2011 Appoint Albert Jones The City Manager reported that he wished to attend the International City Managers' Association in acting Cita Manager. New Orleans, Ia., on October 9 to October IJ, inclusive and he recommended that Albert J. Jones be appointed as acting City Manager during his absence. Director Dunn moved that City Controller Albert J. Jones be authorized to act as City Manager from October 9 through October 11 during the absence of City ''tanager Gerald G. Fox. The motion was seconded by Director Kerlin and passed unanimously. The City Manager reported that City Engineer W. C. Smith had retired on October 1, 1967. Director Melton moved to adopt a resolution commending Mr. W. C. Smith for his long and faithful service to the City of Fayetteville. The motion was seconded by Director Kerlin and passed unanimously. Resolution 15-67 RESOLUTION NO. 15-67 (Commending Carl Smit}i) WHEREAS, W. C. (CaEl) Smith has retired as City ''ngineer, Water and Sewer Superintendent, and Traffic Engineer after more than sixteen years of faithful services to the City, and WHEREAS, Carl has always been loyal to both the City and his men with the motto, "If a fob isrrth. it is worth doing right" and 11 The little jobs are what make the big jobs work", and oing WHEAREAS, by his_dedication:.and"iu'ntiiangE-Efforts in the many projects he has helped construct or improve, including the Lake Sequoyah projects,hEeaver Water Supply, Waste ''ater Disposal Plant, South Mountain Booster, Drake �ield Airport, dater and Sewer Operations Center, and many others, he has erected a permanent monument to himself and his posterity as well as making the City of Fayetteville a better place in which to live. Parish, husband and wife, to rezo certain property,located just north of the Oak Plaza Shopping Center, from R-2 Two Family Residential Ordinance So. 1569 District to C-1 Neighborhood Commercial District, which had been approved by the Planning Commission. After a brief discussion, the City Attorney introduced and, at the request of the Acting Mayor, read a proposed ordinance in its entirety for the first time entitled, "AN ORDINANCE AI4EIJDING ZONING ORDINANCE NO. 1239 AND REVISED ZONING DISTRICT MAP OF FAYETTEVILLE, ARKANSAS, APPROVED MAY 28, 1962, AS AMENDED, TO REZONE CERTAIN REAL ESTATE FROM R-2 TWO FAMILY RESIDENTIAL DISTRICT TO C-1 NEIGHBORHOOD COMMERCIAL DISTP.I Director Melton moved that the rule be suspended and that the ordinance be placed on the second reading. AC I G MAY GEORGVJ*.DAVISx CITY CLERK The City Manager made a recommendation regarding the SPRINGDALE SEWER SERVICE CONTRACT in Administrative Memo No. 78, which was spread on the minutes and reads as follows: , Admintstrative Memo # 78 SPRINGDALE SEWER SERVICE CONTRACT Authorized Springdale Sever Service The City of Springdale has recently constructed a sanitary sewer line through City of Fayetteville Contract. property to serve property in Springdale just north of Lake Fayetteville. We approved an easement for the line across our property just recently. This sewer line will be able to serve properties within the City Limits of Fayetteville as well as our lake Fayetteville property. I would recommend approval of the Contract with the addition of items 7 and 8 above. At this meeting it was recommended that the Parks and Recreation Department sponsor a winter program for adults. This program would be conducted at the old Hillcrest Gym, which we have permission to use at no cost. The program would consist of women's basketball leagues, men's basketball and volleyball leagues and either aI university men's basketball league or a church volleyball league. It was recommended that this•program be conducted for four nights a week for twenty weeks starting 30th. We are asking the city to pay the salary of a mate adult to be in�charge of the leagues at $30 a week foo the 20 weeks, a total of $600.00'and to purchase the equipment. The equipment would consist of volleyballs, basketball, nets and scorebooks, which would cost approximately $260.00. During the 20 week program it will be possible to have a four team league of women's basketball which will run one night a week for ten weeks, eight team league of men's volleyball running two nights a wee#f.6r_ten weI,ks and eight team league for men's basketball running for two or three nightsaa week for twelve weeks. The remainder of the time would be used for either church or university students' leagues. We believe this program would provide wholesome and much needed recreation for abbut 230 adults. The remainder of the cost of the program such as references, awards and etc. would be paid by the sponsor of the teamsmem the team members. As you will notg,we have worked out arrangements with the SchooldDistrict to use Hillcrest Gym at no cost Ifor ' night time recreation activities for adults. This will free the Youth Center for teenage recreation activities at night.- Volleyball and basketball for both men and women are scheduled for a 20 week period between November 1 and April 1. 1 The City would employ a recreation supervisor for $30 per week ($7.50 for each of four nights) and pay for the needed equipment. .This would run $600 annually for salaries and about $250 annually for equipment. Mr. Brown estimates that over 200 adults would particiapte in this program. All other costs of the program for referees, trophies, etc, would be met by charging entrance fees sufficient to cover these expenses. I would recommend approval of this program. There is sufficient money'budgeted in the salary and accounts 6o cover the sum necessary for 1967 fiscal year in the Parks and Recreation budget. Director Melton moved to approve the Adult Winter Recreation Program as outlined above, and that City be authorized to proceed with the program. He further moved that the City Manager be authorized to write a letter to the Fayetteville Schools coo them for the use of Hillcrest School Gymnasium. J. City Manager outlined the proposal of the'SOUTHWESTERN BELL TELEPHONE COMPANY on their proposed ice and rate change in an Administrative Memo No. 81 which was spread on the minutes and reads as ower strative Memo # 81 PROPOSED SERVICE AND RATE CHANGE SOUTHWESTERN BELL TELEPHONE COMPANY. The City Board of Directors has been contacted by the Manager of Southwestern Bell concerning a proposed service and rate enhangeefoorFa�atbavi&&d telephone customers. This service charge is called "extended area service" and would result in the free calling between all Fayetteville and Springdale telephone. In turn, this would necessitate a monthly rate increase for all classes of service on Fayetteville and ,Springdale telephone users to amortize the initial investment cost and toll charge loss to the telephone t was explained that this study and proposal for extended area service was completed at the request of ersons in both cities and the State Public Service Commission. In other words, it wads nott initiated he telephone company. y. The telephone company claims that it will take about $250 o improve their plant to protide circuits for extended area service. This type of service would not be vailable until mid -1969 if approved now. one month period of service was studied by the telephone company. This study indicated that less than $ of £Avetteville_residential telephone users had a Springdale, tb&ttghlaagkland just slightly over` % of the business users. In Springdale, though, well over 504 of both residential and business users 1 yetteville toll charges. It is proposed that the oneparty rate in Fayetteville be increased 55 cents nthly to $6.20 and in Springdale 75 cents to the same figure. The one party business rate in Fayettev uld be raised to X14.25 or $1.75 more than now. "r. Sells indicated that the Fayetteville rate would obably have to be raised to $5.95 from $5.65 for one party residential service if the extended area rvice is not adopted because the increase in numbers of phones has now placed the city in the next cb either event, there would also be corresponding increases in all other classes of users also. In dition, in either case the rate increases would result in the city receiving $1 per telephone in anchise taxes instead of the present 93 Cents. proposal has received publicity on October 26. I would suggest that the Board(andeavor to get as much .ic reaction to the proposal as possible pr&or to November 6. If it is blieved that the.proposal will fit the majority of Fayetteville telephone subscribers, it sould be adopted.
