g. The Board of Directors of the City of Fayetteville, Arkansas, met in regular session on Tuesday,
September 5, 1967, in the Directors Room in the City Administration Building at 7:30 P.M. CDST.
Present: City Manager Gerald G. Fox, City Clerk George J. Davis, City Attorney Hugh Kincaid and
Directors: Kerlin, Swartz, McFerran, Melton, Christie, and Trumbo.

nt. The minutes of the regular meeting on Monday, August 21, 1967, and of the special meeting on Wednesday,
August 30, 1967, copies of which had previously been furnished to each of the Directors, were approved
as written.
The City Manager presented the petition of Donald Bunting and Norma Bunting, husband and wife, to rezone
certain property located on Duncan Avenue and south of Center Street, from R-3 Mglti-Family Residential
District to R-4 Multi -Family Residential and Dormitory District, which had been approved by the Planning
Commission.
After a brief discussion, the City Attorney introduced and, at the request of the Mayor, read a proposed
ordinance in its entirety for the first time entitled, "AN ORDINANCE AME14DING ZONING ORDINANCE NO. 1239,
AND IREVISED ZONING DISTRICT MAP OF FAYETTEVILLE, ARKANSAS, APPROVED MAY 282 19620 AS AMENDED; TO REZONE
CERTAIN REAL ESTATE FROM R-3, MULTI -FAMILY RESIDENTIAL DISTRICT, TO R-4, MULTI -FAMILY RESIDENTIAL AND
DORMITORY DISTRICT".
Director Christie moved that the•rule be suspended and the ordinance be placed on its second reading.
The motion was seconded by Director Melton and passed unanimously.
The Ordinance was then read for the second time.
The Mayor then declared the Ordinance open for discussion. There being no discussion, Director Melton
moved that the rule be further suspended and that the Ordinance be placed on the third and final reading.
The motion was seconded by Director McFerran and passed unanimously.
The Ordinance was then read for the third and last time.
The Mayor then asked the question, "Shall the Ordinance pass?" Upon•roll call the following vote was
recorded, "Aye" Kerlin, Swartz, McFerran, Melton, Christie, and Trumbo.
"Nay" None.
There being Six "Ayes" and No "Nave", the Mayor declared the Ordinance passed.

AN ORDINANCE AMENDING ZONING ORDINANCE NO, 1239, AND REVISED ZONING DISTRICT MAP OF FAYETTEVILLE,ARKANSASj
APPROVED MAY 28, 1962,ASSAMENDED, TO REZONE CERTAIN REAL ESTATE FROM R-3, MULTI -FAMILY RESIDENTIAL DISTRI(
TO R-42 MULTI -FAMILY RESIDENTIAL AND DORMITORY DISTRICT.
WHEREAS, a public hearing was held before the Planning Commission of the City of Fayetteville, Arkans
on August 15, 1967, on the petition of Donald Bunting and Norman Bunting, requesting that said Planning
Commission recommend to the Board of Directors of the City of Fayetteville, Arkansas, that the Board of
Directors enact an ordinance rezoning the following described property, presently zoned R-3, Multi=Family
Residential District to R-4, Multi -Family Residential and Dormitory District, to -wit:
Beginning at a point nine (9) feet North of the Southeast corner of lot One (1)
in Block Seven (7) in I.W. Duncan's Addition to the Ciry of Fayetteville, and

described territory to the City of Fayetteville, Arkansas, to -wit:

The City Manager reported that bids had been received and tabulatedlbr the purchase of four vehicles for
the Sanitation Department, vim,
One 32,000 GVW Truck Chassis.
One 22,000 GVW Truck Chassis and Bed.
One, -Half Ton Pickup with Bed.
One -Half Ton Pick -Up Without Bed - Four Wheel Drive.
He further reported that the low bid was the one by International Harvester Sales & Service qt a total cc
to the City of $16,415,01 and he recommended the purchase from them as they also met the required
specifications.
Director McFerran moved to accept the recommendation of the City Manager and that the City Manager be and
he is hereby authorized to purchase the Four vehicles for the Sanitation Department as outlined for the t,
sum of $16,415.01 from the International Harvester Sales & Service Co.

The City Manager presented his recommendation in regard to a "revised Agreement" for Creation of the
Northwest Arkansas Regional Airport Authority which was spread on the minutes and reads as follows:

August 31, 1967
The City has been presented with a "revised agreement" for creation of the Northwest Arkansas Regional
Airport Authority with urging that such be studied and approvedX at an early date. This was submitted
by the Sectetary of the temporary steering committee. The Chairman of the temporary steering committee
has also requested some funds from all the jurisdictions involved in order to defray organization expen
and to especially employ legal counsel in order to study the proposed agreement and work out final
details with legal representatives of the jurisdiction involved.. Fayetteville's share of the expenses
would be $350.00 of some $1,000.00 to be apportioned.
You will find attached a copy of the proposed Agreement. City Attorney Kincaid will not have an opporti
to review completely prior to our September 5 meeting nor will legal advice be obtained by the Steering
Committee as to adequacy of Agreement for bonding purposes. It is my feeling and that of our represent:
on the Steering Committee that legal counsels for all involved jurisdictions have an opportunity to
completely review the document prior to`the governing bodies approcal of such, This should not'
materially delay the permanent creation of the*Regional Airport Authority; and,in the long run; would
probably result in its ability to more quickly proceed with their tasks without having to change the
agreement in mid -stream.
Therefore, it would be my recommendation to proceed as follows:
(1) To indicate our general agreement with the terms of the revised agreement to create a Northwest
Arkansas Regional Airport Authority
(2) To appropriate from General Funds the sum of $350.00 to be turned over to the Secretarya
T Treasurer of the Steering Bommittee for organizational and legal expenses.
(3) To instruct the City Attorney to review the Agreement in conjunction with a legal representati
of the Steering Committee and to make a report to the City Board if Directors at the earliest
possible date.
