HomeMy WebLinkAbout1966-02-21 MinutesThe Mayor appointed Directors Dale Dunn, James Kerlin, and Sylvia Swartz to act as a Steering Committee Appoint Steering to solicit and receive applications for City Manager and to prepare a synopsis of the applications Committee and present to the Board of Directors for their study. Board At this time Director Kerlin announced his resignation from the Board of Adjustment and Directors Resignations Melton and Trumbo announced their resignation from the Board of Appeals, all of which were to be in eff as of February 141 1966. After a brief discussion the Board of Directors agreed to meet on the Monday afternoon at J J0 o'clock one week before the regular meeting whiehiis on the first and third Monday of each month. There being no further business, Director Melton moved to adjourn. The motion was seconded by Director Kerlin and passed unanimously, whereupon the Mayor declared the meeting adjourned. r;_i : ._ `. Representatives of the Douglas Walker Company presented the Audit Report for the year of 1965 butrno action was taken at this time because the Board of Directors wished to have more time to study the Re Ordinance No. 1489 I The City Planner presented the petition of Donald Williams and Bill Bequette to rezone certain real est: (Rezoning property located on the east side of Dunn Avenue from R-2 Two -Family Residential District to R-3 Multi -Family of Donald Williams Residential District which had been approved by the Planning Commission. and Bill Bequette) After a brief discussion, the City Attorney introduced and, at the request of the Directors,, read a Proposed ordinance in its entirety for the first time entitled, "AN ORDINANCE AMENDING ZONING ORDINANCE N0. 12392 AND REVISED ZONING DISTRICT MAP,OF FAYETTEVILLE, ARKANSAS, APPROVED MAY 28 1962, TO REZONE CERTAIN REAL ESTATE FROM R-2 TWO FAMILY RESIDENTIAL DISTRICT TO R-3 MULTI -FAMILY RESIDENTIAL DISTRICT." Director Christie moved that the rule be suspended and the Ordinance placed on the second reading. The motion was seconded by Director Dunn and passed unanimously. V. Parker, Jr., Street Superintendent, t, who appeared before the Board of Directors with his recommendation that the grader be purchased 4from R. A. Young and Son, Inc., Fort Smith, Arkansas for the sum of $19,535.00.plus 3% sales tax. He explained that this was not the low bid on a grader but the Austin -Western Grader met the requirements and specifications of the Street Department on all points better than any other bid offered. After a brief discussion Director Christie moved to accept the recommendation of the Street Superintenden and purchase the Austin -Western Grader from R. A. Young and Son, Inc., Forth Smith, Arkansas,for the dum of $19,535.000p1us 3% sales tax. The motion was seconded by Director McFerran and passed unanimously. on R. A. Young and Son, Inc. The motion was seconded by Director Dunn and passed unanimously. Director Christie then moved to appropriate the sum of $898.16 plus the sales tax on the two trucks from the Unappropi^idted Surplus,Fund to the Public Work Fond. The motion was seconded by Director McFerran and passed unanimously. No truck beds for these two trucks were authorized at this time because the Board of Directors believed bids should be taken before purchasing. on trucks. After a long discussion Director Christie moved that Consulting Engineer J. E. CmClelland be retained to make a study not to exceed $1,000.00 on the necessity, feasibility, cost, and load study, temperature and preliminary engineering plans of the extension of the runway. The motion was seconded by Director Dunn and passed unanimously. The Mayor read a letter from Director Garland Melton, Jr., recommending the following appointments: - Wade Fincher Board of Appeals - Reappoint Robert Wingo, Appoint Charles Yantis and Marcus Walden Wade Fincher Director Christie moved to accept the recommendation of Director Helton and appoint Wade Fincher appointed Board toq Board of Adjustment by vice James Kerlin who resigned February 14, 1966, said term of office of Adjustment. toJanuary 1, 1969. Jones Administrative Assistant Board of Directors Fayetteville, Arkansas Dear Mr. Jones: Over the weekend a large leak in the rock strata beneath the high section of the Lake Sequoyah Dam has been observed. This appears to be even greater than the one encountered thaeeeor four years ago and is in the vicinity of the previous one. Recent rises of three to font feet over the dam have added pressures and apparently have opened these soft fissures in the rock formation. This opening should be grouted before the hot dry season begins. Failure to'do so will only aggravate a possible critical situation during the summer and fall. I recommend that an engineer experienced in grouting operations he employed at the eatliest possible date to plan and carefully supervise the work, and that he be empowered tomgotiate a contract (No doubt it will have to he on a cost plus basis) with an experienced contractor for presentation the the City for approval.
