unanimously.
There being no further business, Director Kerlin moved to adjourn.

adjourned.

The Board of Directors of the City of Fayetteville, Arkansas, met in regular session on Tuesday, January
at 7:30 P. M.
Present: City Manager Gerald G. Fox, City Clerk George J. Davis, City Attorney Hugh Kincaid,.and Director
Kerlin,•McFerran, Melton, Christie, Trumbo, and Dunn.
Absent: Director Sylvia Swartz.
The minutes of the regular meeting on Monday, December 18, 1967, and of the special meeting on Thursday,
December 28, 19671 copies of which had previously been mailed to each of the Directors, were approved as
written.
The City Manager reported that bids had been received and tabulated for the purchase of gasoline, oil, an
e kerosene for the first six months of the ,year of 1968,(Ending June 30, 1968) and he recommended that the
of low bid be accepted on all three items.
,etc. Director Melton moved to accept the recommendation of the City Manager and to authorize the purchase of
the three items as follows:
Gasoline to be purchased from the Lion Oil Co. @ Regular $.199 per gallon and Premium @ $.215 Per
Diesel Fuel to be " " " Continental Oil Co. @ $.114 per gallon
Kerosenb� " " " " " Stout Petroleum Co. ® $.125 per gallon.

Ordinance No. 1582 The City Attorney introduced and, at the request of the Mayor, read a proposed ordinance in its entirety
entitled, 11 AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1239, AND REVISED ZONING DISTRICT MAP OF
FAYETTEVILLE, ARKANSAS, APPROVED MAY 28, 1962s AS AMENDED, TO REZONE CERTAIN REAL ESTATE FROM 0-1
OPEN LAND DISTRICT A -ND C-2 THOROUGHFARE COMMERCIAL DISTRICT TO R -1B SINGLE FAMILY RESIDENTIAL DISTRICT
' AND P -1A SPECIAL CHURCH DISTRICT."
Director Christie moved that the rule be suspended and that the ordinance be placed on the second
reading.
The motion was seconded by Director Kerlin and passed unanimously.
The ordinance was then read for the second time.
The Mayor then declared the Ordinance opened for discussion.
There being no discussion, Director Christie moved that the rule be further suspended and the Ordinance
placed on the third and final reading.
The Motion was seconded by Director Kerlin and passed unanimously.
The Ordinance was then read for the thiid and last time.
The Mayor then asked 2bquestion, "Shall the Ordinance pass?"
Upon roll call the following vote was recorded, "Aye", Kerlin, McFerran, Melton, Christie, Trumbo, and
Dunn.
"Nay",none.
There being six "ayes" and no "nays", the Mayor declared the Ordinance passed.

AN ORDINANCE AMENDING ZONING ORDINANCE N0, 1239, AND REVISED ZONING DISTRICT MAP OF FAYETTEVILLE,
ARKANSAS, APPROVED MAY 28, 1962, AS AMENDED, TO REZONE CERTAIN REAL ESTATE FROM 0-1 OPEN LAND DISTRICT
AND C-2 THOROUGHFARE COMMERCIAL DISTRICT TO R -IB SINGLE FAMILY RESIDENTIAL DISTRICT AND P -1A SPECIAL
CHURCH DISTRICT.
WHEREAS, A public hearing was held before the Planning Commission of the City of Fayetteville,
Arkansas, on December 12, 1967, ohethe petition initiated by said Planning Commission, to determine
whether the Planning Commission should recommend to the Board of Directors of the City of Fayetteville,
Arkansas that Board of Directors enact an ordinance rezoning the following described property, LESS
' and EXCEPT Tracts A, B and C, from 0-1 Open Land District and C-2 Thoroughfare Commercial District to
R-18 Single Family Residential District; and rezoning Tracts A, B, and C from 0-1 Open Land District'
and C-2 Thoroughfare Commercial District to P -1A Special Church District, to -wit:
A part of Sections 25, 35, and 36, T -17-N, R -30-W, described as follows: Beginning at a point
where the North right-of-way line of Stubblefield Road intersects with the East line of the West
half (W 1/2) of the Southwest Quarter (SW 1/4) of said Section 25; thence South to the North line
of Oaks Manor Addition; thence East to the Old Missouri Road; thence in a Northwesterly direction'
along the border of the Oaks Manor Addition to its intersection with the East line of the West Half
(W 1/2) of the West half (W 1/2) of Section 36; thence South along said East line of the West Half
( W 1/2) of the West Half (W 1/2) of Section 36 to a point due East of the Southeast corner of Oaks
Manor Addition; thence West two thousand (2000) feet; more or less; thence North to the South line

WHERAS, notice of said public hearing, setting forth the date, time, place and purposes of said
hearing and location of property was published in the Northwest Arkansas Times, a newspaper of geieral
circulation in said City, more than 15 days prior to said public hearing, and
WHEREAS, following said public hearing said Planning Commission certified to the Board of Directors
of the City of Fayetteville, Arkansas, its recommendation that an ordinance be adopted rezoning the abov
described property, LESS and EXCEPT Tracts A, B and C, from 0-1 Open Land District and C-2 Thoroughfare
Commercial District, to R -IB Single Family Residential District; and rezoning the above-described Tracts

SECTION 1. That the above-described property, LESS and EXCEPT, Tracts A, B, and C, be and the same
is hereby rezoned from 0-1 Open Land District and C-2 Thoroughfare Commercial District to R -1B Single Family
Residential District.
SECTION 2. That the above-described Tracts A, B, and C be and the same are. hereby rezoned
from 0-1 Open Land District and C-2 Thoroughfare Commercial District to P -1A Special Church District.
SECTION 3. That all ordinances or parts of ordinances in conflict herewith are hereby

The City Manager also reported that the term of Hal Douglas on the Housing Authority expired on December
1967. The Authority recommends his reappointment for a term to expire on December 29, 1972. I concur
in this recommendation.
Director Kerlin moved to reappoint Hal Douglas to the Housing Authority Board for a term of five years,
said term to expire on December 29, 1972.
The motion was seconded by Director Dunn, and passed unanimously.
The City Manager presented and recommended the approval of plans and specifications for the expansion
of the City Shop, prepared'by the Engineering Department.
After a brief discussion, director McFerran moved to approve the plans and specifications for the Shop
expansion as prepared by the City Engineering Department and that the City Manager be and he is hereby
authorized to advertise for bids to be received and tabulated on February 1, 1968, at two o'clock p.m.,C
The motion was seconded by Director Melton, and passed unanimously.
A long discussion was held regarding the construction of sidewalks rear the various city schools.

near and School District.

there may be some tough construction problems.
Director Kerlin moved that the City Manager be instructed to discuss the sidewalk situation around the
schools with the P.T.A.s and school district as outlined above.

In 19 0,City Council made first appointments to a Librar*r Board. This was a
five member board with
first terms of two members to expire on January 1, 1962, two to expire on January
1, 1964 and one to
expire on January 1, 1966. Thereafter, all terms were to to for six years, filled
by Mayor with Council
approval.

Webb Williams and Ted Wylie were reanpointed to six year terms in 1962 to expire in
January of 1968.

1970. ,Ellis Shelton's term expired in January, 1966 and our records indicate that
he was never reap-
pointed.

Ted Wylie to the
Library Board for terms to expire on January'1, 1974 and for the reappointment of
Ellis Shelton for
a term to expire on January 1, 1972. All have indicated their willingness and desire to continue to
serve on the Library Board.
