HomeMy WebLinkAbout1967-02-20 Minutes116 The Board of Directors of the City of Fayetteville, Arkansas, met in'regular session on Monday, February 20, 1967, in the Directors Room in the City Administration Building, at 7:30 P. M. Present: City Manager Gerald G. Fox, City Clerk George J. Davis, City Attorney Hugh Kincaid, and Di:rectols: Kerlin, Swartz, Melton, Christie, Trumbo, and Dunn. Absent: Director McFerran. The minutes of the regular meeting on Monday, February 6, 1967, a copy of which had previously been mailed to each of the Directors, were approved as written. The City Manager read an Administrative Memo in regard to Airport Leases-- Rent a Car which was spread the minutes and reads as follows: The last action which the City took on the matter is as follows on September 27, 1965:"Alderman S moved, that in order to provide additional waiting room facility, the two counters be removed from the Airport Terminal Building and stored in the main hangar. He further moved that the Mayor be authorized make arrangements to provide rental space on the west wall of the Airport Terminal Building for teleph facilities on an annual basis of $50.00 per telephone. The.motion was seconded bytAlderman Thomas and passed unanimously" The counters have never been removed and the three are paying $50.00 per year for telephone space. I would recommend that the three firms be offered license agreements to lease about 60 Aquire feet each of space to conduct their businesses at $3.80 per square foot per year, or $228.00 per year. This is the same tsnmst. as.Central Airlines have. Further, that one of the firms be authorized to uhiliz space at the east side of the lounge area. Airport I the space in the Airport Re I There are presently three firms utilizing space at Drake Field Terminal for Rent-A-Car Business(Avis Rent a Rent-A-Car with Ray Ellis; Hertz Rent-A-Car with Herbert Hatfield; National Rent-A-Car with Roy Guthrie) Car Lease The City does not presently have leases or license agreements with any of the firms for use of space at the terminal. The City Manager presented a recommendation in an Administrative Nemo for the Mechanizing of the City Payroll. The Memo was spread on the minutes and reads as follows: Administrative Memo #39 Payroll MECHANIZING CITY PAYROLL At the present time, the City issues about 400 payroll checks monthly to its employees on a twice a mo basis. Payroll periods begin on the 1st and 16th of e.;ch month, with payroll checks issued on the 5th 20th of each month. Estimated Cost to prepare payrolls under our present system annually are: 1. Printing and Forms $250000 2. Time Spent Overtime 100 hours @ $2.50 $ -250.00 Regular 684 hours '@ $1.67 19150.00 1'400.00 Total$1650:00 Issuing about 5,000 checks annually, this method costs the city about 33¢ per check. We have been working with the First National Bank of Fayetteville,to determine if it would be advantage for the city to place its payroll on the automated systems operated by that firm; In other words, to mechanize the payroll preparation function. We have determined that it would be advantageous and would recommend theaadceptance of the following proposal from the First National Bank: a).an initial set-up charge of 50¢ per employee; b) a service charge'of 30¢ per check for which all forms and checks would furnished as well as a detailed payroll register, employee earnings record and completed W2 and 941-A forms; c) a 50¢ one time charge for new employees. Our estimated costs under this system would be annually as follows: 1. Miscellaneous Printing and Forms $ 15.00 2. Bank Contract 5000 @ 30¢ $1,500.00 100 @ 500 50.00 1,550.00 3. Time Spent Regular 240 hours @ $1.67 385:O0 Total $1,950.00 Issuing about 5,000 checks annually, this could cost the city about 39¢ per check or about $300 annually more than the present method of payroll preparation. By automating this function, though, we would free one employee about 550 hours annually (14 weeks) from payroll work to do other tasks in the business office. Applying a dollar figure to this freed time woul result in about a $925 annual conversion saving. Such time free to do other work would put off the necessity of additional personnel longer than otherwise. Also, our electrical accounting and other busi machines would be freed from this task resulting in extending the time to purchase additional equipment. Under this plan, payrolls would be placed on a bi-weekly instead of a semi-monthly basis. We would begin such program in April of this year. In the discussion stages at this time is a program by which our utility bills could also be automated on the same equipment. I would request your authorization to approve and to proceed with implementation with this program to place our payroll on "computers". 