Regular Meeting The Board of Directors of the City of Fayetteville, Arkansas, met in regular session on Monday, March 6,19�6� 72
in the Directors Room in the City Administration Building at 7:30 P. M.
Present: City Manager Gerald G. Fox, City Clerk George J. Davis, City Attorney Hugh Kincaid, and Directors;
Swartz, McFerran, Melton.' Christie, Trumbo, and Dunn.
' Absent: Director James T. Kerlin.
The minutes of the regular meeting on Monday, February 20, 1967, a copy of which had previously been
mailed to each of the Directors, were approved as written.
The City Manager gave a revised report on the construction of an animal shelter, which had been discussed

After a long discussion, Director Dunn moved to authorize the construction of the animal shelter near the
City Shop according to the recommendation of the City Manager as outlined in Memo No. 43.
The motion was seconded by Director McFerran and upon roll call the following vote was recorded: "Aye"
Swartz, McFerran, and Dunn. "Nay" Melton, Christie, and Trumbo.
There being Three "Ayes" and Three "Nays", the Mayor declared the motion defeated for lack of a majority
Director Dunn then moved to table all Dog Pound Improvement proposals until Budget preparation time in
fall of 1967.
The motion was seconded by Director Melton and upon roll call the following vote was recorded: "Aye"
Melton, Trumbo, and Dunn. "Nay" Swartz, McFerran, and Christie.
There being Three "Ayes" and Three "Nays', the Mayor again declared the motion defeated for lack of a
majority votes.
Purchase of Concrete.
Culvert Pipe The City Manager reported that bids had been taken for the purchase of Concrete Culirert Pipe and T's and
& he recommended that the purchase be made from the low bidder which was the Tune Construction Co.,
T's Fayetteville, Arkansas.
Director Melton then moved to accept the recommendation of the City Manager and purchase the Concrete
�ulvert Pipe and T's from Tune Construction Co,
he motion was seconded by Director McFerran and passed unanimously.

SANG AND HARTMAN STREET IMPROVEI1TIT BIDS
February 24, 1967, the City opened bids for street improvements on Old Farmington Road -Sang Avenue to
one Avenue and on Hartman Avenue from Center to Nettleship. The engineer's estimate on these jobs was
5,000. Two bids were received with the low bid from Anchor Construction Conpany in the amount of $33,753.35
tabulation of the bids is attached.
Hartman street job amounted to $6,600 of the total bid. This job is under petition to be paid by the
perty owners with the city paying for inspections, one half the cost. of everything except curb and gut -
side yards, asphalt laydown if over 10¢ per square foot, up to 10% of total front footage if not signe,
petition, and engineering costs. This job is 625 feet in length or 1,250 property line feet. Therefo.

' The Old Farmington Road --Sang Avenue street job would cost about $27,100. This project is about 1,650
feet long. About 1,300 feet en Sang would be curb and guttered with sidewalk on one side. The other 350
would be with barrow ditches. This project is divided as follows: Curb, gutter and sidewalks --$6,500 or
$3.50 per foot on one side of Sang and $1.75 per foot on the other; prime and asphalt at $6,300 or $1.90
per property line foot; dirt work, excavation and base work at $7,850 or $2.35 per foot; drainage work --
$4,700 or $1.85 per foot on Sang only; and miscellaneous about $1,800 or about $0.40. Divided as per th
type of improvement on the side of the street involved it would run about $10.00 per foot for the school
(west) side of Sang for about 1,300 feet; about $8.25 per foot for the east side of Sang; and about $4.75
per foot for the Old Farmington Road project of about 350 feet.

Based upon an offer by the City, the School system has agreed to pay itself and collect from willing props
owners $16,000 toward this.project. The City would therefore pay $119000 toward_ construction and $2,300
engineering.

James T. Kerlin, Sylvia Swartz, Joe McFerran, Garland Melton,Jr., Arnold Christie, Don Trumbo, and Dale Dunn.

of IThe Mayor reported that the purpose of the meeting.was to receive and open bids on :
1. Sanitary Sewer Treatment Plant
2. Outfall Line (3611) and Water Line to serve the Treatment Plant
and that all members of the Board of Directors had been notified by U. S. Mail and'by Telephone.
The bids on the Sanitary Sewer Treatment Plant were opened by Director Dunn and read by Consulting Engi
and L. M. McGoodwin.
The bids on the Outfall Line (3611) were opened by Director Dunn and read by Consulting Engineer John Ma
No further action was taken at this time as the Consulting Engineers wished to take more time to give a
complete tabulation of the bids, which they stated would be done for the next regular meeting of the'
Board of Directors on Monday, March 20, 1967. '
There being no further business,
Director Kerlin moved to adjourn.
