The Mayor reported that the purpose of the meeting was to discuss a water supply for Johnson,Arkansas,
Engineering contract with McGoodwin and Mahaffey, consulting engineers, Mebting with Beaver Water Distri<

P. M. in the Council Room of the City Administration Building.
Present: Mayor Guy E. Brown, City Clerk George J. D§vis, City Controller Albert J. Jones, City Attorney
Hugh Kincaid, City Engineer IW. C. Smith, Chief .of Police Hollis Spencer, Fire Chief Burl Skelton, and
Aldermen: Heflin, Christie, Watson, Bone, Thomas, Faucette, and Short.
Absent: Alderman Ellie Burgin.
The minutes of the regular meeting on Monday, November 22, 1965, and of the special meeting On Monday,
November 29, 1965, copies of which had previously been mailed to each of the Aldermen, were approved as
written.

The City Attorney read a proposed ordinance in its entirety for the second time which had been left on
its first reading at the regular meeting on Monday, November 229 1965, entitles', "AN ORDINANCE AMENDING

Alderman Thomas moved that the rule be suspended and the Ord. be placed on the third and final reading.
The motion was seconded by Alderman Faucette and upon roll call the following vote was recorded:
"Aye9"Heflin, Watson Bbne Thomas Faucette and.Short. "Nay" Christie.
There being six "Ayes" and only one "Nay", the Mayor declared that the rule was suspended and that the
Ordinance was on the third and final reading.
The Ordinance was then read for the third and last time.
The %yor then declared that the Ordinance was open for discussion.
There being no further discussion, the Mayor asked the question , " Shall the Ordinance pass?"
Upon roll call the following Vote was recorded "A�e" Heflin and Watson. "Nay" Christie, Bone, Thomas,
Faucette, and Short.
There being only two "Ayes" m38h five "Nays" the Ordinance was defeated for lack of a Majority vote.
