Director McFerran moved to accept the recommendation of the City Manager and purchase a. farm tractor and
mower form Davis Equipment Company, Springdale, Arkansas for the sum of $4,495.75 less a trade in of
$1,230,75 or a net cost of $3,265.00 to the City.

The City Manager reported that Bids had been recieved from several Oil companies on the price ofggasolinel,
Diesel Fuel, and Kerosene.
He reommended the purchase of gasoline from Mobile ail eompanies and of the diesel heel and kerosene from
the Continental Oil Company.
Director Melton moved to accept the recommendation of the City Manager and purchase the gasoline (Regular
and Premium) from the Mobil Oil Company and dbdsel fuel and kerosene from the Continental 011 Company at
the price as listed in their Bid.
The motion was seconded by Director McFerran and passed unanimously.

The City Manager reported that Bids had been recieved on eight (8) packer trucks belonging to the City
and that only two (2) Bide were recieved.
Bids One of the Bids was from Curry's Auto Salvage at $1,333.00 and the other from 62 Auto Salvage at $1,751.

The City Attorney introduced and, at the request of the Directors, read a proposed Ordinance in its ent
entitled AN ORDINANCE ACCEPTING TERRITORY TO THE CITY OF FAYETTEVILLE, ARKANSAS, ASSIGNING SAID TERRITO
WARDS, AND FOR OTHER PURPOSES,
Director Christie moved that the rule be suspended and the Ordinance placed on the second reading.
The motion was seconded by Director Swartz`qand passed'unanimously.
The Ordinance was then read for the second time.
The Mayor then declared the Ordinance•open for discussion.
There being no discussion, Director Christie moved that the rule be`urther suspended and the Ordinance
on the third and final reading.
The motion was seconded by Director Swartz and passed unanimously.
The Ordinance was then read for the third and last time.
The Mayor then asked the question, "Whall the Ordinance pass?"
Upon roll call the following vote was recorded, "Aye" Kerlin, Swartz, McFerran, Melton, Christie, and
"Nye" None. .
There being six (6) "Ayes" and no "Neys" , the Mayor declared the Ordinance passed.

AN ORDINANCE ACCEPTING TERRITORY TO THE CITY OF FAYETTEVILLE, ARKANSAS, ASSIGNING 'SAID TERRITORY TO WAR
FOR OTHER PURPOSES.
WHEREAS, the County Court of Washington County, Arkansas, did on the 4th day of April of 1966
annexing the following described territory to the City of Fayetteville, Arkansas, to -wit:
The following described lands all lying within Section.12, Township 16 North, Range 30 West of
55th Principal Meridian, and situated in Washington County, Arkansas: Beginning at A point
1000feet east of the Southwest corner of the Southwest Quarter (SW 1/4) of the Northwest Quart
(NW 1/4) of said Section 12 (said beginning point being further described as the Southeast cor
of the John Smythe Addition to the City of Fayetteville.. Arkansas); running thence North along
East boundary line of said John Smyth Addition 1320 feet, more or less to the North line of th
Southwest Quarter (SW 1/4) of the Northwest Quarter (NW 1/4) of Section 12; thence East 1640 f
more or lose, to the Southwest corner of the Northwest Quarter (NW 1/4) of the Northeast Quart

instituted in the -Circuity Court to prevent said annexation, and no notice thereof has been
required by law, and the County Court has confirmed said annexation by order.dated May 25,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF -DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKAN
SECTION 1. That annexation,of the above-described territory to the corporate limits of the

' WHEREAS, it is necessary.to cross under the St. Louis- San Francisco Railway Company main tracks at
Mile Post 350 plus 18 poles plus 116 feet with an 8 inch cast iron pipe to serve the Kelley Bros. Lumber
Co.'s new building under construction, and it is necessary for the City of Fayetteville to enter into a
written "Pipe Line Contract" with the St. Louis - San Francisco Railway Company to accomplish this work.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS:
That the Mayor and City Clerk are hereby authorized to execute a "Pipe Line Contract" with the St.
Louis -San Francisco Railway Company for the above described pipe line crossing and that the Water Depar
ment of the City of Fayetteville is authorized to male; a one time payment of $25.00 to said Railway

WHEREAS, The Housing Authority of the City of Fayetteville, Arkansas, has determined to enter upon a
Low -rent Housing Program unde8 the provisions of the U. S. Housing Act of 1937, as amended, and in
lonjunction therewith will endeavor to secure loans and annual contributions from the Public Housing
Administration for(annx* contrputions from the Public Housing Administration for one or more of such
projects comprising approximate y 200 units of low -rent housing and will develop and administer such"
project, and .
WHEREAS, in order for the City of Fayetteville to assist in the accomplishement of this project or
projects, the Board of Directors of the City of Fayetteville desires to enter into a Cooperation Agreem
with said Housing Authority, which Agreement dated July 5, 1966, has been approved by the Housing Autho
and has been read and presented to the Board of Directors.
NOW, THEREFORE. IE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS:
That the Mayor and City Clerk hereby are authorized to execute in behalf of the City of Fayett

A RESOLUTION APPROVING APPLICATION FOR PRELIMINARY LOAN FOR LOW RENT PUBLIC HOUSING.
WHEREAS, it is the policy of this locality to eliminate sub -standard and other inadequate housing,
prevent the spread of slums and blight, and to realize as soon as feasible the goal of a decent home in
suitable living environment for all of its citizens; and
WHEREAS, under the provisionssof the U. S. Housing Act of 1937 as amended, the Housing Assistance
Administration is authorized to provide financial assistance to local publich housing agencies for unde
and carrying out preliminary planning of low rent housing projects that will assist in meeting this goa
WHEREAS, the act provided that there shall be local determination of need for low rent housing to
to needs not being adequately met by private enterprise and that the Housing Assistance Administration
not make any contract with a public housing agency for preliminary loans for surveys and planning in re
to any low rent housing projects unless the governing body of the locality involved has by resolution
approved the application of the public housing agency for such preliminary loans; and
WHEREAS, the Housing Authority of the City of Fayetteville (herein called the local authority) for
public housing agency and for applying to the Housing Assistance Administration for preliminary loan to
the cost of surveys and planning in connection with the development of low rent housing;

powers, duties and functions as_provided by state law for cities metropolitan area or region comprising

an agreement for joint planning cooperation with Benton and Washington Counties, the Cities of Springda'
