EGULAR The City Council of Fayetteville, Arkansas, met in Regular Session on Monday, January 18, 1965, at 7:30
SESSION P.M. in the Council Room of the City Administration Building.
Kresent: Mayor Guy E. Brown, City Clerk George J. Davis, City Attorney Hugh Kincaid, City ControllerAlbert J. Jones, City Engineer W.C. Smith, Chief of Police Hollis Spencer, Fire Chief Burl Skelton,
and Aldermen: Heflin, Christie, Watson, Wheeler, Thomas, Burgin, Faucette and Short.
Absent: None.
finutes The Minutes of the Regular Session of Monday, January 4, 1965, a copy which had previously been mailed
pproyed to each of the aldermen, were approved as written.
The City Attorney reported that he had a petition from the Commission of Street Improvement District
No. 57 reguedtr�g that said District be dissolved.After the City Attorney explained the reasons for'the
request, he introduced and at the request of the Council, read a proposed ordinance in its entirety,
entitled, "AN ORDINANCE DISSOLVING STREET IMPROVEMENT DISTRICT NO. 57 OF THE CITY OF FAYETTEVILLE, ARK-
ANSAS, AND TERMINATIN". THE BENEFIT ASSESSMENTS PRESENTLY BEING LEVIED IN SAID DISTRICT."
Alderman Christie moved that the ordinance pass.
The motion was seconded by Alderman Short and passed unanimously.

AN ORDINANCE DISSOLVING STREET IMPROVEMENT DISTRICT N0. 57 OF THE CITY OF FAYETTEVILLE, ARKAbrAS, AND
TERMINATING THE BENEFIT ASSESSMENTS PRESENTLY EBING LEVIED IN SAID DISTRICT.
WHEREAS, by Ordinance No. 1017 the City Council of the City of Fayetteville, Arkansas, establ
Street Improvement District No. 57 for the purpose of draining, grading, paving , curbing and guttering
Lindell Street from a point 234 Feet North of the North line of Douglas Street to the South line of
York Street.
WHEREAS, by Ordinance No. 1020, the City Council of the City of Fayetteville, Arkansas, levied
assessment for benefits in Street Improvement District No. 57 for 1952 and annually thereafter until the
whole of said local assessment be paid.
WHEREAS, A petition was filed with the City Council of the City of Fayetteville, Arkansas on
January 11, 1965, by the Commissioners of Street Improvement District No. 57, reporting that the bonded
indebtedness of the said District has been fully retired and no bonds or coupons attached thereto remain
outstanding, that there are no delinquest taxes for 1963 and prior years, that the full assessment for
1961, 1962 1963, and 1964 have become surplus and been refunded to the property owners of the District
on a pro rata basis pursuant to Arkansas Statutes Annotated Section 20-231 and 20-232 and that there are
at present no funds to the credit of said district, and,
LEAS, said petition requests that the City Council of the City of Fayetteville, Arkansas,
enact an ordinance dissolving Street Improvement District No. 57, of Fayetteville, Arkansas, and rem;
and terminating the benefit assessment presently levied against the real property in said district.
NOW, THEREFORE, BE IT ORA)DAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
SECTION 1. Street Improvement District No. 57 of the City of Fayetteville,.Arkansas, is here
dissolved and the benefit assessments presently being levied against the real property in said district
for the purpose of retiring the bonded indebtedness of said District are hereby terminated and removed.
SECTION 2. A copy of this Ordinance duly dertified by the City Clerk shall be filed in the
office of the County Collector of Washington County, Arkansas,
In Favor The City Clerk read a letter from the Municipal League requesting the Council to take action on the 6

SECTION 3. That all ordinance or parts of ordinance in conflict herewith are hereby repealed,
and this Ordinance shall be force and effect from and after its passage, approval and publication.

The City Attorney read a proposed ordinance in its entirety entitled, 'IAN ORDINANCE. AMENDING ORDINANCE

NO. 1423 PROHIBITING THE FARKING OF VEHICLES ON CERTAIN STREETS IN THE CITY OF FAYETTEVILLE, ARKANSAS,
AND PROVIDING A PENALTY FOR VIOLATIONS THEREOF," WHich was left on the second reading at the last Regula:
Council Meeting on Monday, January 4, 1965, for the third and last time.
The Mayor declared the ordinance open for discussion. There being no discussion, the Mayor asked the
question, "Shall the Ordinance Pass?" Upon roll call, the following vote was recorded: AYE, Watson,
Wheeler and Faucette. NAY Heflin, Thomas, Burgin and Short. Abstaining, Christie. There being three
AYES, four NAYS and one ABSTAINING, the orditi m was defeated for lack of a majority.vote.

After a long discussion, Alderman Short moved thatlthe Mayor be authorized to have the buildings torn do,
which are located on the Byrnes Property, when a clear title is acquired on this property, the only cost
of razing to be the materials in these buildings.
The motion was seconded by Alderman Burgin and passed unanimously.
