Present: Mayor Guy E. Brown, City Clerk George J. Davis, Cite Controller Albert J. Jones, City Attorney Hugh R. Kincaid, City Engineer IIaC. Smith, Chief of Police Hollis Spencer, Fire Chief Burl Skelton, and Aldermen: Christie, Watson, Bone, Thomas, Faucette, and Short. Absent: Aldermen Laverne Heflin, and Ellis Burgin. The minutes of the regular meeting on Monday, July 19, 1965, a copy of which had previouBly been mailed to each of the Aldermen, were approved as written. WHEREAS, A petition has been filed with the City Council of the City of Fayetteville, Arkansas by Preston L. HathcockanddEdna H. Hathcock, husband andwirffe, requesting the City Council to vacate and abandon the following described alley in the City of Fayetteirille, Arkansas, to -wit: The 25 foot alley lying adjacent to and along the North side of lots 6, 7, 80 9, and 10 of Block Two, Read Subdivision of part of the NE -1/4 of the SE -1/4 of Section 8 Township 16 North, Range 30 West., and running from Garland Avenue in said City to a dead end at the Northwest corner of Lot 6 of said Subdivision, which alley is also described as beginning at a point on Garland Avenue in Fayetteirille, Arkansas, which is 650 feet North, and 25 feet West, of the SouthEast corner of the NE -1/4 of the SE -1/4 of Section 8; Township 16 North, and Range 30 'gest, and running thence West 275 feet; thence North 25 feet; thence East 275 febt;tththee188ntho25 feet to the point of beginning, and, WHEREAS, said petition has previously been presented to the Planning Commission of the City of Fayetteville, Arkansas, and after consideration of same the said Commission voted to recom- mend to the City Council of the City of Fayetteville, that. -It adopt an ordinance vacating said alley, after a public hearing has been held on the natter. The motion was seconded by Alderman Watson and passed unanimoubly. Upon roll call the following vote was recorded: "Aye" Christie, Watson,bone, Thomas, and Faucette. "Nay" Short. Br , Mayor ATTE T: eorge via, City Clerk The Gity Attorney read a proposed Bond by James Hale and his wife, which would be in lieu of a Subdivider's Contract which had been executed on their property. The City Attorney recommended that this bond nd;be accept. No further action was taken. Alderman Thomas moved that the Mayor advertise for bids for a tractor for the new Incinerator being built according to plans and specifications to be furnished by the City Engineer. The motion was seconded by Alderman Matson and passed unanimously. Alderman Bone reported that bids had been received and opened for the construction of a new Operations Center for the Water and Sewer Departmentp and he read a letter from Consulting Engineer L.M. McGoodwin, stating his recommendation for the contracts. This letter was spredd in the minutes and reads as follows: July 16, 1965 Honorable Guy E. Brown and Members of the City Council City of Fayetteville Fayetteville, Arkansas Gentlemen: Enclosed herewith is a tabulation of bids received at 2:00 P.M. on July 15, 1965 for the construction of the Operations Center. We find that all the bids are in order and are within the Engineer's estimate. We recommend that the contract be awarded to the low bidders for the respective Con- tract Sections I and II. We recommend that Contract Section I be awarded to Tmne Constructimn Company in the amount of $121,362 and that Contract Section II be awarded to United Fence Company in the amount of $11,645.90. We consider both of these bidders to be competent. Respectfully submitted, L.M. McGoodwin Alderman Thomas moved to accept the recommendation of consulting Engineer L.M. McGoodwin as outlined in the letter above and award Contract Section I to the Tune Constructimn Company in the amount of $121,362.00 and Contract Section II to the United Fence Company in the amount of $11,645.90 RN that the Mayor and City Clerk be and they are hereby authorized to execute the contracts upon the approval of the Contracts by the Consulting Engineer anq City Attorney, the approval of the Performance Fond, and evidence of proper insurance. Codified After a brief discussion, Alderman Short moved that the hound copies be distributed as follows: Ordinances One copy to each Member of the Council, to each of the City Officials, Fire Chief, Chief of Police, The Municipal Court, and such other agencies of the City as may be designated by the Mayor. The Motion was seconded by Alderman Watson and passed unanimously. The City Attorney then recommended that the unbound copies be sold at $20.00 each with the privilege of of purchasing the binding at what ever the cost may be to the city. nd After a brief discussion Alderman Short moved to accept the recommendation of the City Attorney s 6 $20 and unbound copies of the ordinances at $20.00 each and the binding at cost if desired. A large group of citizens residing on or near Highway #45 East, appeared before the Council, to protest the relocating or construction of the proposed new sewer project near White River, ap- ewage proximately 6 miles below the present Sewage DisposalFlant located on West Fork of White River. isposal Peter Harkins spoke in behalf of this group and outlined several reasons against the proposed //// n Sewer Project, among which, were the Pollution of the wells and the greater expense of moving IL No further action was taken. McClelland appeared before the Council and gave a report on the existing Expansion of needs at the Municipal Airport in order to take care of expanding Air Traffic in the near future. Air, Traffic He listed five steps of improvement whichdare as follows: 1. Surface Water Drainage 2. Widening and repairing of Taxiways. 33. Expanding and improving the apron at the Terminal Building. 4. Providing an additional crossover from runway to taxiway. 5. Improving existing hardstand and providing additional hardstand for parking transcient aircraft. Alderman Short moved to accept the -five steps as listed by Consulting Engineer J.E. McClelland .E, for immediate improvement at the Municipal Airport. The motion was seconded by Alderman Thomas and passed unanimously. of J.. to Alderman Sbort moved to implement steps 1 and 5 listed above immediately. The motion was seconded by Alderman HeTTin ancJ after a long discussion, upon roll call, the following vote *as recorded: "Ayes" Heflin, Christie, Watson] Pone, Faucette, and Short. "Nay" Thomas,"Abstaining " Burgin. There being six"Ayeali only one "Nay" with one"Abstaining", the Mayor declared the motion passed. Alderman Short moved to employ Consulting Engineer J.E. McClelland to Engineer the improvements as listed in steps 1 and 5. The motion was seconded by Alderman Heflin and passed unanimously. F
