The City Clerk reported that he had caused a notice of the public hearing to be published in the Northwest Arkansas Times, a daily newspaper printed in Washington County Arkansas, and having a general circulation in the City of Fayetteville, Arkansas once a week for two consecutive weeks. Attorney Bass Trubbo presented letters from the Utility Compaines stating they had no objection to the vacating and abandoning of this street. Ae City Clerk also reported that an Abstractorbs Certificate Of Title Showing The Owners Of Record - Of The Porperty Abutting Upon Said Street. There were no objections given at t his time, however Jerry Sweetser stated that he would object to the Planning Commission. Since the Planning Commission had not had a meeting on this petition, no further action was taken pending their recommendation. ORDINANCE N0. 1493 ORDINANCE AMENDING ZONING OBDINANCE N0. 1239, AND REVISED ZONING DISTRICT MAP OF FAYETTEVILLE, ANSAS, APPROVED MAY 28, 1962, TO ADD TOEAID ZONING DISTRICT MAP CERTAIN PROPERTY RECENTLY EXED TO THE CITY ALONG HIGHWAY 16 EAST. WHEREAS, since the adoption of a revised zoning district map by'Ordinance No. 1302 on May 28, 1862, certain property along Highway 16 East has been annexed to the City of Fayetteville, Arkansas, by Ordinance No. 1458 of September 7, 1965, and WHEREAS, an amendment to said revised zoning distriittmap, in the form of a zoning district Tp of the area recently annexed, has been prepared and reflects all zoning districts in the recently annexed area, and WHEREAS, a public hearing was held on said newly prepared map before the Planning Commission of the City of Fayetteville on March 1, 1966, 15 days fater filing said map in the•office of the City Clerk and 15 days after a notice of said hearing was published in the Northwest Arkansas Times, 3 newspaper of general circulation in'the City, and WHEREAS, following said public hearing the Planning Commission certified to the Board of Directors its recommendation that said map, hated March 1, 1966, be adopted, and that the property shown thereon be zoned accordingly. Director Melton moved that the discussion of the new airport be tabled for 120 days tosee what progress is made on the reginal airport. The motion was seconded by 'Director Swartz and passed The City Fhgineer reported that the Consulting Engineer J. E. McClelland had estimated the cost of moving the water line on Center Street near the University of Arkansas to a new location to b64approxim $31,676.00 and the City Engineer recommended that immediate steps be taken for the moving of this water line. After a long discussion Director Christie moved to reroute the existing 12 inch water line on Center Street Vi& Leroy Fond Drive at no cost to the University of Arkansas providing the University of Arkansas will purchase the existing line from the city for $5,000.00. The motion wqs seconded by Director Dunn and passed unanimously. Director Chnisk:9:®ethen moved that the City Engineer and Administrative Assistant be authorized to enter into a contract with Consulting Engineer J. E. McClelland for the engineering service on the rerouting of the water line on Center Street and to further authorize the Consulting Engineer' to prepare plans and specifications and advertise for bids on the water line project. The motion was seconded by Director Kerlin and passed unanimously. The Mayor reported that bids had been received and opened for water main extensions along Highway No. 16 East to the City Limit at Middle Fork Bridge. Consulting Engineer, J: E. McClelland, reported that the bids had been tabulated and of the four low biders only two met with the qualifications and specifications and he recommended that the contract be awarded to either of those two construction companies, Viz A. P. T. Construction Company of North Little Rock, Arkansas, for the contract price of $125,299.96; or in the absence of said waiver that the project be awarded to Danco Construction Company of North Little Rock, Arkansas, for the contract price of $128,556.60. After a brief discussion Director Christie moved to accept the bid of A.P. T. Construction Company to construct the water line along, Arkansas State Highway No. 16 East to the City limits at Middle Fork Bridge to the A.P.T. Construction Company North Little Rock, Arkansas, for the total Bid Price of $125,299.96 and that the Mayor and City Clerk be and they are hereby authorized to exectrte the Contract upon the approval of the Contract and Performance Cost Bond by the City Attorney and Consulting Engineers and evidence of proper insurance. Jones reported that bids had been received and opened for two dump truck beds and he read a letter from the Street Superintendent with his recommendation which was spread on the minutes and read as follows: F A Y E T T E V I L L E, A R K A N S A S STREED SUFEINTENDENT March 142 1966 Board of Directors City of Fayetteville Fayetteville, Arkansas Gentlemen: The City received bids on March 11, 1966, for two ten -yard dump beds. Only one bid fulfills all requirements. The specifications stated that the beds should have twin arm hoists, which provides support on both sides of the bed to prevent it from tilting when dumping. The other type has just one in the center. This requirement was made because of the hilly ter_rian. We have had on truck frith the single arm type of hoist turn over while trying to dump. The two bids were as follows: S. & H. Parts Equipment House Springdale, Arkansas (Single arm hoist) $3,079.70 Truck Equipment Company Fort Smith, Arkansas (Twin Arm hoist) 32687.40 I recommend that the City accept the -bid of Truck Equipment Company of Fort Smith for the two beds at $3,687.40. The Administrative Assistant reported that the Sanitation Superintendent, Daniel Clark, had called him Permit Greenaand and stated that the City of Greenland, Arkansas, had asked permission to use the City Incinerator to use incinerator for a short while until they could make other arrangements. The Administrative Assistant reported that he had refused to permit this pending action by the Board of Directors. ' After a brief discussion Director Melton moved to permit Greenland to use the incinerator for a period of 30 days only at a fee'ad set up in the Bond Ordinance. The minutes of the regular meeting on Monday, March 21, 1966, a copy of which had been mailed to each of the Directors, were approved as written. Employ Gerald Fox as City Manager. Director Dunn reported that his committee had recommended that Gerald Fox, who has been City Manager at Camden, Arkansas, for the past few years, be appointed as City Manager for the City of Fayetteville. Director Dunn then moved that Gerald Fox be appointed as City Manager for the City of Fayetteville, Arkansas, at a salary of $14,500.00. The motion was seconded by Director Mc Ferran and passed unanimously. Ordinance No. The City Planner, James Vizzier, read a resolution from the Planning Commissio+eccommending the 1494 vacating and abandoning of a portion of Taylor Street, a/k/a/ Hopper Street, and Bell Avenue; also a letter from Jerry Sweetser stating he had no objection to vacating this street. A Public Hearing was held on this petition to vacate said street at the last regular meeting of the Soaadl6f Directors.
