Present: Mayor Guy E. Brown, City Clerk George J. Davis, City Oontroller'Albert J. Jones, City Attorney Hugh Kincaid, City Engineer W. C. Smit}, Chief of Police Hollis Spencer, Fire Chief Burl Skelton, aid Aldermen: Heflin, Christie, Watson, Bone, Thomas, Burgin, Faucette, and Short. Absent: None. 4 The minutes of the regular meeting on Tuesday, September 7,'1965, a c p of which had previously been furnished to each of the Aldermen, were approved as written, and the minutes of the special meeti6g on Thursday, September 9, 1965, were read and approved. Alderman Christie introduced and read a proposed resolution entitled, "A RESOLUTION PETITIONING THE ARKANSAS HIGHWAY COMMISSION TO RE-ROUTE HIGHWAY 16 AND SPECIFYING CERTAIN CONDITIONS OF SAID PETITION." After a long discussion, Alderman Christie moved that the Resolution be adopted. The motion was seconded by Alderman Burgin and passed unanimously, whereupon the Mayor declared the Resolution adopted. o RESOLUTIOR NO. 14-65 A RESOULTION PETITIONING THE ARKANSAS HIGHWAY COMMISSInF TO RE-ROUTE HIGHWAY L AND SPECIFYING CERTAIN CONDITIONS OF SAID PETITION. WHEREAS, State Highway No. 16 in the City of Fayetteville is now routed through the campus of the Uhiversity of Arkansas from Razorback Road East via Maple Street and GarlandAvenue, and WHEREAS, This Highway location now separates a large part of the Student Union, and WHEREAS, the increas in vehicular and pedestrian traffic has created an extremely hazardous condition on said campus, particular*y at the intersections of Maple Street and Garland Avenue. NOW, THEREFORE, BE IT RESOLVED BYYTHE CITY COUNCIL OF THE CITE OF FAYETTEVILLE, ARKANSAS: That the City Council hereby petitions the Arkansas Highway Commission to designate a re-Lrouting of State Highway No. 16 Northward form Maple Street along Razorback Road fine -fourth mile, thence East on Cleveland Street one-fourth mile to intersection with the present route of Highway No. 16 - at Cleveland Street and Garland Avenue, all subject to the following conditions: 1. The City of Fayetteville will accept the maintenance, repair and operation of the one-fourth mil section on Maple Street and the one-fourth mile section on Garland'Avenue over which Highway No. 16 pres- ently runs. 2. The City of Fayetteville in cooperation with the Unibersity of Arkansas aggrees to furnish free of cost to the Arkansas Highway Commission additional right-of-way as needed for futther improvement of the newly designated sections alagg Razorback Road and Cleveland Street. 3. The City of Fayetteville agrees to remove and/or adjust utility facilities along theneewly desig nated sections of Razorback Road and Cleveland Street as may be required for future improvement as a part of Highway No. 16. 4. The Arkansas Highway Commission will agree to improve, maintain and operate the said.newly desig nated sections of street as a part of State Highway No. 16. IS, CITY CLERK Alderman Christie introduced and read a proposed Ordinance in its entirety entitled, "AN ORDINANCE N 14141 AS AMENDED BY ORDINANCE NO. 1423, PROHIBITING THE BARKING OR VEHICLES ON CERTAIN DESIGNATED STREETS IN THE CITY OF FAYETTEVILLE, ARKANSAS, AND PROVIDING A PENALTY FOR VIOLATIONS THEREOF. Alderman Christie moved that the Ordinance pass. The motion was seconded by Alderman Burgin and passed unanimously, whereupon the Mayor declared the Ordi- nance passed. /Y ORDINANCE NO, 1462 �7 AN ORDINANCE AMENDING ORDINANCE NO, 1414, AS AMENDED BY ORDINANCE NO, 14232 PROHIBITING THE PARKING IOF VEHICLES ON CERTAIN DESIGNATED STREETS IN THE CITY OF FAYETTEVILLE, ARKANSAS, AND PROVIDING A PENALTY FOR VIOLATIONS THEREOF, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: SECTION 1. That Ordinance No. 1414, as amended by Ordinance No. 1423, be further amended to read as follows: "SECTION 1. It shall be unlawful for any person, firm or corporation to park a vehicle of any kind whatsoever on either side of the pavement of the following designated streets in the City of Fayetteville, 11!kansas: 4 291 ORDINANCE N0. 1462 (const Maple from Mission to Arkansas Avenue Gregg from Douglas to Dickson Ordinance University from Williams to Dickson . No. 1462 Douglas from Leverett to Gregg (Only on the North side) (con't) Beginning at the Intersection of School Street and Sixth Street, proceeding thence East to Locust; thence South on Locust to Seventh�Seventh Street; Thence East to Seventh Street to Street and from Wood Street North to Highway 16 East Twenty -Fourth Street (Country Club Road) Hill Avenue from Center Street to Highway No. 62 Center Street from Church Avenue to Harmon Avenue j California Boulevard from Harmon Avenue to Le Roy Pond Drive. Leverett Avenue from Maple Street to Sycamore.Street. Putman Street from Hill Avenue to Duncan Street. SECTION 2. During the hours from 8:00 a.m. to 6:00 p.m., it shall be unlawful for any person, firm or corporation to park a vehicle of any kind whatsoever'on either side of the pavement of the following designated streets in the City of Fayetteville, Arkansas: Meadow from Church to Block Spring from Church to College SECTION 3. Any person, firm or corporation violating theprovisions of this Ordinance shall deemed quilty of a misdemeanor and, upon conviction thereof, shall be fined in a sum of not more that $25.00 for each offense." Absent: City Clerk George J. Davis. In the absence of City Clerk George J. Davis, City Controller Albert J. Jones acted as City C&erk. Purpose of Meeting. The Mayor reported that the purpose of the meeting was to discuss the Sewer Engineering Reports by Consulting Engineers L. M. McGoodwin and John Mahaffey, and that all members of the Council had been notified by U. S. Mail and by Telephone. Report on The Consulting Engineers'McGoodwin & Mahaffey gave their report on the Sewerage Facilities together with Sewerage Facilities. a Supplemental Evaluation of Activated Sludge Sewage Treatment Plant and discussed fully with the Council Alderman Short moved that the Mayor, City Attorney, City Engineer, and Water & Sewer Committee meet with Authorize Mayor, the Consulting Engineers,Mhhaffe# & McGoodwin, and discuss an overall Engineering Contract and report at City Atty,City Eng., the next regular Council meeting. Water & Sewer Com. The motion was seconded by Alderman Christie and passed unanimously, to discuss contract with Engineers. There being no further business, Alderman Heflin moved to adjourn.