1 1 _�" 11'7 Authorize pa'yroll Director Melton moved to approve the recommendation of the City Manager and that the City Manager be be placed authorized to execute an agreement with the First National Bank of Fayetteville, Arkansas, to place on computersayroll on computors. ,The motion was -seconded -by Director Kerlin and passed unanimously. Fhe City Manager presented an Administrative Memo recommending for cooperative agreement with Wabhington County for new road construction across City Property near Lake Fayetteville. This memo was spread on the minutes and reads as follows: COOPERATIVE A.GREW07 FOR NMI ROAD CONSTRUCTION Administrative Memo. I County Judge Gene Thrasher has been in the process of obraining right -of -way -and beginning construction of New road construc- a north -south road which would run parallel to Highway 71 about 1 1/2 to 2 miles east of such. Already ci tion near Lake through and gravelled is a section between State Highway 16 and State Highway 45 extending from State Fayetteville, Highway 265. It is his intention to have such cut through and gravelled from where 265 now ends at 45 to ,Springdale U. S. 68 and then turn such over to the State Highway Department to put on their system. Lake Fayetteville property. Thai property is in the City Limits of Fayetteville and uld essentially follow the easement recently granted to Arkansas Western Gas Company, but would be 26 et west of the quarter section line and 80 feet wide whereas the Arkansas Western easement is a total feet in width from the quarter section line. This road across city property would extend from Zion ad on the south to an existing county road on the North. Judge Thrasher has requested 1) a right -of -w construct this road and 2) city participation in the cost of road construction on city property and thin the city limits. he estimated cost to Ilear and gravel this one mile of roadwayibr labor, equipment, and material is 10,800 without new fencing and $13,500 with new fencing. Of this cost, the Judge proposes that the coun ssume $7,700 for earthwork and clearing; headwald for drainage structures; leveling and sloping base; educing oversize rock and compacting base and engineering. The city would assume $5,800 for hauling and umping the base material, purchasing drainage pipe and new fencing. Without fencing, the city would con ibute $3,100 in services and material. e base material can be obtained from a Lake Fayetteville -pit to shorten the haul. With our new fleet, trucks, we could complete the gravel haul in about a.week. Under our lease with Gene Price, we can nstruct roadways through the leased premises "without the necessity of having to pay any compensation lessee as damage by reason of takin.11 Also under this lease, "the lessee shall at his own cost and pense, keep and maintain all fences ......" Che City Attorney introduced and,at the request of the Directors, read a proposed ordinance in its en entitled "AN ORDINANCE ACCEPTING TERRITORY TO THE CITY OF FAYETTEVILLE, ARKANSAS, ASSIGNING SAID TERR rO WARDS, AND FOR OTHER PURPOSES" Director Christie moved that the rule be suspended and the ordinance be placed on the second reading. (Total acreage annexed being 300.4 acres, more or less) amd WHEREAS, more than thirty (30) days have elapsed since the date of said order of annexation and no proceedings have been instituted in the Circuit Court to prevent said annexation, and no notice of appeal has been filed and WHEREAS, 6K February, 1967, the County Court of Washington County, Arkansas, entered an order confirming such annexation proceedings. N0, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS: SECTION 1. That annexation of the above-described territory to the corporate limits of the City of Fayetteville, Arkansas, be and the same is hereby accepted, and all of said territory is hereby assigned to and made a part of Ward 4 of .the City of Fayetteville, Arkansas, SECTION 2. That this ordinance shall be in full force and effect from and after its passage, approval and publication. PASSED AND APPROVED this 20th day of February, 1967. APPROVED: to The City Manager read a proposed ordinance for the second time,which had been left on its first reading at the last regular meeting of the Directors on Monday, February 6, 1967, entitled, "AN ORDINANCE REGULATING DANCE HALLS WHERE LIGHT WINES AND BEER ARE SOLD, PROVIDING FOR LICENSING THEREOF, AND IMPOSI A TAX, AND FOR OTHER PURPOSES" Director Dunn moved that the rule be suspended and that the Ordinance be placed on the third and final reading. The motion was seconded by Director Kerlin and upon roll call the following vote was recorded, "Ave" Kerlin, Swartz, Melton, Trumbo, and Dunn. "Nay" Christie. There being five "Ayes" and only One "Nay", the Mayor declared the rule to read the Ordinance at three saparatevmeetings had been suspended by a two-thirds majority of the Directors and the motion passed. The Ordinance was then read for the third and last time. The Mayor then asked the question, "Shall the Ordinance pass?" Upon roll call the following vote was recorded, "Aye" Kerlin, Trumbo, and Dunn. "Nay" Swartz, Melton, and Christie, There being three "Ayes" and three "Nays", the Ordinance was defeated for lath of a majority vote. There being no further business, Director Swartz moved to adjourn. The motion was seconded by Director Christie and passed unanimously, whereupon the Mayor declared the meeting adjo ed.
