Shop. Center land located along Hillcrest Avenue, which had been denied by the Planning Commission.

decision, they knew nothing of the time set for the hearing, and requested they be heard at this time.
, Attorney E. J. Ball, representing the Evelyn Hills Shopping Center, Inc., appeared before the Directors and
described the area and property in question and the reasons for the request to rezone.
Attorney Lewis Jones, representing the opposition to the rezoning, appeared before the Directors and
outlined the reasons for the opposition.Both sides expressed willingness to work out an agreement.
After a very long discussion, Director Dunn moved that action on this be tabled for one hundred twenty(120)
days and request that the interested parties work out an agreement to be presented to the Planning Comnisai

The City Manager outlined the proposal of the'SOUTHWESTERN BELL TELEPHONE COMPANY on their proposed
service and rate change in an Administrative Memo No. 81 which was spread on the minutes and reads as

SOUTHWESTERN BELL TELEPHONE COMPANY,
The City Board of Directors has been contacted by the Manager of Southwestern Bell concerning a proposed
service and rate eohangeefdorFa*ittasi3ks telephone customers. This service charge is called "extended
area service" and would result in the free calling between all Fayetteville and Springdale telephone. In
turn, this would necessitate a monthly rate increase for all classes of service on Fayetteville and
Springdale telephone users to amortize the initial investment cost and toll charge loss to the telephone

public reaction to the proposal as possible prmor to November 6. If it is blieved that the.proposal will
' benefit the majority of Fayetteville telephone subscribers, it sould be adopted. A resolution to this
effect will be presented for your consideration on November 6.

he City's_personnel Policies were adopted by motion of the Board of Directors under authority of Ordi
098 on September 19, 1966. Below.you will find three'(3) changes recommended at this time:
1. Under Sick Leave, change Section (g) to read:
(g) Sick leave shall be granted to employees only after they have completed three (3) month of
employment with the City, but sick leave shall accrue foom the date of employment.
2. Add to paragraph on Emergency Leave:
The department head may grant emergency leave of not more than one (1) day for an employee to be a
pall bearer or attend a funeral of someone no within the immediate family.
3. Add a section.called Maternity Leave: '
Maternity Leave
Female employees will be allowed to coninue work until through the seventh month of a pregnancy. This
will be granted only if, in the judgement of the department head, the pregnancy does not interfere with work.
The City cannot guarantee that the job will be open for re-employment, but first consideration will
be given for re-employment with the city for individuals after taking maternity leave.

Director Melton moved that the rule be suspended and that the Ordinance be placed on the second reading.

The Ordinance was then read for the second time.
The Acting Mawr then declared the Ordinance open for discussion. There being no discussion, Director
Christie moved that the rule be further suspended and the Ordinance be placed on the third and finial
reading.

ORDINANCE NO. 1576
AN ORDINANCE AMENDING CHAPTER 1P (TRAFFIC) OF THE FAYETTEVILLE CODE OF ORDINANCE;;AND FOR RELATED PURPOSES.
WHEREAS, certain revisions and changes are needed in the regulations pertaining to parking, parking
meters and off street parking facilities as contained in Chapter 19 of the Fayetteville Code of Ordinances,
in older to provide for more effective and safer handling of traffic and parking facilities.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS.
SECTION 1. That Section 19-169 of the Fayetteville Code of Ordinances, is hereby amended to read as
follows:
SECTION 2. Parking is hereby Prohibited upon the following portions of East abd Block Street,
except on Sundays:
(a) The east side of East Street between Meadow and Dickson Street.
(b) The east side of Block Street between Meadow and Dickson Street.
Penalties For violation fo thes Section shall be as prescbibed in Section 19-263 of the Fayettevil
Code of Ordinances.
SECTION 3. That Section 19-174 (a) of the Fayetteville bode is hereby amended to read as followa:
(a) Any vehicle parking or standing in any parking meter shape within a zone establiched be
-this division may lawfully occupy such space for twelve 12) minutes fo each one cent coin
deposited, for one (1) hour for each five Cents deposited, for two (2) hours for the
depositedf one dime, for five (5) hours for the deposit of one quarter or combination
of coins for which the meter is designed.
SECTION 4. That Section 19-185 of the Fayetteville Code of Ordinances is hereby amended by adding
the following language after paragraph nine (9):
(10) A part of Block 15, in the original Plat of the City of Fayetteville, Arkansas, described
as follows: beginning at a point One Hundred Twenty Seven (127) feet west of the North-
east -corner of Block 15 and running thenceeSouth Two Hundred Six (206) feet to the North
line ofan alley: thence North Ninety (90) feet: thence East Twenty -Two (22) feet; thence
North One Hundred Sixteen (116) feet to the South line of 'Ieadow Street; thence East

(1) The Public Square and all streets leading to and from the public square for one (1)
block in all derections except as in (a) (1) above.
(2) Dickson Street from Church Avenue to Arkansas Avenue.
(3) West Avenue from Lafayette Street to Dickson Avenue.
(4) School Avenue from Dickson Street to Spring Street.
(5) Center Street from College Avenue to County Ave.
(6) East Avenue from I'leadow Street to Spring Street on the West side and the first two
parking meter spaces on the'west side of East Avenue fram Spring Street north except
as in (a) (2) above.
(7) Block Avenue from Meadow Street to Spring Street on the West side.
(8) West Mountain street from Church Avenue to Locust Street.
(�) Church Avenue from Center Street to Rock Street on the east side.
(10) Rock Street from Block Avenue to Church Street on the North Side..
(c) Ten Hour Zones:
(1) East Avenue from Spring Street to Dickson Avenue on the west side except for the
first two spaces north of Spring.

SECTION 5• That Section 19-190 of the Fayetteville Code of Ordinances is hereby amended to read as

Sec. 19-190 Parking Time Limits.
Parking or standing a vehicle in a desiggated space in a parking meter facility establiched by
this division shall be lawful for twelve 1112) minutes upon deposit of a one cent coin,
twentywfour (24) minutesuupon deposit of two (2) one cent coins, thirth-six (36) minutes upon
the deposit of three (3) oneecent coins, forth-eigW (48) minutes upon the deposit of four
(4) one cent coins, or sixty (60) minutes upon the deposit of five 5) one cent coins or one (1
five cent coin, two hours for one (1) ten cent coin or combination of coins, of the United
States of America, for which the meter is designed. Such parkingg shall also be lawful for like
periods of time for certain designated parking meters from one 11) hour to ten (10) hours,
inclusive upon depositing the necessary amount of coins, either nickels, dimes or quarters,
required for the amount of parking time desired at the aforesaid -rate of five 5) cents per
hour..
SECTION 6. That Section 19-193 of the Fayetteville Code of Ordinances is hereby amdnded to read as
follows:
Sec. 19-193. Rental of Parking Spaces.
(a) Notwithstanding any other provision of this division, the Fayetteville Parking Associati
is hereby authorized to rent up to one hundred (100) parking space located in the off-
street parking meter facilities which are now subsidized by such association, for a
charge of six dollars ($6.00) per month for each parking space. All proceeds from the
rental of such parking spaces shall be transferred to the City at the end of each month,
such amount being credited to the amount the association is required to pay to the city
for subsidizing the operations of certain bff-street parking meter favilities located in
the city.
SECTION 7. That all ordinances or parts of ordinances in conflict herewith are hereby repealed and
ordinance shall be in full force and effect from and after its passafe, approval and publication.
