The City Manager gave the following report on'the Status of Ambulance Service for Fayetteville and Springdale:
A committee met on Friday(September 23, 1966) with the prospective operators of ambulance service fol
Fayetteville and Springdale. No reduction of original subsidy requested was made. They did propose, thougi,
a new idea designed to provide ambulance service by a private firm without subsidy from the cities. I In order to perfect their plan, existing state laws and policies will have to be investigated thoroughly fof
possible conflicts. It would probably take a minimum of 90 days to get such a program into full operation!
If these individuals wish to pursue their -plan further, it would be my recommendation that they be
given a firm indication by the City Board that they would be awarded an ambulance operator permit upon
successful completion of their plan to the City's satisfaction with such private service to go into effec
no later than January 1, 1967. With this .in mind..the funeral 4i:rectors would again be requested to eaten

the city endeavor to lease ambulances for three months( or purchase for possible resale) in an effort to

and direeted to purchase or lease ambulance equipment at the lowest possible cost and that the Fire
Department be charged with the operation of the ambulances on a temporary basis or until a private concen
could be formed to take an ambulance franchise and that the City Attorney is hereby instructed to prepare
the necessary ordinance to establish operating procedure and a rate schedule, to be considered at the nexv
regular meeting of the Board of Directors on Monday, October 3, 1966.
The motion was seconded by Director McFerran and upon roll call the following vote was recorded, "Aye"
Swartz, McFerran, Christie, Trumbo, and Dunn. "Nay" Melton. Absent and not voting, Kerlin.
There being Five "Ayes" with only one "Nay", the Mayor declared the motion passed.

That said City will provide.the Arkansas Highway Department with certain right-of-way necessary for
improvement and construction of State Highway 265(Cato Springs Road); and
That said additional right -6f -way will be used in bridge widening and construction.

After a brief discussion, (This had been discussed at previous meetings of the Board of Directors)

WHEREAS, the present

WHEREAS, service.is now being rendered to some parts of the territory by the City of Fayetteville,

ORDINANCE NO, 1518
AN ORDINANCE ESTABLISHING AN AMBULANCE SERVICE IN THE CITY OF FAYETTEVILLE, ARKANSAS, CREATING A
THEREFOR, AND ESTABLISHING RATES FOR SAID. SERVICE, AND FOR OTHER PURPOSES.
WHEREAS,'the private ambulance service operators in the City of Fayetteville, Arkansas, have heretof
given notice to the Board of Directors of the City of Fayetteville, Arkansas, of their intention to cease
operating such services within the City of Fayetteville, Arkansas, on September 30, 1966, and pursuant to
such notice did on said date in fact terminate such services, and
WHEREAS, following receipt of said notice the Board of Directors adopted Ordinance No. 1511; of
August 15, 1966, regulating private ambulance services within the City of Fayetteville, Arkansas, declari
same to be a public utility and providing for licensing of same and the issuance of a certificate of
public convenience and necessity for the operation of such service within the City of Fayetteville, Arkan
and
WHEREAS, despite the best efforts of the Board of Directors to encourage some private person, firm o
corporation to undertake said service, no private operator has yet been found, which would be willing and
able to undertake such service on terms which could be accepted by the City, and no such operator has bee.
licensed to undertake such service, and
WHEREAS, as such service is necessary and essential to the health, safety and welfare of the cit*zen
of the City of Fayetteville, the Board of Directors has determined that the public interest requires that
the City of Fayetteville provide said service until a private operator can be found and licensed to assum
such service, and to that end to create a department charged with operation of said service, and to provi
rates for said service.
N6Wo THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS:
SECTION 1. There is hereby created the Ambulance Service Department of the City of Fayetteville, wh.
department is charged with the responsibility of providing ambulance service within the corporate limits
the City of Fayetteville, Arkansas, and so much of the surrounding area as may be reasonable and practic
in the judgment of the officials supervising the operation of said Department.
SECTION 2. That the direction and supervision'of said Department shall be under the direct control
the Fire Chief and 988istant Fire Chief, who shall in turn be under the general supervision of the City
Manager. Said officials shall be responsible for the promulgation of such regulations governing the ope
of the ambulance service and Department, as may be necessary to carry out the terms of this ordinance.
SECTION 3. That the ambulance service hereby aughorized shall be provided at the following rates and

SECTION 4. All billing and collections shall be administered by the Department of Finance of the
Fayetteville, Arkansas, and funds received shall be credited to the General Fund,

result in a condition menacing to the public peace, health and safety and , thereforeg,an emergency
exists and -this ordinance being necessary for the immediate preservation of said public peace, health and
safety,same shall be in force and effect from and after its passage and approval.
